Elite Town Development Co., Ltd

Elite Town Development Co., Ltd. is easier to verify through the Elite Town project than through extensive standalone corporate disclosure. PropertyGuru credited Elite Town to Elite Town Development Co Ltd in its 2016 Cambodia Property Awards, while current OCIC and Koh Pich materials present Elite Town as part of OCIC's Diamond Island development portfolio. Those descriptions could reflect a project-company and group-level relationship, but the public sources reviewed do not establish that structure conclusively. A buyer should therefore verify the exact contracting entity rather than relying on the project brand alone.

Overview

Track record

The entity has one clearly traceable development history in the public record: Elite Town in Phnom Penh. At the 2016 Cambodia Property Awards, Elite Town was Highly Commended in the Phnom Penh housing category and the project was attributed to Elite Town Development Co Ltd. Koh Pich's current timeline marks Elite Town as a milestone dating from 2012, while Knight Frank's H2 2018 market review described Elite Town III as a city-centre launch on Diamond Island and attributed the development to OCIC. Active 2026 resale listings for Elite Town villas and shophouses also show that the scheme has an established secondary market rather than existing only as an off-plan proposition.

Segments and prices

Elite Town is primarily a low-rise landed product: villas and mixed residential-commercial shophouses on Koh Pich. The official Elite Town III page describes a roughly 30,000 sq m phase containing 209 shophouse units. Current resale evidence is broad rather than uniform: a 2026 commercial shophouse was marketed at about US$650,000, while villa listings were around US$1.45 million to US$1.75 million. These are seller asking prices on the secondary market, not a current developer price list or an independent valuation.

Geography

The verified footprint is concentrated on Koh Pich, or Diamond Island, in central Phnom Penh. Elite Town sits within the wider island master plan developed by OCIC, alongside commercial, residential, educational and public uses. The sources reviewed did not provide comparably strong evidence of separate Elite Town Development Co., Ltd. projects elsewhere in Cambodia.

Reliability and public record

Elite Town Development Co., Ltd. is supported by more than property marketing alone: a Cambodian General Department of Taxation document contains an entry for the company with tax identifier 100049583, and PropertyGuru separately named the entity as the developer of Elite Town. Later professional and official materials, however, attribute Elite Town to OCIC at group level. Without corporate documents, that does not establish whether Elite Town Development is a project vehicle, subsidiary or another related entity. The sources reviewed also did not provide current audited financial statements or a complete ownership structure for the company.

What to verify

For Elite Town, the first due-diligence question is the party to the actual transaction, not the brand on the gate. If a company is selling, obtain its current registration documents, evidence of its rights over the property and documentary support for any claimed relationship with Elite Town or OCIC; on a resale, match the seller to the registered owner and check for mortgages or other encumbrances. Villas and shophouses require particular attention to the land title because foreigners cannot directly own land in Cambodia. A title attached to the property does not mean a foreign buyer can register the underlying land in their own name, so the lawful ownership or long-term-use structure, its duration, transferability and the distinction between rights over the building and the land should be clear before payment. The exact Elite Town phase, parcel boundaries, outstanding taxes or community charges, and the recipient of any deposit should also be verified.

Frequently asked questions

Are Elite Town Development Co., Ltd. and OCIC the same company?

The public sources reviewed do not prove that they are the same legal entity. PropertyGuru credited Elite Town to Elite Town Development Co Ltd in 2016, while Knight Frank and current OCIC materials attribute the project to OCIC. That may reflect a project-company structure, but a buyer should confirm the relationship through corporate and transaction documents.

Can a foreigner own an Elite Town villa in their own name?

A foreigner cannot directly own land in Cambodia. The rules that can allow foreign ownership of private condominium units therefore do not automatically apply to an Elite Town villa or shophouse. Before buying, the land title and the lawful structure giving the foreign buyer enforceable use or other permitted property rights need to be checked without relying on nominee arrangements.

Is Elite Town a completed neighbourhood or still a new development?

Elite Town has been part of Koh Pich for many years: the island's official timeline marks it from 2012, and it appeared in an industry award programme by 2016. Villas and shophouses were still trading on the resale market in 2026. Because the development has multiple phases, the completion status, handover history and documents should be checked for the specific property rather than inferred from the neighbourhood name.
