A completed, inspectable asset

The community is completed and active in the rental and resale market. A buyer can inspect the actual house, street, neighbouring properties, renovation, systems and views instead of relying only on a render. Construction risk is lower, but the main diligence shifts to the selected asset’s condition, documents and history of alterations.

Current sources show completed villas, large family homes, shophouses and residential land. That range supports buyers seeking an immediate home, an income-producing asset or a plot for a tailored house. The benefit comes with a requirement: every listing must be checked independently because there is no dependable public standard specification for the whole community.

An established Koh Pich district

OCIC includes Borey Elite Town in Koh Pich’s residential stock and reported more than 15,000 residents and 2,500 residential units across the island in 2023. Housing, schools, offices, public spaces and services already operate in the district. This is an existing urban environment rather than a promise of future infrastructure, although routes and travel times should be checked for the chosen home.

About the project

Borey Elite Town is a completed low-rise residential community on Koh Pich in central Phnom Penh. Three names appear across official and market material: Elite Town, Borey Elite Town and Elite Garden. Verified APS and Khmer24 listings place “Borey Elite Town / Elite Garden” in the same property title, while IQI’s current Elite Garden project page describes the same Koh Pich villa-and-land offering. This page therefore covers the original villa community commonly identified as Elite Town phases 1 and 2. It does not include Elite Town III. OCIC presents that phase separately as a five-storey commercial and residential building with underground parking. Keeping the boundary clear matters because the villa neighbourhood and the third phase differ in property type, scale, layouts and transaction process.

The community is on Diamond Island, administratively within Sangkat Tonle Bassac, Khan Chamkar Mon. OCIC’s official project page links to the Elite Town map object at Diamond Island, Sangkat Tonle Bassac, Khan Chamkar Mon, Phnom Penh. This is not a peripheral borey dependent on a single highway commute. It sits inside the established urban district of Koh Pich. In a 2023 official release, OCIC described the island as home to more than 15,000 residents and over 2,500 residential units of different types, alongside schools, offices, public spaces, cafés and services. For a villa owner, the proposition is a private house within a central mixed-use city environment rather than an isolated suburban compound.

Elite Town began as part of the wider Diamond Island City programme. Reporting from 2009 described it as the first phase of the OCIC-led island development and referred to 168 planned properties in that phase. A 2016 report on Koh Pich recorded 100 completed two-storey villas in 2012 and continuing phased construction. IQI’s April 2026 Elite Garden profile gives a much later snapshot: 298 completed villas and 57 residential land plots across more than 12 hectares. Those figures belong to different stages of the project and should not be added together as one historical total. The page uses the current inventory structure while retaining the early numbers as evidence of how the community evolved.

The developer identity is supported at two levels. The 2016 PropertyGuru Asia Property Awards archive names Elite Town by Elite Town Development Co Ltd and lists it as highly commended in Best Housing Development (Phnom Penh). OCIC’s own material also includes Borey Elite Town among the residential properties on Koh Pich, discusses the commercialisation of phase 3 and identifies OCIC Group as the master developer of the island. The project record therefore names Elite Town Development Co., Ltd as developer, while treating OCIC as Koh Pich’s master developer and the group publicly presenting the continuing development of Elite Town. The exact corporate relationship between the two entities was not disclosed in the reviewed public sources.

Borey Elite Town now functions mainly as a completed-property and resale market rather than a new launch with one price list and a uniform developer payment plan. Available stock includes detached villas, large family houses, shophouses and residential land. Layouts vary. Some homes may have been extended or reconfigured by owners, and bedroom counts in listings can include principal rooms and staff accommodation. That diversity expands the choice but makes asset-level comparison essential: land area, built area, parking, renovation, title documents and structural changes must be checked for each property. No reliable public master schedule of standard “Type A / Type B” homes was found for the full community.

IQI’s current Elite Garden page lists villas with 1–5 bedrooms, 1–7 bathrooms and 315–732 sqm of built-up area, with a starting price of $1,228,500. Live market examples extend beyond that range. CAM Realty, for example, markets a seven-bedroom villa at $2,000,000 with 300 sqm of land, 540 sqm of house area, a private pool, two-car parking and 24-hour security. APS listed a 5+2-bedroom, three-storey rental in May 2026 on a 15 by 20 metre plot with an 8 by 15 metre house footprint. These are not standard project specifications; they demonstrate how significantly individual assets can differ.

The lowest public sale anchor found in the checked sources is $690,000 for a five-storey shophouse in Borey Elite Town with a stated 86 sqm floor area. That listing was updated on February 27, 2023 and still appears as available. A newer IQI project profile from April 2026 starts at $1,228,500, while the large CAM Realty villa is offered at $2,000,000. “From $690,000” therefore does not imply that a standard villa is available at that price. It is the lower reference for one shophouse in a heterogeneous resale market. The selected asset, availability, physical condition, land and building composition, negotiated price and settlement terms require separate confirmation.

Title must also be verified asset by asset. IQI labels the project freehold, while the Realestate.com.kh shophouse listing states hard title. Neither label should be assumed to cover every villa and land parcel. A transaction review should confirm the registered owner, parcel boundaries, encumbrances, approvals for extensions and whether the physical layout matches the documents. For a foreign buyer, the permitted structure for holding land is particularly important: a project-level tenure label does not remove the rules governing direct ownership of landed property. Title and acquisition structure should be checked for the chosen asset before any deposit is paid.

The community’s distinctive feature is a landed-home format in central Phnom Penh within a controlled residential environment. Individual properties may include private yards, pools, terraces, multiple living rooms, staff rooms and on-site parking. The trade-off is that a buyer is acquiring an existing asset with an operating history rather than a standardised new unit. Inspection should cover the roof and waterproofing, electrical and plumbing systems, pool equipment, façade and windows, signs of damp, previous renovation quality and ongoing maintenance. Community rules, recurring charges, responsibility for shared areas, contractor access and alteration approvals should also be confirmed.

Borey Elite Town best suits a buyer who wants a substantial family home within Phnom Penh’s central urban fabric and is prepared for deeper property-level due diligence than a standard apartment purchase requires. The community has active rental and resale listings, but returns cannot be inferred from one advertised rent. Income varies with size, furnishing, pool, condition and lease term. An investment case should use a verified purchase price, realistic achievable rent, vacancy, house maintenance and the legal holding structure. An owner-occupier should focus on the particular street, parking, daylight, renovation condition, privacy and daily routes across Koh Pich and the wider city.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
