ELT Development

ELT Development entered Phnom Penh residential property from the wider ELT ecosystem, which had previously been known mainly for education-related projects. Its publicly verifiable residential development is Borey Courtyard, also referred to as ELT Courtyard 60m, a landed housing scheme in southern Phnom Penh. The sources reviewed for this profile do not provide a clearly verifiable standalone corporate registration record for the ELT Development entity itself, so buyers should rely on the full legal seller and landowner names in the transaction documents rather than the brand name alone.

Overview

ELT Development entered Phnom Penh residential property from the wider ELT ecosystem, which had previously been known mainly for education-related projects. Its publicly verifiable residential development is Borey Courtyard, also referred to as ELT Courtyard 60m, a landed housing scheme in southern Phnom Penh. The sources reviewed for this profile do not provide a clearly verifiable standalone corporate registration record for the ELT Development entity itself, so buyers should rely on the full legal seller and landowner names in the transaction documents rather than the brand name alone.

Track record

ELT Development's public residential track record is still concentrated in one project. ELT announced Borey Courtyard in April 2022 with Pointer Property as its sales and marketing partner; SROMAL Architects states that construction began in May 2022 and now marks at least the Courtyard L villa as finished. Before moving into housing, ELT cited development experience with the ELT Institute and Berkeley International Academy 1 and 2 buildings, but these are education facilities and should not be treated as equivalent to a long multi-project residential delivery history.

Segments and prices

Borey Courtyard is a landed-house and villa development rather than a condominium project. Pointer's current listing shows linked houses, twin villas and detached villa formats, with advertised prices ranging from about USD 155,000 to USD 588,800 depending on the house type. These are marketplace prices at the access date, not a permanent developer price list, so the final price, specification, land parcel and payment schedule should be checked for the exact home.

Geography

The project is in southern Phnom Penh, in Dangkao's Cheung Aek area, near the 50/60-metre road and Hun Sen Boulevard corridor. Pointer lists a site area of 46,141 square metres and markets the location for access to AEON Mall 3 and the route toward Techo International Airport. For a buyer, actual peak-hour travel to work, schools and central districts is more useful than brochure drive-time estimates, as is the level of infrastructure immediately around the site.

Reliability and public record

ELT Development has several verifiable signs of active project execution: Borey Courtyard has been publicly traceable since 2022, Pointer was still marketing homes in 2026 and separately lists the project in its property-management portfolio, while SROMAL shows a completed villa. At the same time, public information on the development entity itself and on a long history of completed residential schemes remains limited. That is not automatically a negative finding, but it makes land documents, permits, the status of the exact house and the contractual seller especially important in a large purchase.

What to verify

For Borey Courtyard, start with the hard title for the exact land parcel attached to the selected house and verify the registered owner, encumbrances and cadastral details against the sale contract. Pointer lists the project as hard-title property, but a marketplace project label is not a substitute for checking the specific parcel. A foreign individual cannot directly own land in Cambodia, so a foreign buyer should establish a lawful ownership or long-term use structure before committing funds and should not read the word 'title' in marketing as a promise of direct land freehold. Also verify the seller's full legal name, construction approvals, the completion status of the chosen house, the exact specification and communal infrastructure being delivered, the payment schedule and handover terms. Public sources also give different total unit counts for the scheme, so the actual phase size and completed inventory should be confirmed from project documents.

Frequently asked questions

Which ELT Development residential project can be verified publicly?

Borey Courtyard, also called ELT Courtyard 60m, is publicly verifiable in southern Phnom Penh. Pointer's current project page identifies ELT Development as the developer and lists landed homes and villas on a 46,141-square-metre site.

Does ELT's education history count as a residential development track record?

Only to a limited extent. ELT traces its broader history to 1994 and cites the ELT Institute and Berkeley International Academy buildings as earlier development work, which is evidence of building-project experience. They are not a series of residential developments, so Borey Courtyard is the main publicly verifiable housing case when assessing its residential track record.

Can a foreign buyer obtain the hard title to a Borey Courtyard villa?

A foreign individual cannot directly own land in Cambodia, while a borey villa is tied to a land parcel. The project's hard-title description therefore does not mean that the land title can be transferred directly to a foreign buyer. Before paying, the buyer should verify a lawful ownership or long-term-use structure and the documents for the specific parcel.

Is Borey Courtyard already operating as a residential project?

There are signs of actual operation: Pointer includes Borey Courtyard in its property-management portfolio, and SROMAL publishes the Courtyard L villa as finished. However, public sources differ on the total number of homes and full-project completion timing, so the status of the exact house or phase should still be confirmed separately.
