Hong Lai Huat differs from many private Cambodian developers because its local activity can be followed through the reporting of a listed company. The Singapore group entered Cambodia in 2015 with experience across residential, commercial and industrial property. Over the following decade, it delivered two substantial mixed-use projects: D’Seaview in Sihanoukville and Royal Platinum in Phnom Penh.

The portfolio is compact, but both developments reached physical completion. The company can therefore be discussed through operating buildings, sales, leasing and post-construction decisions rather than a long pipeline of future promises.

D’Seaview was a serious first commitment

Hong Lai Huat’s first Cambodian project was built near Sokha Beach. D’Seaview combines 737 apartments with 67 commercial units. For a market entry, this was not a cautious pilot building but a large scheme intended to serve residential, retail, office and hospitality demand in Sihanoukville.

Construction was fully completed in FY2020. By the end of 2025, the group reported that roughly 80% of the residential and commercial inventory had been sold. The remaining 20% was reclassified as investment property and retained for leasing, while future sale remained possible.

That decision reveals how the company treats the completed asset. Rather than hold unsold units indefinitely as stock, the group began managing them for income. Existing owners therefore share the project with a developer that remains an active landlord inside the property rather than disappearing immediately after construction.

Royal Platinum used a different partnership model

In Toul Kork, Hong Lai Huat worked through a joint venture with Royal Group. The Cambodian partner contributed the land, while the Singapore side took responsibility for construction finance and a substantial share of design, development and commercial activity.

Royal Platinum contains 851 homes and 50 commercial units across two residential towers. Swan & Maclaren designed the scheme. Construction was completed in FY2024, and the property formally opened that summer.

Royal Platinum differs from D’Seaview in more than location. It sits in an established family district with schools, shops and everyday services rather than depending on a resort economy. The group’s FY2025 reporting showed continuing sales, although at a slower pace than in the previous year.

Physical completion is only the beginning of market life

Hong Lai Huat has two persuasive completed references and a more transparent corporate background than many regional developers. The record is still too narrow to establish how consistently the model can be repeated across many cycles and segments.

The group retains land interests in Toul Kork and Sihanoukville, but future development remains subject to market conditions. This makes Hong Lai Huat less of a rapid serial builder and more of an owner of several large assets still moving through sales and operations.

For purchasers of finished property, that may be useful. D’Seaview and Royal Platinum can already be assessed through occupancy, management, common-area condition and actual rental demand. The important question is not whether Hong Lai Huat can announce another tower, but how well it turns a completed development into a stable operating property.
