Hong Lai Huat Group’s own project material and corporate reporting describe it as the group’s first freehold mixed-use project in Cambodia. Realestate.com.kh and ERA Cambodia name PH One Development (Cambodia) Limited as the project developer, while Hong Lai Huat Group Limited is the listed parent company and the public group behind the CAMHOMES brand. That distinction matters in a transaction: the buyer should match the legal entity in the reservation, sale-and-purchase agreement, title and payment instructions rather than relying only on the parent brand. The development stands on Street 115 in Phum 1, Sangkat 3, also written as Sangkat Bei, within Krong Preah Sihanouk. It is a standalone completed project with residential, commercial and hotel components, not a new phase of another coastal scheme.

Corporate disclosures confirm that D’Seaview was fully completed in financial year 2020. An earlier SGX announcement for the June 2018 roof-topping ceremony described two 29-storey residential blocks and four commercial blocks. The most consistent project-level breakdown is 737 residential units plus 67 commercial units. Some agency pages present 804 as the combined total, while Realestate.com.kh uses 737 as the unit count. The non-residential side has been described as shops, retail and office space together with a boutique hotel. A corporate release referred to a 98-room hotel, while the official project page calls it a ten-storey boutique hotel. These elements are why mixed-use is the more accurate category even though most resale advertisements simply call D’Seaview a condominium.

The project sits in the central Sihanoukville area with access to the coast. Hong Lai Huat’s official page places it about 900 metres from Sokha Beach; CAMHOMES rounds the distance to about one kilometre. Address references converge on Street 115, Phum 1, Sangkat 3 or Sangkat Bei, Krong Preah Sihanouk, Preah Sihanouk Province. Coastal proximity should not be confused with a guaranteed sea view. Floor, orientation and nearby development determine whether a unit has an open, partial or obstructed outlook. Marketing material says apartments were oriented to the south or southwest, but the only reliable way to assess a view is to inspect the actual unit and compare it with its floor plan and title reference.

The unit mix is broader than any single listing page shows. CAMHOMES refers to one-, two-, three- and four-bedroom apartments, duplexes and commercial units. ERA Cambodia provides a more granular selection: Type 1A studios at 47.07–49.51 sqm, two-bedroom Type 2B homes at 74.81–75.38 sqm, other two-bedroom layouts around 82–104 sqm, three-bedroom formats around 96–149 sqm, and a two-bedroom penthouse of 179.99 sqm. A separate Realestate.com.kh resale listing records a studio with 37.5 sqm net and 38 sqm gross area. That smaller unit does not necessarily mean one source is wrong; secondary-market measurement, a different layout family or the way balcony and common area are treated can produce a different figure. The buyer should use the title and signed unit schedule for the chosen apartment, then confirm bathrooms, balcony, furniture, parking rights and any storage separately.

Price references are not directly comparable. The lowest verified figure found is $65,900 for a resale studio in a Realestate.com.kh advertisement updated on November 21, 2024. ERA Cambodia displays a starting level of $85,000 for a Type 1A studio, while an IPS Cambodia project page updated on June 17, 2026 quotes a starting price of $112,968 and $2,400 per square metre. These may reflect different dates, sizes, floors, furniture packages, seller types and commercial strategies. Averaging them would create a number that no source actually offers. The page therefore uses the dated $65,900 figure as a transparent lower-market anchor, not as a live price promise. Before negotiation, the buyer should obtain a current unit list and identify whether each option is developer-held, group-held or a private resale, then compare total consideration, measured area, floor, view, furniture, parking and transfer costs.

Realestate.com.kh labels both the project and the identified resale unit as hard title, but a platform label is not a substitute for unit-level legal review. Before any deposit, the buyer should inspect the title copy, owner identity, unit number, recorded area, mortgages or other encumbrances, management-fee balance and utility balance. The selected ownership structure and the unit’s eligibility for the intended buyer also need to be confirmed. A completed project has a useful advantage: the apartment, outlook, noise, lifts and common areas can be inspected, and operating costs can be requested from real bills. That evidence should be used. Completion should make verification easier, not optional.

D’Seaview is best assessed as an operating coastal-city asset rather than a promise of a future resort. Its case rests on completed towers, a traceable listed-company parent, a substantial amenity deck, a location roughly one kilometre from Sokha Beach and a wide range of apartment sizes. Its limits are equally clear. Price references vary materially, some inventory is now held for leasing, views differ by unit, and sources count 28 or 29 floors and 737 or 804 units depending on whether commercial space is included. A sensible comparison therefore starts with a shortlist of real apartments, not with the master rendering. For each unit, compare the full purchase price, verified area, condition, outlook, monthly costs, tenancy history and furniture handover. Only then can D’Seaview be compared fairly with other completed Sihanoukville condominiums.
