Track record

By 2014, Construction & Property magazine linked NURI D&C to four Phnom Penh residential schemes: De Castle TK-24, De Castle TK-83, Noblesse Residence and De Castle Royal. De Castle Royal in BKK1 has the clearest documentary trail: the building's official site records 414 units, construction completion on 30 June 2014 and opening on 28 July 2014. The project also had a material delay history. Construction began in 2008, stopped repeatedly, and Canadia Bank provided a US$28 million facility to NURI D&C in late 2012 to restart the works. The building was ultimately completed, and De Castle Royal was Highly Commended in the central Phnom Penh condominium category at the 2016 Cambodia Property Awards.

Segments and prices

NURI D&C's verifiable product history is concentrated in upper-segment urban condominiums. De Castle Royal ranges from one-bedroom apartments to penthouses, with the official building site giving floor areas of roughly 89.5 to 705.1 sq m. Launch-era asking prices and return promotions are no longer a reliable guide for buyers: the building has been completed for years and units now trade partly on the resale market. We did not find a current primary-sales price list published by NURI D&C for a new development.

Geography

The verified development footprint is concentrated in Phnom Penh. De Castle Royal is in BKK1, while the earlier De Castle TK-24, De Castle TK-83 and Noblesse Residence are associated with the Tuol Kork area. We did not find reliable evidence of NURI D&C developments in other Cambodian cities in the sources reviewed.

Reliability and public record

NURI D&C has one useful due-diligence advantage: several completed buildings can be physically identified and have operated for years, while De Castle Royal has a detailed independent record covering construction and completion. Royal's history also shows why an established brand should not be equated with zero execution risk: the project experienced prolonged stoppages and needed substantial bank financing before completion. Current corporate transparency is more limited. Dun & Bradstreet still lists NURI D N C CO. LTD. in Phnom Penh, but that is not a substitute for a fresh Ministry of Commerce extract. For a buyer today, transaction quality therefore depends more on the unit title, the identity and authority of the seller, registered encumbrances and the condition of the operating building than on the developer name alone.

What to verify

For a purchase in a completed De Castle building, first establish who is selling the apartment today: NURI D&C, a related entity or a private resale owner. Obtain the individual ownership certificate for the selected unit, check registered mortgages and other encumbrances, verify the seller's authority, confirm any outstanding common charges and review the building's management rules. A foreign buyer should also confirm that the unit is in a properly registered co-owned building and sits above the ground level; Cambodian rules cap aggregate foreign ownership at 70% of the total private-unit floor area in the building. In an older condominium, the physical condition of common areas, the effectiveness of management and potential major repair costs are now more relevant than the developer's original marketing package.
