About the project

De Castle Royal is a completed high-rise condominium in BKK1, one of central Phnom Penh's most established residential and business districts. This is not a new launch and it is not an under-construction proposition. The official project website records construction completion on June 30, 2014 and the building opening on July 28, 2014, while live 2026 listings show an active resale and rental market. That changes the way the property should be assessed: instead of relying on promises about future delivery, a buyer can inspect a specific unit, its condition, view, floor, furnishings, ownership documents and the day-to-day operation of the building.

The project was developed and constructed by NURI D&C Co., Ltd., which is named in both roles on the official building page. PropertyGuru Asia Property Awards provides independent corroboration, identifying De Castle Royal as a Nuri D&C Co Ltd development in its Central Phnom Penh condominium category. G PROAV Co., Ltd. has a different role today: it is the management company rather than the original developer. De Castle Royal's own management page states that G PROAV handles daily property management, operating budgets, collection of condominium management fees, maintenance, repairs and enforcement of the building's internal regulations.

The project address is No. 34–36, Street 288, Sangkat Boeng Keng Kang Ti Muoy (BKK1), Phnom Penh. Older official project pages still use the former administrative wording Khan Chamkarmorn, while current maps and newer real-estate sources place the same building in Khan Boeng Keng Kang. This is an administrative naming change rather than evidence of two different projects. The building is also mapped as a distinct OpenStreetMap object, allowing the coordinates in this dossier to point to De Castle Royal itself rather than an approximate point somewhere in BKK1.

For a condominium of its generation, De Castle Royal remains a substantial building. The official project material records 414 units, a height of 117 metres, three basement levels, and seven parking levels with 474 spaces. Floor count is the one material inconsistency in the primary source: the descriptive text calls it a dedicated 32-storey tower, while the scale table says “Above 33 Floors.” Realestate.com.kh also records 32 floors. The page therefore uses 32 as the best-supported working figure while keeping the discrepancy visible for buyers who need to understand the building's exact floor numbering.

The original unit programme is much broader than the compact mix found in many newer city condominiums. The official table includes one-, two-, three-, four- and five-bedroom residences plus penthouses, with stated project areas ranging from about 89.5 sqm for one-bedroom layouts to 705.1 sqm for the largest penthouse. The resale market also shows why unit-level verification matters. A current IPS one-bedroom listing, for example, states a net size of about 56 sqm, while older project materials use materially larger gross figures. These differences should not be “fixed” through calculations: buyers should compare the title, floor plan and area basis of the exact unit they are considering.

The shared facilities are operational rather than merely proposed. Official project material identifies a swimming pool, fitness centre, sauna, rooftop garden, children's playroom, reception and lobby, convenience retail, café and laundry-related services. The building also has six Hyundai elevators, controlled parking access and an established management operation. Current 2026 IPS listings continue to reference the gym, pool, parking, backup generator, security, maintenance and an Aeon MaxValu in the building. A buyer can therefore inspect the current condition and rules of these facilities during a viewing instead of relying solely on launch-era marketing.

As a mature resale building, De Castle Royal should not be valued through one headline project price. Unit condition can vary meaningfully after more than a decade of occupation: some homes are furnished, some have been renovated by individual owners, and floor, orientation, view, tenancy status and included furniture differ from listing to listing. On August 12, 2026, IPS carries a live one-bedroom listing at $90,000. That figure is used here only as the lowest resale anchor found during research, not as a universal De Castle Royal price. Availability, negotiated price, physical condition, ownership documents and ongoing costs all need to be reconfirmed for the selected unit.

The clearest reason to consider De Castle Royal is that it is a known physical asset in an established location. Buyers can compare several resale units inside the same tower and inspect the common areas, management operation and surrounding neighbourhood before committing. The trade-off is that there is no longer the simplicity of a single developer sales inventory: there is no uniform fit-out, no common developer payment plan and no guarantee that two apartments of the same nominal type are in comparable condition. For this project, unit inspection and document due diligence matter more than a polished brochure.

For a mature condominium, due diligence should cover more than the apartment interior. The buyer is also acquiring an interest in a building with shared systems, common areas and an established operating structure. Official material documents multi-level parking, elevators, access control, reception areas, shared amenities and an active management company. At the same time, the building's age makes a current inspection especially useful: buyers should look at the actual condition of façades, elevators, pool areas, parking and corridors, confirm the current management fee, check whether the selected unit has outstanding building charges, and understand the rules governing common facilities. Those points should not be copied from launch-era marketing or assumed from a neighbouring listing; a resale decision should be based on the building and unit as they exist today.
