Oxley Diamond (Cambodia) Co., Ltd was created for The Bridge, and its history is almost entirely contained within that project. The company formed part of the partnership between Singapore-listed Oxley Holdings and Cambodia’s WorldBridge Land. Other developments on the joint platform, including The Peak, belonged to separate entities.

That distinction is important. Oxley Diamond does not need to be judged through every achievement of Oxley or WorldBridge. It has one clear result: a large mixed-use complex in Tonle Bassac that has been completed and operating for years.

The Bridge was an early vertical mixed-use project

The development occupies roughly one hectare near the Australian Embassy, the Bassac riverfront and Koh Pich. Two 45-storey towers combine apartments, SOHO units, shops and shophouses above a retail podium. Elevated connections between the buildings became a recognisable part of the architecture.

For Phnom Penh in the middle of the 2010s, this was a new scale. Housing, workspace and retail were brought into one complex, while the SOHO format targeted owners wanting flexibility between office and residential use.

The structure topped out in December 2016 and the development was completed in 2018. The Bridge now has an active rental and resale market, meaning the original concept has been tested through actual occupation rather than remaining a launch proposition.

SOHO and condominium use create different experiences

Buyers need to understand more than the size of a unit. A SOHO property may support business, residential or mixed use, but registration, management and tenant expectations can differ from those of a conventional apartment.

The presence of office and residential users also affects the building. Lift and parking demand changes during working hours, the retail podium has its own circulation, and management must coordinate several ownership groups.

Oxley Diamond has a short but tangible record. The company delivered a technically complex project with international and Cambodian partners. It has not demonstrated repeatability through multiple schemes, but The Bridge can be assessed many years after completion.

For a resale buyer, that creates an unusually practical basis for judgment: building condition, costs, demand and management are visible. Oxley Diamond’s reputation does not exist apart from The Bridge; it is contained within the property’s operation and the way its mixed-use concept has survived over time.
