Track record

Marum Estate is SSRG's first major development that we could verify in Cambodia; EdgeProp Singapore described it in 2024 as the group's maiden township project in the country. The 22.6-hectare master plan provides for 642 landed homes, a commercial component with 259 units, and planned education, healthcare and community facilities. Groundbreaking took place in October 2023. Sources published in 2024 targeted the first phase for completion in 2026 and the overall estate for 2030; in the public sources checked on 27 August 2026, we did not find a separate notice confirming that first-phase handover had actually occurred.

Segments and prices

Marum Estate is a low-rise mixed-use landed development rather than a condominium project. The official website presents six residential formats, from three-bedroom Greenwood Residences of about 136 sq m to eight-bedroom Reserve Residences 1 of about 417 sq m. At the 2024 launch, industry publications reported entry pricing of roughly US$190,000-US$200,000 for homes, around US$750,000 for the largest villas, and approximately US$250,000 and above for commercial units. These are historical launch references, not a verified August 2026 price list.

Geography

The verified location is in southern Kandal Province, south of Phnom Penh. Marum Estate's official materials place the development in the Kandal Stueng area and state that it is roughly 12 km from Techo International Airport. The airport began commercial operations on 9 September 2025, so older project materials that still describe it as upcoming are now outdated. For a transaction, the exact administrative boundary and cadastral position of the specific parcel should come from the land documents rather than the marketing map.

Reliability and public record

SSRG has a tangible corporate and project footprint: the Singapore entity is identified in the official website terms, a separate Cambodian entity appears in Cambodia's official gazette, and Marum Estate is a physical development with a public groundbreaking and an active project website. In 2023, Marum Estate won four PropertyGuru Cambodia awards covering township development, mixed use, housing architecture and housing landscape, and it later became a regional winner in Asia for Best Residential Development and Best Housing/Landed Landscape Design. Those awards provide external recognition of the concept and design, but they do not prove financial strength or timely delivery. Because the group's verified development record still rests mainly on one major project and we did not find public audited financial statements, buyers should give particular weight to current construction progress and the documents for the specific phase they are purchasing in.

What to verify

For Marum Estate, first identify the full legal name of the seller in the sale contract and document how it relates to Sir Stamford Raffles (Cambodia) Co., Ltd. and Singapore-incorporated Sir Stamford Raffles Group Pte. Ltd.; the payment beneficiary should be clear from the transaction documents rather than inferred from the project branding. Next, obtain the land title, verify the registered owner, boundaries and encumbrances, and establish how the specific home or commercial unit is linked to the parent land parcel as the estate is subdivided and developed in phases. For a foreign buyer, land rights are central: foreigners cannot directly own land in Cambodia, so the proposed structure for rights to the building and use of the land must be lawful and clearly documented; nominee arrangements should not be treated as a substitute for a legally verifiable structure. Also verify construction permits, the actual progress of the relevant phase, contractual handover date, delay remedies and the delivery status of the planned school, medical centre and other facilities, because inclusion in the master plan does not mean that those components are already built and operating.

Before buying, obtain an up-to-date construction report, inspect the site and make sure the handover date for the specific property is stated in the contract.

Can a foreign buyer directly own a Marum Estate house together with the land?

A foreigner cannot directly own land in Cambodia. Because Marum Estate is primarily a landed-housing and commercial development, a foreign buyer needs a separate review of the rights being granted over the building and the underlying land, including how any long-term land-use right is documented and whether it can be transferred or inherited. Marketing the estate as freehold land does not mean that a foreign buyer can automatically register that land in their own name.
