Total Home Enterprise Co., Ltd.
The Park City Poipet is backed by a registered Cambodian company, TOTAL HOME ENTERPRISE (T.H.E) CO., LTD. An archived extract from Cambodia's Ministry of Commerce business register records it as private company No. 00039394, incorporated on 9 January 2019, with declared activities including development of building projects and residential construction. The company's current website lists its office in Village 4, Phsar Kandal, Poipet, and directly associates Total Home Enterprise with The Park City Poipet. This gives buyers a clearer corporate attribution than is available for many local boreys, although the entity named in a specific sale contract still needs to be matched against the registered landowner.

Overview
The Park City Poipet is backed by a registered Cambodian company, TOTAL HOME ENTERPRISE (T.H.E) CO., LTD. An archived extract from Cambodia's Ministry of Commerce business register records it as private company No. 00039394, incorporated on 9 January 2019, with declared activities including development of building projects and residential construction. The company's current website lists its office in Village 4, Phsar Kandal, Poipet, and directly associates Total Home Enterprise with The Park City Poipet. Track record
The company's principal verified residential development is The Park City Poipet. Its official website shows detached villas, twin villas, two link-house formats and shophouses within the development, and the current site also lists a second project, The Park City Botanic. In a late-2024 recruitment post, the company stated that its first project had been successfully sold and completed and that it was launching its second project, although no independent completion certificate or exact project-wide completion date was found publicly. This is more useful than the stale Realestate.com.kh profile, which simultaneously displays '50% construction progress' and a 2023 completion year; those legacy fields should not be treated as a current status without verification.
Segments and prices
The Park City Poipet is a landed low-rise development rather than a condominium scheme. The official site presents Queen Villa, Twin Villa, Link House A, Link House B and Shop House products. For example, the Queen Villa is shown with a house footprint of roughly 12.1 by 13.5 metres on a 20 by 23 metre plot, while the Twin Villa is shown at 6 by 12 metres on an 8 by 23 metre plot. The official site does not publish a current price list. An older Realestate.com.kh profile cited a starting price of US$170,000 and a Queen Villa at US$283,000, while a shophouse in the development was advertised on the resale market at US$190,000 in May 2026. These figures come from different dates and sellers, so price, land area, specification and payment terms should be confirmed for the exact house.
Geography
Total Home Enterprise's publicly documented operating footprint is concentrated in Poipet, Banteay Meanchey province, near the Thai border. The Ministry of Commerce register places the registered office in Paoy Paet, Ou Chrov, Banteay Meanchey, while the company website and Cambodia's National Employment Agency use Village 4, Phsar Kandal Commune, Poipet City. No development by this company in Phnom Penh or another Cambodian city was reliably confirmed in the sources reviewed; Phnom Penh addresses shown for individual directors in the register are not project locations.
Reliability and public record
The company has a verifiable legal presence, an active website, a substantial physical borey and continuing operations in Poipet. The archived business register retrieved on 8 June 2024 showed the company as registered and listed Lay Bunnavath, Lay Bun Pa and Lay Chhun Ny as directors, with Lay Bun Pa identified as chairman of the board. The project's history also includes a serious event that should not be omitted: on 12 August 2020, a crane collapsed at The Park City Poipet construction site, killing five people and injuring at least four; the Phnom Penh Post reported that construction was temporarily halted while authorities investigated. Open Development Cambodia also records the event in its labour-incident dataset. No final public court or administrative finding establishing corporate liability for Total Home Enterprise was found in the sources reviewed, so the outcome should not be inferred. The incident nevertheless forms part of the public track record and makes verification of permits, completion records and the construction history of the exact house particularly relevant.
What to verify
Buying a house at The Park City Poipet requires land due diligence rather than a condominium foreign-quota check. Start by obtaining the hard title for the exact parcel and matching the registered landowner against the contractual seller, then verify parcel boundaries, mortgages and other encumbrances, construction approval, actual house completion and handover documents. If the seller is not TOTAL HOME ENTERPRISE (T.H.E) CO., LTD. No. 00039394, the relationship between that entity and the project should be documented. Because some public project profiles are stale, an old 'hard title' label or completion year should not be relied on without seeing the underlying originals. Foreigners cannot own Cambodian land directly; a foreign buyer therefore needs transaction-specific legal review of a registered long-term lease or another lawful structure, and nominee ownership should not be treated as a safe substitute for title.

Is Total Home Enterprise a registered Cambodian company?
Yes. An archived extract from Cambodia's Ministry of Commerce business register shows TOTAL HOME ENTERPRISE (T.H.E) CO., LTD. as private company No. 00039394, incorporated on 9 January 2019. In the record retrieved on 8 June 2024, its status was shown as Registered.
Is The Park City Poipet completed?
In a late-2024 recruitment post, the company said its first project had been successfully sold and completed before the launch of its second project. However, no independent public document establishing one completion date for the entire borey was found, and an older Realestate.com.kh profile contains conflicting status fields. A buyer should therefore verify completion and handover for the exact house and parcel.
What is known about the 2020 accident at The Park City Poipet?
On 12 August 2020, a construction crane toppled beyond the site and struck a neighbouring home; five people were killed and several were injured. Local authorities investigated and construction was temporarily halted. The sources reviewed do not provide a final public court finding establishing corporate liability for Total Home Enterprise, so this profile does not infer one.
Can a foreign buyer register a house at The Park City Poipet in their own name?
Not as direct ownership of the underlying land: Cambodian law prohibits foreigners from owning land. A foreign buyer needs separate review of a lawful long-term lease structure and rights over the house, including registration, assignment and inheritance terms. A normal hard-title sale to a Cambodian buyer does not mean that the same land title can be registered in a foreign buyer's name.
