About the project

Sky31 is a completed mixed-use residential tower in Boeung Kak 1, Toul Kork. The current official website of Asia Continent & Development Co., Ltd still advertises apartments for rent in the building and gives the address as No. 11, Street 287, so the project is treated here as an operating completed property rather than a historical off-plan launch. The developer's structured project table lists 230 residences and 31 floors, with apartments beginning above the lower service and amenity levels. For buyers, the defining feature is the scale of the homes: the published residential mix starts with two-bedroom apartments rather than studios or compact one-bedroom units.

The official unit mix is unusually spacious compared with many newer Phnom Penh condominium schemes. Sky31 publishes 110 two-bedroom homes at 96.92–108.64 sqm, 88 three-bedroom homes at 140.60–161.18 sqm, 22 four-bedroom homes at 205.60 sqm, and 10 penthouses at 258–414 sqm. These figures describe the original project mix, not every resale advertisement now on the market. A specific secondary-market unit can differ in the area basis used by the agent, furnishing, renovation, condition and documentation. Buyers should therefore match the selected apartment to its floor plan and title rather than assume that every listing follows the original brochure measurements in exactly the same way.

Official material describes five parking levels, one commercial level and a dedicated facilities level, while residential apartments begin from level 8. The seventh-floor club area is published at about 1,350 sqm and includes an outdoor pool, clubhouse lounge and bar, a circulation or viewing walkway, fitness space, seating areas and a children's area. Current listings from IPS Cambodia and CAM Realty still reference the pool, gym, lifts, parking and 24-hour security, which is useful because it confirms that key shared amenities are part of the building's present-day operation rather than only its launch-era concept.

The registry status is completed. End-2018 is used as the principal completion reference because it appears in the developer's structured project table and is repeated in the current HomeAbroad profile. Some secondary listings instead show 2019, and one narrative paragraph on the official site calls Sky31 a 30-storey tower even though the official table and several independent profiles list 31 floors. Those differences do not create an identity problem, but they should not be silently merged. The public fields therefore follow the more direct structured official data, while the alternative descriptions remain documented as source limitations.

Pricing is now a resale-market question rather than a developer launch-price question. The lowest current public asking price found during this check is $110,000 in an APS Cambodia/CBRE Cambodia listing for a two-bedroom unit on level 21. Realestate.com.kh simultaneously shows a higher asking level around $165,000 for another two-bedroom Sky31 unit, while IPS Cambodia lists a 97 sqm apartment at $210,000. These are different resale properties, not three quotations for the same apartment, so averaging them would be misleading. The page therefore uses $110,000 only as the lowest observed market anchor and explicitly requires a fresh check of availability, size, condition, title and negotiated price for the selected unit.

The location is well corroborated. The current official website, HomeAbroad, Booking and mapping references place Sky31 on Street 287 in Boeung Kak 1, Toul Kork, while Waze gives No. 11, St 287. Two separate CAM Realty listings for Sky31 publish nearly identical map coordinates around 11.5796, 104.8986, allowing the property to be mapped without estimating from a nearby landmark. An older 2015 launch-era site used the wording No. 155, Street 528 corner Street 287. The modern No. 11, Street 287 form is used for the current page, with the older wording retained as an archival address discrepancy rather than mixed into the main address.

Sky31 is best assessed as an existing building with observable apartments and an active rental and resale market. Buyers can inspect real interiors, shared facilities and maintenance conditions instead of relying on construction promises. That also shifts due diligence toward the individual unit: furniture and renovation vary, agents use different area conventions, and title terminology is not always presented consistently across portals. For an owner-occupier family, the large published layouts and the absence of micro-units in the original mix are the clearest differentiators. For an investor, the relevant analysis is the acquisition price and realistic rent of the exact resale unit, not launch-era yield claims or broad marketing statements about the district.

When comparing individual apartments in Sky31, it helps to separate building-level facts from deal-level facts. The 230-unit count, published layouts, floor count and club facilities describe the development itself; price, furnishing, renovation condition, parking allocation, an existing tenant and the stated area belong to a specific resale transaction. Current listings show how much those details can vary within the same building. Before paying a reservation or deposit, a buyer should match the unit number to the relevant floor plan, obtain the ownership document for review, confirm which area measurement appears in the title and sale agreement, check for outstanding management charges, and record the furniture and appliances included in the deal. If the apartment is tenanted, the lease term, tenant deposit and handover or continuation arrangements need their own review. This does not make Sky31 unusually difficult to buy; a completed building actually allows more items to be inspected in person.
