Government Savings Bank disburses over ฿246m to Thailand flood victims

Event date

The 7 October payments were an early milestone

GSB was assigned to handle payments under a flood-relief programme with a budget of 4.7 billion baht. By 7 October, it had sent over 246 million baht to people identified in records supplied by the Department of Disaster Prevention and Mitigation (DDPM). The larger budget figure is the funding envelope, not evidence that every eligible household has been paid.

The figures have since moved on. In an update reported on 11 October, GSB's director said cumulative transfers as of 10 October had reached 75,330 households, totalling 650.85 million baht. These are dated progress figures for an ongoing programme, not a new flat-rate entitlement or a measure of the damage suffered by each family.

A verified claim and a working payment account are separate steps

Local authorities receive flood-relief applications and establish the circumstances of each claim. After the required checks, DDPM passes approved recipient information to GSB in successive batches. The bank said some records were still under examination when it released the 7 October total.

For an approved recipient, payment can be quicker when PromptPay is linked to a GSB account using the person's 13-digit Thai national ID number. Transfers through PromptPay at other banks generally require an additional interbank processing period, usually within a day. Someone still waiting should establish whether their claim has cleared DDPM verification before treating the problem as a bank delay. GSB lists 1115 as its contact centre for payment questions.

Flooded rental rooms can count, subject to inspection

An official clarification on 7 October addressed people living in subdivided rental properties. A tenant is not necessarily excluded simply because several rooms share the same house number. Officials must verify actual occupancy and the flooding or prolonged isolation affecting the individual room before confirming eligibility.

Under the cabinet's specified relief rules, qualifying households may receive 9,000 baht for certain forms of flooding at a primary residence, or 5,000 baht where a home has been surrounded by floodwater for at least seven days and normal living has been disrupted. The scheme is tied to designated areas and qualifying events from 15 May through 30 September 2026. Flooding from October onwards falls under a different assistance mechanism, so these amounts should not be assumed to apply to every new incident.

Foreign residents also need to be careful about eligibility assumptions. The published banking instructions rely on a Thai national ID-linked payment system; the announcements do not establish a separate entitlement for every foreign tenant with flood damage. The relevant local authority must confirm the applicable rules for an individual claim.
