Thailand’s state banks roll out flood debt relief and recovery loans

Event date

A coordinated response does not mean one nationwide loan scheme

The ministry’s announcement brought several state financial institutions into the flood response. Government Savings Bank, the Bank for Agriculture and Agricultural Cooperatives and SME D Bank were identified among the lenders providing emergency or recovery finance, while Government Housing Bank is part of the housing-support channel. Other institutions, including the Islamic Bank of Thailand and EXIM Bank Thailand, are involved in debt restructuring or business support for eligible customers.

Several banks had already published their own measures by 26–27 September. That matters because the ministry’s announcement is best read as an umbrella response: applications, automatic relief, loan limits and borrower tests still sit with the individual institution.

Existing borrowers may receive very different forms of relief

Government Savings Bank announced a three-month suspension of principal payments with no interest during that period for eligible existing borrowers in officially declared disaster areas, subject to exclusions. It also offers separate emergency and recovery products, ranging from a small unsecured loan of up to THB 20,000 to financing for household repairs, livelihoods and business recovery.

BAAC’s programme is narrower in its target group. Eligible farmer customers affected by a declared disaster can seek an emergency loan of up to THB 50,000 with 0% interest for the first six months, after which MRR applies. A separate recovery facility of up to THB 500,000 is available for rebuilding homes or agricultural structures, replacing equipment or restarting production, at MRR minus two percentage points.

Government Housing Bank focuses on housing borrowers. For eligible existing customers whose mortgaged property has been affected, its measures include three months with no instalment and a 0% rate; severe damage that makes the home uninhabitable can qualify for a six-month period. Repair and rebuilding loans are offered separately, so a borrower should distinguish relief on an existing mortgage from taking on new recovery debt.

Foreign borrowers should check the underlying loan, not the headline

The published notices do not create a single eligibility rule for foreign homeowners or foreign-owned businesses. Access can turn on the borrower named in the contract, whether the customer already banks with the institution, the location of the damaged property or business, official disaster-area status and product-specific criteria. A Finance Ministry announcement does not by itself alter a loan held with a different lender.

Thailand is also running a separate cash-compensation track for flood victims. On 4 October, the government reported registration across affected areas in 65 provinces and Bangkok’s 50 districts. That assistance follows its own rules and should not be confused with a state bank’s decision on debt relief or a new recovery loan.
