U-Tapao tax and visa incentives are moving toward implementation

What the Eastern Aviation City package covers

On August 25, the Cabinet acknowledged a set of urgent support measures that had been endorsed by the Eastern Economic Corridor Policy Committee. The package is focused on U-Tapao and the Eastern Airport City special promotion zone, known as EECa, in Rayong province.

One of the proposed tax measures would allow eligible businesses to deduct twice certain capital and operating expenditures when calculating corporate income tax. The package also opens the door to additional incentives for businesses that employ highly skilled workers, use advanced or clean technologies, transfer knowledge or technology, or invest heavily in assets within targeted industries.

Foreign personnel and international aviation businesses are another part of the plan. The measures include an EECa Visa for qualifying foreign nationals who will reside in the zone for work or business, together with a reduced corporate income tax rate for international air transport operators. The tax measures are intended to run in five-year periods, with effectiveness and value assessed before any extension.

The government also listed lower registration fees for property leases and transfers, changes linked to the Free Trade Zone, and studies of additional transport and leisure infrastructure. Those headlines are not enough to determine an individual's entitlement: implementing rules still need to define eligible activities, locations, rates, documents and procedures.

September 30 is an implementation target, not a blanket entitlement

The August announcement instructed EECO and other agencies to accelerate the necessary legislation and administrative work so that the endorsed measures could become operational by September 30, 2026. As of September 19, the official material reviewed for this article still presents that date as the target for implementation rather than evidence that every element of the package is already fully available to applicants.

For a business owner or foreign professional, being somewhere in the wider EEC does not by itself establish eligibility for a particular incentive. The final rules will need to be checked against the applicant's activity, status and the boundaries of EECa. The same distinction matters for the visa: an announced EECa Visa should not be treated as a general long-stay option for any foreigner living in Pattaya, Chonburi or Rayong.

For someone considering a home in Pattaya or Rayong, the announcement is mainly a signal about the development strategy around U-Tapao and the airport city. The August government statement does not establish that purchasing an ordinary residential property outside the qualifying zone automatically produces an EECa Visa, a tax deduction or a reduced property-registration fee.

The large economic numbers are projections, not results

EECO estimates that the project could stimulate roughly THB 1.3 trillion in private investment over its lifetime and create more than 63,700 jobs. Official materials also contain projections for additional foreign visitors, local spending and GDP once the project is operating.

Those figures are forecasts from the EEC authorities, not outcomes already achieved. For anyone weighing relocation, employment or property decisions in eastern Thailand, it is useful to separate the long-term U-Tapao development case from benefits that are legally available today. The practical value of the package will become clearer once the final tax, visa and registration-fee rules are published and can be matched to a specific person or business.
