Work begins on Pengambengan fishing port upgrade in western Bali

In brief: Indonesia formally launched the first phase of Pengambengan fishing port's redevelopment in Jembrana on 29 September 2026; the investment commitment is at least Rp1.2 trillion, but the larger harbour, processing facilities and projected employment gains remain future outcomes.

Western Bali's fishing economy is set for a substantial infrastructure overhaul. At the 29 September groundbreaking, Indonesia's Ministry of Marine Affairs and Fisheries (KKP) confirmed that Pengambengan would be developed beyond its existing role as a landing and harbour-service facility. The project aims to connect fishing boats with processing businesses and wider distribution markets. Its launch is confirmed; the benefits will depend on construction and subsequent operations.

A larger basin and a shore-based seafood industry

The ministry's plan would expand the port's land area from 13.5 hectares to 49.3 hectares. Its harbour basin is intended to grow from 24 to 88.3 hectares, taking vessel capacity from 1,273 to 1,600 fishing boats. Pengambengan is also being prepared to accommodate larger vessels currently using Benoa, including tuna boats. This is a planned change in capacity, not evidence that those vessels have already relocated.

Facilities outlined by Jembrana's local government include modern fish-market and auction areas, processing space, premises for smaller businesses and wastewater treatment. The ministry has set a future fish-landing target of 124,000 tonnes a year, compared with a starting figure of 61,300 tonnes. Those figures describe the intended scale of operations, not an increase already recorded in September.

Construction is under way, with completion still years away

The development forms part of the first phase of Indonesia's Integrated Fishing Ports and International Fish Markets programme. Officials have put the investment at no less than Rp1.2 trillion. Jembrana's government identifies financing through an Islamic Development Bank loan and a construction consortium involving China Road and Bridge Corporation and Nindya Karya.

The local authority gives the construction period as 915 calendar days, with staged completion and full operation targeted in the 2028–2029 period. The available announcements do not establish an opening date for each individual facility. Fishers and seafood traders should therefore distinguish the start of works from the point at which new berths, markets or processing services become usable.

The 25,000 jobs figure is a projection, not a recruitment drive

In a separate statement on 1 October, KKP estimated that the wider development could support employment for up to 25,000 people through its economic effects. The minister called for Bali residents to benefit from recruitment and training. Neither the estimate nor that policy preference demonstrates that 25,000 positions are available today.

The transition will matter particularly to smaller fishing operators. Dredging and berth improvements are part of the scheme, but the announcements reviewed do not specify a full timetable for any temporary disruption to existing boats. Seafood businesses will also have to wait for actual processing capacity and operating arrangements before relying on the port's projected throughput. There is no verified basis yet to translate the project announcement into a forecast of higher local property prices.
