1. Do not merge three different decisions

The pet’s route is not just your own ticket. Quarantine requirements are not the same thing as a carrier’s policy. And permission for an animal in a home cannot be inferred from an attractive property card. Each question has its own source and date.

Start by writing the route in stages: where the animal leaves from, where a connection occurs, where it arrives and who receives it at each point. Keep separate columns for the quarantine authority, the carrier and the party offering the home.
