Off-plan and completed property in Bali
The question is not which is “better”. It is which uncertainty you are prepared to take and how you will check it. A completed asset shows more to your eyes; an off-plan asset needs more evidence about the future.
How can they be compared honestly?
Compare uncertainties, not marketing advantages: what can be inspected now, what exists only on a plan, which money is paid before a result, and which documents and conditions remain open.
The short answer
A completed asset does not remove the need to review rights, records and condition. An off-plan asset is not automatically bad, but needs a particularly clear connection between plan, specification, payments, timing, handover and consequences. Compare those fields in one table.
Completed does not mean verified
Inspection helps you see access, surroundings, condition and actual dimensions. It does not replace review of rights, signatory, records, open obligations and handover conditions. Do not confuse being able to walk inside with an answer to every transaction question.
Off-plan is a chain of evidence
For off-plan, it is especially important not to rely on one render. Link unit number, plan, specification, milestone, payment, evidence, handover and delay consequences. The more links remain oral, the more uncertainty you take on.
A general framework does not confirm an asset
The building framework includes PBG and SLF, but its existence does not confirm progress, condition, safety or records of a particular asset. Those require asset and document review.

Compare options
What exists only in a plan, specification or promise so far?
Which records relate to this specific asset and transaction party?
Which verifiable result is each payment tied to?
What happens on delay, mismatch or incomplete handover?
