Property handover and rights recording in Bali
Handover is not one keys-in-hand moment. It produces several different results: the physical asset is accepted, contractual items are closed and the rights-recording process leaves a clear documentary trail.
What should be clear on handover day?
Do not collapse inspection, settlement and registration into a vague status of “it is being processed”. Each layer needs its own result: a condition-and-access record, open-item list, clear contractual payment point and evidence of what entered the registration path.
The short answer
Keys alone do not prove condition, completion of obligations or recording of rights. Before handover, agree which documents, access items, readings, defects and unfinished items enter one signed list — and what next evidence you expect for rights recording.
Evidence scope
- Checked on
- 2026-10-15
- Established
- A separate documentary registration framework exists; PPAT participates in the relevant chain.
- Not established
- Timing, availability, asset readiness or registration outcome for the selected transaction.
Inspection is not a formality
Walk the asset as though, a week later, you must explain its condition to someone who was not there. A useful handover record names the precise asset, date, parties, access and keys, visible defects, equipment and open items. If something is promised later, record the responsible party and the way completion will be evidenced.
Handover is not rights recording
Indonesia’s land-registration framework describes a separate documentary procedure for changes to a land record, with PPAT participating in that chain. That neither answers whether your particular transaction can complete nor turns any delivered document into proof of a final record. Ask for the next document, authority or reference number for the specific asset.

- Government Regulation No. 37 of 1998 on Land Deed Officials (PPAT)
Money should attach to an observable condition
A final settlement is not a reward for an oral “done”. The contract map should show which amount goes to whom, for which result, which document evidences it and what happens if the result is absent. Do not copy that logic from another project: the condition depends on the chosen agreement and transaction structure.
A digital service does not create a universal timeline
ATR/BPN reports a staged PERINTIS pilot for selected land offices. A pilot is not a promise of Bali availability, timing or result for your request. Check the current channel and applicability with the relevant Kantah, not through a marketing phrase.

Decision steps
- Step 1
Name the exact asset and everything being handed over.
- Step 2
Record condition, access, readings and on-site observations.
- Step 3
Separate completed items from open obligations with an owner and a verification point.
- Step 4
Match the next payment condition to the document that evidences it.
- Step 5
Obtain a clear next confirmation for rights recording on this asset.
