What Can Be Deducted From a Long-Term Bali Villa Deposit?
Published · Updated
Why does a “refundable deposit” still leave questions?
A villa agent offers you two ways to rent the same furnished home in Kerobokan: by the month or for a year. The monthly offer asks for a “Security Deposit”; the annual offer says “Refundable Security Deposit” and asks for more money. The word in the second offer sounds reassuring, until you wonder how much you will actually receive back, when, and who has the authority to deduct anything. Those questions cannot be resolved by the listing description alone.
A security deposit is money set aside against obligations arising under the rental arrangement. It is distinct from the first month’s rent, an advance rental instalment and a booking payment. A separate deposit for a pet, or money collected in advance for electricity, may have its own terms if the parties expressly arrange it.
Two advertised Kerobokan properties provide a useful side-by-side example. Each listing names both a monthly and an annual asking rent, together with a term-specific deposit. These are advertised conditions, not evidence that either home was let on those terms, that a tenant paid the amount, or that a refund took place. The practical test of a later deduction is more demanding: which promise was incorporated into the signed agreement, what condition was documented on arrival and departure, what caused the claimed charge, and how was the amount calculated?
What do two Kerobokan villa listings disclose?
Terms advertised for two Kerobokan, Badung properties. Both listings show an advertiser update of 24 July 2026; their indexed descriptions were checked on 19 October 2026. Current availability, pricing and contract terms still need the advertiser’s confirmation.

What does a listing leave out about getting the money back?
Both annual options use the phrase “Refundable Security Deposit”. For the monthly options, the advertiser wrote “Security Deposit” without specifying whether, when or how it would be repaid. An omitted adjective is not proof that the monthly deposit is forfeited. The 1-bedroom listing asks for IDR 2 million against a monthly tenancy and IDR 5 million against an annual one. The 2-bedroom listing asks for IDR 3 million and IDR 7 million respectively.
A deposit clause needs to survive the ordinary things that happen at the end of a lease. Who holds the funds? At what point does the tenancy end for refund purposes: on the last paid day, once keys are returned, or after an inspection? How is ordinary wear assessed in a furnished property? What happens if the electricity invoice arrives after the tenant has left? Neither advertisement publishes an agreed condition inventory, a return deadline or an itemised schedule of deductions. Those details may well exist in a contract that has not been made public; the listing gives no basis for assuming their contents.
An agent appears on the two Rumah123 cards, but the person promoting a villa is not necessarily the party legally obliged to refund the security deposit. The eventual agreement may be with an owner, while the transfer instructions name an agency or manager. That arrangement might be entirely authorised. The renter still needs an identifiable contracting party, authority for the person collecting the money and a clear route for requesting repayment. Otherwise, the issue can shift from the legitimacy of a charge to the more basic question of who must account for the balance.
The service packages create a second set of open questions. Both monthly descriptions include pool and garden maintenance, housekeeping twice weekly, weekly linen and towel changes, drinking water and Wi-Fi. Their annual descriptions expressly list Wi-Fi and cleaning twice a month; they do not establish that the other monthly services continue on the same basis. Electricity and rubbish collection are excluded. This matters because regular cleaning, a final deep clean, an unpaid electricity invoice and the cost of replacing a broken item are different potential charges, each requiring its own explanation.
Island Dream Collective, a separate Bali monthly-rental operator, describes a written monthly agreement, a deposit equal to one month’s rent and an arrival inventory. That is evidence of how this operator markets its own process, not an island-wide rule and not the unseen contract for either Kerobokan listing. A third property, vlr332329, advertises a IDR 10 million security deposit alongside monthly and yearly rents but never assigns the deposit to each term. It is a useful reminder that a published number may still lack the one condition necessary to compare offers properly.
Expectation and reality
The listing says “refundable”
The wording signals an advertised promise, but it gives no repayment date, inspection procedure or list of deductions.
TipThe signed agreement needs to identify the payer, refund obligation and notice process.
Cleaning is included in the rent
Scheduled housekeeping during the stay does not resolve whether an end-of-tenancy clean costs extra.
TipCompare the service scope, checkout condition and contractual basis of any charge.
Electricity is excluded
Exclusion from rent does not establish an arbitrary sum to be taken from the deposit.
TipMeter readings, billing dates, the tariff and prior payments make a claim testable.
The tenant remembers the villa was already worn
Without a comparable check-in record, memories clash; neither party automatically wins on that basis.
TipKUHPerdata Articles 1562–1564 address inventories, presumptions and responsibility for damage.
What supports a damage deduction, and what may be ordinary wear?
A convincing damage deduction has two stages. First, it must connect a particular loss to a responsibility arising under the lease and applicable law. Second, the proposed amount must make sense for that loss. A cabinet door broken during the tenancy is different from a finish gradually fading on an older cabinet. Even if the door is newly damaged, the evidence may support repair of a hinge or replacement of a panel, not the automatic purchase of an entire furniture set.
The starting point under Indonesian private law is the KUHPerdata, the Civil Code, in its sewa-menyewa provisions on letting and hiring. Article 1562 addresses a condition record, known in the text as a pertelaan. Where landlord and tenant have made one, the property is to be returned by reference to that recorded condition, with allowance for deterioration through age and unavoidable accidental events. A signed list distinguishing three existing chips around a sink from an undamaged cabinet below it has obvious evidential value. It is far more useful than a generic checkbox stating that every room was “good”.
Article 1563 is especially relevant when an agent hands over the keys without a meaningful inventory. In respect of maintenance that falls on the tenant, the provision presumes the property was received in good condition unless the contrary can be proved. This is not an automatic victory for the landlord, nor a licence to ignore the condition of a furnished villa. A time-stamped message identifying an old leak, pictures shared on arrival and an acknowledgement from the manager may help demonstrate that a problem predates the tenancy. But a tenant relying only on a memory from nine months earlier will usually face a harder evidential task.
Responsibility also turns on cause, not just timing. Under Article 1564, a tenant is responsible for damage occurring during the lease unless they show that it arose without their fault. Suppose an air conditioner stops cooling in month eight. Was a compressor already worn out, had the service schedule been neglected by the responsible party, or did misuse cause the damage? Technician findings, earlier fault reports and the contract’s maintenance arrangements help answer that question. An official Halo JPN legal-service response published in September 2026 draws the same broad distinction between faults attributable to the occupant and deterioration or defects that are the owner’s responsibility. The response concerns a different rental question; it is not a judgment on any Kerobokan deposit.
Minor repairs need their own analysis. Article 1583 places ordinary small day-to-day repairs on the tenant, supplies illustrative items and refers to local custom where the parties have no arrangement, while recognising exceptions when the work results from defects in the rented property or unavoidable circumstances. Articles 1550 and 1551 state the lessor’s duties to hand over and maintain premises suitable for the agreed use and arrange necessary repairs, other than those allocated to the tenant. Those provisions should be read together rather than used as competing slogans. A jammed window lock, for example, might involve a minor adjustment, a failing frame or misuse; each points towards a different explanation and possibly a different responsible party.
Finally comes the calculation. An item missing from a signed inventory may justify asking what happened to it, but establishing absence does not establish the price of a new premium replacement. A repair estimate should identify the affected part, the proposed work, labour and materials. An invoice may show expenditure, yet the tenant can still question whether that expenditure was necessary, linked to the incident or already covered elsewhere. Photographs may establish the condition at a particular moment without proving fault or a monetary figure. No rule verified here authorises an owner to subtract whatever amount a contractor quotes merely by attaching a receipt. A real dispute requires the actual agreement, evidence from both sides and a case-specific legal assessment.

How should disputed charges be handled after handover?
By checkout, three quite different items may have appeared in the agent’s message: an electricity balance, a cleaning charge and repairs. Each line needs a service or damaged item, a relevant time period, an agreed basis for charging the tenant and a defensible amount. The handover is therefore more than returning a set of keys: ideally, both sides inspect together, compare the original condition record and note any disagreement before an itemised financial statement is prepared.
Utilities are mainly an accounting problem until there is a genuine dispute about who used them. The two featured listings exclude electricity and rubbish-collection charges from their asking rent. They do not, however, say that any amount the owner asserts can be taken from a deposit. An electricity calculation needs the meter identity, incoming and outgoing readings, billing dates, tariff and evidence of what has already been paid. If a bill spans the period after the owner regained possession, the final tenant portion should be explained rather than assumed to be the full invoice. Waste fees may be calculated differently from measured electricity consumption, so the actual fee basis matters too.
Cleaning raises a question of scope. Housekeeping twice a week under a monthly lease is an ongoing service designed for an occupied home; it is not an answer to whether a post-tenancy clean is included. Nor does the advertisement establish that a separate departure cleaning charge is permissible. A property returned with food waste, heavy staining or an agreed unmet cleaning obligation may present a different case from a home showing ordinary signs of use. The contract, recorded condition, work actually required and cleaning invoice have to be read together. If the manager uses the word “deep clean”, the term alone does not quantify a debt.
Consider a hypothetical checkout. The tenant hands back the keys, the agent alleges a damaged wardrobe hinge, the manager wants a cleaning fee, and the last electricity bill is still pending. For the hinge, the arrival photos and checkout record can be compared with a repair estimate. For cleaning, the relevant question is what the agreement required at handover and what work the property actually needed. A pending utility charge should remain separately identifiable until the bill and readings are available. The parties might agree to return the undisputed part now, retaining only a defined amount until the final bill arrives. That is a sensible negotiation structure, not a universal legal entitlement established by these sources.
A useful written challenge identifies the exact entry in the deduction statement, the document contradicting it and the revised figure being requested. A dated message to the managing agent helps preserve the exchange, but the claim should also reach the party responsible for repayment under the agreement. There is no published refund deadline for either featured property, and the Civil Code provisions examined do not supply a simple Bali-specific “7, 14 or 30 days” default for every private security deposit. Equally, the silence of an advertisement is not proof that an owner may retain funds indefinitely. Any enforceable timetable or remedy must be worked out from the actual terms, surrounding facts and applicable law.
What terms should be agreed before transferring the deposit?
The deposit arrangement should be intelligible before a tenant sends the first transfer. The agreement needs to distinguish the security deposit by amount, currency and purpose from advance rent or any payment made to hold dates. A monthly and an annual offer for the same property are separate proposals: the relevant deposit is the one actually agreed for the selected term. If a pet is permitted, the operator may ask for an additional sum; both featured Kerobokan descriptions mention that possibility without disclosing the amount. A pet deposit should have its own return conditions. Likewise, any advance collected against electricity must be identifiable as such, with a method of reconciling the final bill.
Then there is the chain of responsibility. A property advertisement may have an agent’s name; the lease may name the owner; the bank transfer may go to a management company. The agreement should nevertheless make clear who is authorised to accept the security deposit, on whose behalf, and which party must account for and return it. If the lease identifies no responsible payor and the agent later says the owner is holding the funds, the tenant may first have to untangle the payment route before challenging any actual deduction.
What may be deducted is a second connected clause. It should identify categories of liability, refer to the attached move-in inventory and distinguish changes caused by ordinary use or age from damage for which the tenant is responsible. The parties can also describe how smaller repairs are allocated, who arranges appliance servicing, and whether garden and pool maintenance continue under an annual lease. Final cleaning deserves a clear definition, because routine housekeeping during occupancy is a different service. Electricity and waste charges need a payer, a billing basis and evidence. Broad language allowing an agent to choose any deduction without explanation leaves the amount difficult to assess, even where some genuine expense exists.
The refund timetable must be workable alongside the final inspection and utilities. Instead of an unspecified promise to return the deposit “after checking”, the parties can agree when the joint inspection takes place, the number of days or an actual calendar date by which the balance is transferred, how the tenant receives the itemised statement and what happens if the last bill arrives late. The repayment account, currency and bank-charge allocation can be recorded too. A specific negotiated deadline is much more useful than a borrowed online claim that every Bali landlord has a statutory deadline of a certain number of days. The official provisions reviewed here do not establish that blanket rule for all private villa deposits.
Finally, disagreement should have a route that does not hold every other line hostage. The written process can require an itemised notice, supporting photos and invoices, a channel and response time for objections, and a method for correcting a disputed calculation. It can also state whether the undisputed balance is returned before the final utility bill, how much can be reserved temporarily, and when that reserve must be reconciled. If the deadline is missing, the tenant cannot readily identify when the promised repayment becomes overdue; if the evidence process is missing, objections are reduced to conflicting impressions; if the repayment obligor is missing, the complaint may land with the wrong person. The contract language, legal framework and dispute route deserve particular attention when the owner, signer and payee are different.
Deposit questions that remain after the inspection
Is a pet deposit automatically part of the main security deposit?
The 2-bedroom listing vlr310442 says a pet-friendly arrangement may involve an additional deposit, but it gives no price or separate refund conditions. That is not enough to combine the amount with the standard security deposit. The lease should state each payment separately, including the event triggering repayment and what deductions, if any, apply. An agent’s verbal total is not a substitute for those distinctions.
Do you automatically lose the deposit if you leave a yearly lease early?
Leaving before the agreed annual end date can raise more than one issue: early termination, unused advance rent and the security deposit have different functions. Any claim depends on the actual termination clause, notice arrangements and an established breach or loss. The fact that the rent was advertised as annual does not, by itself, prove that the entire deposit is lost. The agreement should say how the account is settled if the tenant leaves early.
Can the undisputed balance be refunded while the final utility bill is pending?
The tenant can propose an interim refund of the amount neither side disputes while a final electricity invoice is awaited. A useful clause sets a maximum temporary reserve, identifies the missing bill and fixes a date for the follow-up calculation. Nothing in the public listings establishes a general obligation to release that balance immediately. Once the invoice arrives, the billed dates and readings should explain the amount retained or refunded.
Bali expert view

An unusual detail in these Kerobokan listings is that the same property explicitly calls its annual deposit refundable while giving the monthly deposit a shorter label. That discrepancy is worth resolving before a transfer, because a label cannot tell the tenant who makes the deductions or when the balance will be paid. A matching move-in and move-out inventory gives both sides a common reference point, while actual utility readings and repair evidence make each claimed charge measurable. When an agent collects the deposit for an owner, the signed repayment obligation matters more than the reassuring language of the advertisement. Our editorial position is to judge a deposit offer by the clarity of that process alongside the amount requested.
