Which Parts of Sanur Are Served by DSDP—and Is a Villa Connected?
Published · Updated
Which parts of Sanur appear on the DSDP plans?
A Sanur address can fall inside a DSDP area on a map and still have an unanswered sewer-connection question. The Denpasar Sewerage Development Project established public wastewater infrastructure in parts of the region; the current service provider is UPTD Pengelolaan Air Limbah, generally called UPTD PAL. A planned catchment, an installed sewer main and a live connection serving a particular building describe different things. Property advertisements often compress all three into the word “sewerage.”
For a dated view of the network's development, the January 2010 JICA/Nihon Suido Consultants survey is unusually specific. Chapter 5, Table 5.3.1 and Figure 5.3.3 distinguish three Sanur phases: 406 hectares under DSDP I, 164 hectares under DSDP II and 129 hectares assigned to a future DSDP III. Their 699-hectare total is the Sanur area contemplated across those phases in that historical project framework. It is not a measurement of operational coverage in October 2026, and hectares cannot be converted into connected villas. JICA lists Denpasar, Sanur and Kuta separately because their collection systems were developed as distinct areas; the much larger project-wide total must not be mistaken for the Sanur network.
Read the phase labels against their dates. Phase I construction finished in August 2008. In the JICA survey, Phase II carries the status “On Going”; a later account published by UPTD PAL describes the second implementation stage as 2010–2014. These statements belong to different moments and are not contradictory: a work-in-progress label from the 2010 report is not a claim that construction was still under way in 2026. Phase III is marked “Future” in JICA's table. The accessible sources do not establish that its entire planned Sanur area subsequently entered operational service. A map showing all three phases together can therefore overstate what anyone knows about present-day availability if those labels are ignored.
Figure 5.3.3 identifies phase areas and distinguishes existing pipes from proposed routes and related infrastructure. It remains a planning-era drawing, not a surveyed, property-level GIS service register. A line drawn along a road says little about a house connection on the adjoining plot; neither an account's activity nor the route taken by wastewater inside the building appears on that map. There is no verified public 2026 layer here from which to label every Sanur street, much less every villa, as connected or disconnected. Use the historical plan to frame a question for the operator, then seek a response tied to the actual address and service arrangement.
DSDP phases in Sanur: area, date and status
Sanur areas and phase descriptions come from the January 2010 JICA survey; none verifies current service to a specific property.
| Phase | Historical area | What it means |
|---|---|---|
| DSDP I | 406 ha · January 2010 | Construction completed in 2008; individual connections still need proof. |
| DSDP II | 164 ha · January 2010 | “On Going” in the survey; operator dates Stage II to 2010–2014. |
| DSDP III | 129 ha · January 2010 | “Future” in the survey; completion by 2026 is unverified. |
What do Denpasar’s sewerage figures actually measure?
Denpasar Open Data publishes a dataset titled “Data Saluran Air Minum dan IPAL Kota Denpasar.” Two of its sanitation indicators are labeled AKSES AMAN SPALD-T (KK) and AKSES AMAN SPALD-S (KK). They can help explain the municipality's mix of wastewater-management arrangements, but they do not constitute a list of DSDP customer accounts. The dataset also includes drinking-water access: being supplied by a water main is a separate utility fact and should never be used as shorthand for a sewer connection.
The Indonesian distinction is between SPALD-T, a centralized domestic wastewater-management system (Sistem Pengelolaan Air Limbah Domestik Terpusat), and SPALD-S, an on-site or localized system (Sistem Pengelolaan Air Limbah Domestik Setempat). These labels classify how wastewater is managed. They are not a condition survey of a particular septic tank or proof that a central sewer reaches a given frontage. The unit KK refers to family or household units in the government's reporting, not villas, hotel rooms, physical service laterals or individual UPTD PAL contracts. Those categories overlap imperfectly, particularly when residential buildings are used for guest accommodation.
The reporting area matters just as much as the unit. This is a Kota Denpasar dataset, not a Sanur street inventory. A citywide rise in SPALD-T could occur in districts other than Sanur, and no denominator for Sanur villas is supplied. Nor do the published indicators say whether a particular property account is active, whether the public main is accessible from a plot, or whether the house's drainage actually discharges to it. Equating a municipal household indicator with a direct connection would combine incompatible measures, even if the underlying numbers were fully reliable.
The published version also has a date problem. A search-indexed view identifies the dataset as a 2026 update, last changed on September 23, 2026, whereas the page returned when the same dataset is opened displays a 2025 title and a May 7, 2025 update. An authoritative raw 2026 CSV or JSON export could not be read and reconciled, so there are no defensible 2026 SPALD-T or SPALD-S figures to quote here. The terminology and the whole-city scope remain useful; a claimed percentage of Sanur villas served would not. For a particular house, a property-level operator check answers the question that municipal statistics cannot.
How can a buyer verify a villa’s actual connection?
“Connected to city sewerage” can describe more than one situation in a Sanur property listing. The address might appear inside a historic DSDP project phase; a sewer main might pass nearby without a lateral serving the building; or the owner might merely have been told that an application is possible. A credible review distinguishes four states: historic project coverage, present network availability, an active service account for the exact address, and the actual physical route carrying wastewater away from the house. None is interchangeable with the next.
Start with the owner's documentary trail. A UPTD PAL bill, agreement or account reference is helpful only if the address or other property identifier can be matched to the villa being considered, the service is identifiable and the document has a meaningful date. The account holder and the property owner need not be described in exactly the same way in an advertisement, so any difference in names or address formats deserves explanation. A receipt also has a limited time horizon: it establishes that a charge was recorded for a period, not necessarily that service remains active, that every payment is current, or that the plumbing has been inspected.
Independent confirmation from UPTD PAL is the next step. With the owner's authority, the operator can be asked to match the reference to the property and clarify current service status or whether a new domestic connection could be considered. The public description of its responsibilities explicitly includes applications for domestic sewer-pipe connections, known in Indonesia as permohonan sambungan rumah or pelayanan sambungan domestik. It does not, by itself, guarantee access to a third party's customer record or a particular form of certificate. If the account exists on paper but no recent response has been obtained, treat current service as unconfirmed rather than assuming it is active.
Make sure the invoice actually concerns a piped sewer connection. UPTD PAL's 2026 service description and historic tariff rules distinguish piped wastewater services from non-piped work, including septic-related services. A payment to the same public body for emptying or transporting sludge would not establish a household sewer lateral. Ask what service category the operator has on record and whether that category corresponds to wastewater entering the public collection system. Similarly, a statement that a new connection is technically possible is an assessment of availability, not evidence that one was installed and commissioned.
Even a confirmed live account answers an administrative question, not every engineering question. A qualified independent inspector needs to trace wastewater from fixtures through accessible pipes and inspection chambers, identify any on-site treatment or storage still in use, and compare the observed discharge route with available as-built drawings. An account might be genuine while a part of the house uses a different arrangement. The inspection cannot guarantee that every concealed defect will be visible, but it addresses the physical pathway that operator billing records cannot describe.
When documents are missing, resist forcing a yes-or-no result. “Unverified” is the defensible status for an unresolved connection; it does not mean the public main is absent. Some properties may have an on-site system while a sewer main is also available nearby. For a purchase or substantial long lease, the practical implication is contractual: clarify what the seller or landlord is representing, what evidence will be supplied, and who would pay for any required connection, remedial work or change in service classification. Keeping those obligations explicit is more valuable than treating an agent's map screenshot as a warranty.

Do you have a UPTD PAL document showing the property address and an account ID?
Has UPTD PAL confirmed this exact address and current service status?
Do you have drainage drawings and a site inspection?
UPTD PAL has confirmed a live account matching the property. This is strong address-specific administrative evidence.
Verify that it is a piped sewer service and separately review payment status and the actual wastewater route; an account is not a plumbing inspection.
Only possible historical coverage or a nearby sewer has been indicated; this villa is not yet verified as connected.
Submit an exact-address inquiry to UPTD PAL covering both feasibility and any existing account.
An account reference exists, but current service at this address remains unconfirmed.
With owner authorization, have UPTD PAL verify the account, service type and latest status.
Drawings and inspection indicate an on-site wastewater system.
This does not rule out a nearby public sewer or future connection; assessing the on-site system is a separate task.
The building’s wastewater route has not been established.
Obtain available drawings and a qualified site inspection before calling the property either connected or disconnected.
Two Sanur streets on the plan: what can be said about homes there?
The 2010 JICA survey names two Sanur roads in its description of planned main sewers: Jl. Batursari and Jl. Tirtan Nadi II. The latter also appears written as Tirtanadi II elsewhere, but “Tirtan Nadi II” is the wording used in the report's route description. These are concrete geographical references to a proposed alignment from the survey period. They are not service records and do not show which houses were later connected.
Consider a listing on Jl. Batursari. The historical evidence supports saying that planners identified this road for a main sewer route. It does not establish that every part of the route was commissioned, that a service lateral is available at the villa's frontage, or that the owner opened an account. A current answer needs a full property address, any account reference held by the owner and the operator's assessment of the exact location. Even confirmed availability of the main leaves the building's actual connection to be checked separately.
The same caution applies to Jl. Tirtan Nadi II. A spelling variation between the report and a listing is not grounds to place a pipe beneath a nearby lane by guesswork. Nor does proximity to a route drawn in Figure 5.3.3 establish a functioning drain from the building. The roads are useful starting points for an address-specific UPTD PAL inquiry, particularly when a seller relies on the JICA plan as sales evidence. Without that inquiry and an inspection of the house's wastewater route, neither street should be described as uniformly connected or unconnected in 2026.
Who confirms service at an address, and which fee applies?
UPTD Pengelolaan Air Limbah (UPTD PAL), operating under Bali Province's Dinas PUPRKIM, is the agency to approach about a Sanur DSDP connection. Its public service description includes Pelayanan Sambungan Domestik, the handling of applications for domestic wastewater-pipe connections within the service area. As listed on the operator's site on October 19, 2026, its contact details are Jl. Melati No. 16, Dauh Puri Kangin, Denpasar Barat, Bali 80232; telephone (0361) 222883; email puprkrim@baliprov.go.id. Those details identify the responsible contact, not the eligibility of any particular villa.
A useful inquiry separates feasibility from existing service. For feasibility, provide the owner's full property identification and ask whether a usable public main can be reached from the site, what technical assessment is required and what works would fall outside the operator's service. For an alleged existing connection, ask whether UPTD PAL can match the supplied account reference to that address, whether the account is currently serviced and exactly which wastewater service is recorded. A new connection application, an old invoice and a confirmation of active piped service answer three different questions. Where account data belong to a private customer, obtain the owner's permission to make the inquiry.
The province's Standar Pelayanan directory lists “SP – UPTD PAL,” but the underlying embedded document was not reliably accessible as a procedure for third-party address confirmation. It would therefore be misleading to promise a standard DSDP clearance certificate, a fixed response deadline or a complete statutory checklist for buyers. Ask the operator which request format it currently accepts, what identification or authorization it requires, and whether any response can explicitly state the address, service type and relevant date. A telephone explanation can guide the process; a dated, attributable written response is much easier to use in property due diligence.
Published tariff history is not a current quote. Pergub Bali No. 57/2021 set out charges for UPTD PAL services, including piped and non-piped categories, and distinguished types of customer. Subsequent Perda Bali No. 1/2024 changes the legal position: Article 91(1)(a) revokes tariff provisions in named BLUD regulations, including No. 57/2021, insofar as those charges qualify as retribution (Retribusi) under the 2024 regulation. Article 88 preserves BLUD revenue that is not such retribution, and Article 90 allows earlier implementing rules to survive where consistent with the new Perda. Neither “all 2021 rates still apply” nor “every possible UPTD PAL charge has been abolished” follows from that text. Pergub No. 65/2022 concerns BLUD management and is not a replacement sewer-rate schedule.
Property use could affect the answer substantially. A private residence, a villa let to paying guests and an accommodation business should not automatically be assumed to share the same household classification, or rumah tangga. UPTD PAL needs to identify the applicable customer class and current legal basis for the charge. It should also distinguish ongoing service fees from any one-time connection, survey or construction costs that may apply to the address. No verified October 2026 rate for a specific villa has been established from the public sources reviewed here, so citing a historical monthly figure as a current charge would create false certainty.
For a long-term lease, the service obligation is partly contractual: the account may be in the landlord's name while the lease determines who pays the bill or reimburses it. Buyers may also want to establish whether any outstanding balance exists, with appropriate account-holder authorization. These are questions about the exact account, not a citywide benchmark. Before the transaction, the goal is a written account of service status, tariff class, payment responsibility and potential one-off work, rather than a single speculative “sewerage cost for Sanur villas.”

Bali expert view

A colored area on an old DSDP map can make a Sanur listing look more certain than the house itself. For a property decision, current UPTD PAL confirmation tied to the exact address carries more weight than a sales claim, while an independent drainage inspection answers a separate physical question. Until those answers are in hand, the correct status is unverified—not connected by assumption and not impossible by default.
