What Should a Bali Villa Owner Verify Before Using a Borewell?
Published · Updated
Which water source can actually serve this Badung villa?
“Own deep well” in a villa listing does not establish reliable yield, water quality or extraction rights. “PDAM connected” may refer to a main passing nearby, an installed service or an active billed account. A buyer needs to know which source reaches the taps, what happens during an interruption and whether the arrangement can serve the property's intended occupancy.
Badung's public mains operator is Perumda Air Minum Tirta Mangutama. For an occupied villa, the customer code, meter readings and recent bills should match the actual connection. An undeveloped plot instead needs a site-specific technical answer about whether connection is possible and what works it requires. A pipe on a neighbouring road cannot establish capacity, pressure or connection rights at this address.
A borewell, or sumur bor, adds uncertainties about construction, pump condition and measured sustainable yield. Drilling depth alone tells little about how water production changes under heavy guest demand. An operating well may also have paperwork describing a different use from the villa's current rental business. Its physical capability and legal status must be evaluated separately.
Tanker delivery, known as air tangki, may supply a house regularly or top up storage during breakdowns. The vehicle needs access to the filling point and enough usable tank capacity for the actual unload. A promised service area is not a dependable delivery schedule. Where mains, a borewell and tankers coexist, the account records should identify which is the main supply and which is the backup.
All three options must ultimately be assessed for the same useful monthly demand, Q in m³, at the same property. Occupancy, pool maintenance and filter backwashing can increase demand or losses. Water pumped from the aquifer is not automatically equivalent to usable water at the taps. Treatment and safety requirements also vary with purpose: a filter on its own does not establish that water is safe to drink.
How much does Badung PDAM charge in 2026?
Tirta Mangutama has a published Badung-specific rate schedule for 2026. The governing instrument is Keputusan Bupati Badung 1058/01/HK/2025, dated 31 December 2025 and effective from 1 January 2026. It assigns prices per cubic metre by customer code and by three monthly usage bands: 0–10 m³, above 10 up to 20 m³, and above 20 m³. There is also a Rp13,000 fixed subscription charge each month (Beban Tetap Berlangganan). These are the operator’s Badung rates, not an island-wide household-water price.
Published Appendix I rates, in IDR/m³; each line reads Band I / II / III:
Social accounts: S1 — 883 / 883 / 1,500; S2 — 1,197 / 1,704 / 3,001.
Residential accounts: R1 — 2,235 / 5,716 / 6,002; R2 — 3,073 / 6,941 / 8,569; R3 — 3,911 / 7,757 / 8,656; R4 — 4,749 / 8,165 / 8,743.
Business accounts: U1 — 6,532 / 8,492 / 8,832; U2 — 8,165 / 10,615 / 11,040; U3 — 8,492 / 15,514 / 16,290; U4 — 8,574 / 17,964 / 18,862.
Special accounts: N1 — 8,515 / 8,515 / 8,515; K1 — 12,068 / 12,068 / 12,068. The customer-class appendix also refers to agreed terms for special customers, making the individual agreement relevant alongside the rate table.
Appendix II ties residential classes R1–R4 partly to electrical-service capacity: 450/900, 1,300, 2,200 and above 2,200 VA. U1 includes accommodation businesses with fewer than ten rooms, while U3 and U4 cover larger categories. Yet a listing's bedroom count cannot assign a water tariff. The operator confirms the account classification, so a rental villa is neither automatically U1 nor necessarily entitled to residential R4.
The financial difference is visible even before considering a well. Under an illustrative *incremental-band* calculation, 20 m³ in a month would cost Rp142,140 on R4, Rp163,240 on U1, or Rp253,060 on U3, including the Rp13,000 fixed charge. At 30 m³, the corresponding model gives Rp229,570, Rp251,560 and Rp415,960. The physical quantity stays the same; the assigned customer category changes the bill. A guest property comparing these numbers with an apparent zero-cost well is comparing fundamentally different accounting treatments.
The official schedule names three consumption bands but includes no worked invoice showing how crossing a threshold is billed. Our progressive-band figures are therefore illustrations, pending confirmation of Tirta Mangutama's actual method and the property's customer code. Other account charges or meter adjustments can alter a bill. None of the tariff figures proves that a new connection is technically available at a particular plot.
Documented budget inputs
R4 illustration, not your villa’s assumed class. With 20 m³, rates of 4,749 / 8,165 / 8,743 IDR/m³ and a 13,000 IDR/month fixed charge, an incremental-band model gives IDR 142,140. Apply Band I to the first 10 m³, Band II to the next 10, and Band III thereafter, plus the fixed charge. Replace the rates with those of your operator-confirmed class, then reconcile the charging method and any other invoice lines. This does not price borewells, tankers or new connections.
Which 2026 rules govern a villa borewell?
Groundwater rules turn on actual use, not on whether a building looks like a home. Permen ESDM 4/2026 distinguishes business extraction, subject to Izin Pengusahaan Air Tanah, from non-business extraction generally requiring Persetujuan Penggunaan Air Tanah, with exceptions. Tourism and service businesses fall within Article 5. Ownership of a plot and possession of a well do not themselves confer extraction rights for paid accommodation.
Article 6(2)(a)'s below-100 m³ monthly exception covers only water for *basic daily household needs* per household or group. Exactly 100 m³ is outside it. Renting a villa to paying guests can require the business route even if consumption is just 20 m³. Mixed owner-and-guest use warrants its own assessment; one household-looking property and one meter do not resolve the classification.
Article 7 directs business applications toward OSS and applicable risk-based licensing. Article 8 provides an online application route for non-business approval through the authority with jurisdiction. Applicants identify coordinates, intended use, planned daily abstraction and well construction. The location's groundwater-conservation regime also matters under Articles 2–3. Permission for a neighbouring well cannot be transferred to another plot.
Older guidance can be materially wrong. Permen 14/2024 remains relevant only in its surviving parts: Article 46 of the 2026 regulation partially repeals its non-business approval and related provisions. Article 45 provides transitional treatment for certain earlier applications. Business filings must follow the current risk-based rules referred to by Article 7. The 2024 process should not be reproduced wholesale as the 2026 route.
An existing well may have papers naming a previous operator, another abstraction location, different permitted volume or another purpose. Articles 15–16 allow a specific regularisation route for certain historic circumstances, subject to dates and conditions; they guarantee nothing for a particular villa. Missing seller records are not proof of illegality, but operating equipment is no proof of permission. The administrative approval charge may be zero under Article 20 without reducing drilling or maintenance costs to zero.
Pajak Air Tanah (PAT) is separate from extraction permission. Badung's Perda 7/2023, amended by Perda 8/2025 effective in 2026, sets a basic household exclusion and 20% of Nilai Perolehan Air Tanah, the legally assessed groundwater value, as the tax basis in Articles 36–40. This is not 20% of a water utility bill or drilling price. Bali issued Pergub 8/2026 on groundwater valuation; Badung was still discussing its local valuation rules in June. An individual tax figure needs an established basis and taxable status. Tax payment is not a groundwater permit.

Does groundwater serve paid accommodation or another business?
Is the water used solely for basic household needs?
Is verified use below 100 m³ per month per household/group?
Groundwater supplied to paying guests or another business points toward Izin Pengusahaan Air Tanah. Establish the actual activity, well coordinates and proposed abstraction before examining the business-permit route through OSS.
The under-100 m³ household exception does not automatically cover business use, and this route is not evidence that a permit has been issued.
Mixed or uncertain use needs an explicit assessment of who consumes the groundwater and for what purpose. Evidence of guest operations and, where available, separate metered consumption can support a classification request.
A residential address and a total below 100 m³ do not automatically convert accommodation-related abstraction into basic household use.
For another non-business purpose, review whether Persetujuan Penggunaan Air Tanah is needed under Article 6 of Permen ESDM 4/2026 and the government online application route.
Low volume by itself is not the household exemption. Other statutory exceptions, location restrictions and the proposed abstraction still require fact-specific assessment.
Where use is exclusively for basic daily household needs and verified abstraction is below 100 m³ per month per household or group, Article 6(2)(a) provides an exception to Persetujuan Penggunaan Air Tanah.
The exception does not authorise drilling anywhere, settle construction or safety duties, or determine groundwater tax. Paid guest use cannot simply be treated as household use.
At 100 m³ per month or above, or when consumption is not established, the narrow household exemption has not been demonstrated. Review Persetujuan Penggunaan Air Tanah with the well location, intended purpose and planned flow.
The threshold is strictly less than 100 m³: exactly 100 does not qualify. An application is not approval to abstract groundwater at this site.
What drilling, pumping, connection and testing actually add
Mains water produces a bill; a borewell often produces no utility invoice at all. That accounting difference easily masquerades as an economic advantage for the well. In reality, the two routes contain different upfront and recurring obligations. A like-for-like decision fixes the same monthly usable volume, the same period of ownership or operation, and the same purpose for which the water must be suitable. Only then can the apparent cost per cubic metre be compared without hiding expenses in different categories.
Mains connection has costs beyond the published water bands. An existing customer still maintains private piping and storage; a new plot may need service works, a meter and technical approval. Badung's registration portal says Gratis while referring to a timetable after the RAB work estimate has been paid. Free registration therefore does not mean free pipework, installation or guaranteed access. A six-working-day post-payment step is not a six-day promise to serve every plot.
Drilling entails geological uncertainty. The price of a metre drilled is incomplete without location, depth, diameter, casing, pump testing and the treatment of a low-yield or dry hole. A usable bid must say whether it includes the pump, power supply, storage, meter and filtration. Without site specifications and a binding scope, public contractor advertisements cannot establish the installed cost or a reliable cost per cubic metre for this Badung villa.
Well operation adds pump electricity, servicing, potential replacement, tank and filter maintenance, sampling and possibly groundwater tax. Water wasted in filter backwashing changes the unit cost of useful supply. An invoice-free well is not an expense-free well; nor should an owner invent an arbitrary tax allowance before the property is classified. Consumption records, actual operating hours and treatment losses are needed to replace a claimed zero with a sound estimate.
Water quality is part of the cost model. Bali's provincial UPTD laboratory published 2025 item prices including Rp236,000 for well sampling, Rp15,000 for turbidity and Rp58,000 for iron. These are not a complete drinking-water assessment or a current 2026 package quotation. Sampling and analysis must fit the intended sanitary or drinking use, including microbiological testing where appropriate. The outcome determines treatment costs; a neighbouring well's results are not a substitute.
A fair comparison can use 60 months as a chosen horizon, allocating verified setup costs across that period and adding measured power, upkeep, testing, treatment and any applicable PAT. Divide by usable cubic metres, not the pump's theoretical output. PDAM's connection RAB stays separate from the metered bill; tankers add storage and deliveries. Sixty months is a modelling choice, not promised pump life. Missing quotes, measured yield or loss estimates must remain unknown, never zero.
Mains, wells and tankers: five different cost cases
Each case assumes the same plot and useful delivered volume. A missing price means that a plot-specific quote or document is needed—not that the cost is zero.
| Scenario | Upfront | Ongoing / gate |
|---|---|---|
| PDAM: connected | No new connection; inspect meter and storage | Metered class tariff + Rp13,000/month; extras |
| PDAM: new connection | Site-specific RAB for service pipe and meter | Once live, class tariff + Rp13,000/month |
| Existing borewell | Papers, inspection, sample, possible repairs | Pump, power, treatment; legal status and PAT |
| New borewell | Drilling, casing, pump, testing: detailed bid needed | Power, upkeep, treatment; permit/PAT by use |
| Tanker delivery | Storage and delivery access: quote required | Price per delivered m³, route, trips and extras |
When can tanker delivery serve as primary supply or backup?
Tanker delivery is viable when a supplier confirms the route, volume, price and schedule for the actual property. It may be the primary source where mains cannot serve the plot, or emergency backup during interruptions. Regular supply demands repeatable trips in busy periods; standby supply relies more on storage and a dependable call-out service.
Compare the cost of water actually discharged into storage. A nominal 5,000-litre tanker carries 5 m³, so a property needing 20 m³ monthly would require four fully unloaded trips with no other supply or losses. If only 4 m³ fit in the tank, the same trip costs more per usable unit. Minimum-order requirements, hose reach and route surcharges can change the bill again. A quoted “price per truck” without confirmed volume is not comparable to PDAM's IDR/m³ bands.
Suppliers advertise different vehicle capacities and delivery areas, but a website is not a confirmed price or schedule for a particular villa. A steep or narrow approach may demand a smaller vehicle or longer hose. Where tankers are the main supply, delivery receipts across different periods reveal real volumes and frequency more reliably than claims of occasional topping-up.
Days of autonomy = usable tank volume in m³ / daily demand in m³. If 4 m³ of a 5 m³ tank is available above the pump minimum and the villa uses 0.8 m³ daily, theoretical cover is five days. Pool filling, extra laundry or leaks can shorten it. Size storage against actual occupancy and planned delivery intervals, not solely the manufacturer's tank capacity.
Water suitable for pools or construction is not necessarily safe to drink. Source documentation, clean transport tanks, storage handling and suitable tests matter to the intended use. Without a dated quote for an actual unload at this address, the tanker price remains unconfirmed. No general delivery-area promise establishes emergency availability when the route is difficult.

What can be priced now—and what still needs a site-specific answer?
For an existing PDAM account, the class, meter readings, 2026 rates and Rp13,000 fixed charge allow an illustrative bill to be checked against actual invoices. They do not establish pressure, water quality or backup capacity. A new plot still needs confirmation of access and a connection RAB.
For a functioning borewell, no mains bill does not mean cheap water. Its legal use, measured yield, power, servicing, sampling and any PAT matter to the real unit cost. Historic paperwork must match the actual well and current activity. Until then, neither lawful operation nor an IDR/m³ figure can be assumed.
For a plot without confirmed mains or a usable well, tanker economics depend on an actual delivered load, route and repeatable schedule. The public 2026 mains tariff and principal groundwater rules are known. Unpriced items remain the site-specific connection works, drilled and equipped well, suitable lab package, tanker delivery and any assessed PAT. A rational choice compares the same property, purpose, volume and usable quality over the same period, rather than proclaiming an island-wide winner.
Bali expert view

The most consequential water decision can be made before anyone quotes a price per cubic metre. A low mains tariff is irrelevant if the specific plot cannot obtain a connection. An operating well may be an asset, yet an absent utility invoice says nothing about pumping costs or extraction rights. Using a holiday rental as though it were an ordinary household can also send the legal assessment down the wrong route. Published PDAM rates are excellent for testing an established customer class, not for guessing that class from a property photograph. A drilling estimate without yield and treatment assumptions is not an installed water cost. A tanker price with no verified load and route is equally incomplete. For a Badung villa, the useful comparison begins with the actual connection, use and operating evidence, before anyone declares a winner.
