Rental regulatory context in Bali
The same home can be described as an investment, a guest villa, long-stay accommodation or an operator-managed asset. In advertising, the difference can look linguistic. In the records, these are different questions: which activity is proposed, who conducts it, which address it concerns and which current framework is needed for that case.
What do the available official sources say?
Current Government Regulation No. 28 of 2025 describes risk-based business licensing: Perizinan Berusaha is the legality for starting and conducting a business activity. The official OSS KBLI 2025 catalogue separately describes group 55 for accommodation aimed at short-stay visitors and travellers, and separates it from provision of residences such as flats or apartments, which it places under group 68. The catalogue also has a distinct group for third-party accommodation-management services. This is a useful map of distinctions, not a ready answer for one asset.
The short answer
Open sources show that the activity type, management model and accommodation classification should not be merged into one word — ‘rental’. They do not prove that a particular address, agreement or operator fits the needed regime. A buyer benefits from naming the intended use without marketing shorthand, then checking it alongside asset-specific and current registration information.
Methodology and data
- Period
- Regulation No. 28/2025 has applied since 5 June 2025; OSS KBLI 2025 was checked on 16 October 2026. Status for a particular activity and records must be current.
- Geography
- Bali as the asset location; the general OSS catalogue does not replace address and territorial review.
- Method
- Separate use model, operator, classification and address file.
How to use this before purchase
If a rental model is promised, ask for a description without the word ‘rental’: stay duration, guest services, the party that manages daily operations and what the owner receives. Then ask for the address, documentary basis and current registration information that the seller or operator relies on. This does not create a permission, but it quickly shows where the presentation already rests on records and where it still uses only familiar market language.
The boundary of this briefing
This material does not determine the KBLI, required permissions, licensing status, permitted use, contractual result, immigration or tax status for a particular case. Regulation No. 28/2025 and the OSS catalogue describe a general system and classifications that can change with the actual model. Address, parties, records and current applicability require a separate check.
