Cambodia Reaffirms Its Plan for 11 Logistics Hubs by 2033

Prime Minister Hun Manet restated the plan while inaugurating an upgraded section of National Road 7 in Kampong Cham province. The framework itself is not new: the Ministry of Public Works and Transport published the Comprehensive Master Plan on Cambodia Intermodal Transport and Logistics System 2023–2033 in 2023.

The 11 planned hubs are the Phnom Penh Logistics Centre, Preah Sihanouk Logistics Centre, Bavet Logistics Park, Poipet Logistics Park, and logistics centres in Siem Reap, Kampot, Kampong Cham, Battambang, Pursat, Banteay Meanchey and Kampong Thom. Together, the locations cover the capital, the main seaport area, important border gateways and several provincial centres.

The July statement also placed the hubs inside a much broader transport agenda covering railways, expressways, waterways, ports and airports. The government said public-private partnerships would be important to moving major infrastructure projects forward.

Reaffirming the master plan is not the same as starting 11 construction projects

The distinction matters for anyone making a location or investment decision. The July 7 announcement repeated the existing national plan and named the intended hubs, but it did not provide one construction timetable for all 11 sites or confirm that the entire network had secured financing.

A National Logistics Council meeting on July 8 again focused on modernising Cambodia’s logistics system and improving its role in trade and competitiveness. That reinforces the policy direction, while leaving project-level execution to be assessed hub by hub.

A company considering a warehouse, factory or regional office near one of these locations should therefore separate the national planning signal from the current state of local infrastructure. Inclusion in the master plan can be relevant, but it is not evidence that a logistics facility is already operating or close to completion.

The network is useful because it shows where Cambodia wants to strengthen connections between domestic production, ports and border trade. Phnom Penh and Preah Sihanouk are central to internal and maritime flows, while Bavet and Poipet sit on important cross-border routes.

The practical benefits will depend on individual projects actually moving into delivery. Lower transport costs, faster cargo handling or additional warehousing capacity should not be assumed from the master plan alone. For site selection, the more useful question is what is operational, contracted or under construction in the specific location being considered.
