Elper Development на Бали
Who appears in the public record
A buyer approaching Elper Development may be offered a villa to purchase, a custom build or an interest in a company that owns several villas. Those arrangements should not be compared as if they conveyed the same rights. The Berawa listings, OKAH and OKIH, are marketed with long-term lease arrangements. Rice Harmony, in Ubud, is presented as an investment in shares of a dedicated project company. The first conversation should therefore be about legal rights and control, before projected rental income enters the picture.
The business markets a combined design, construction and property-management service. It also takes commissions to build on land held by clients, and shows commercial interiors in its portfolio. That range matters when judging experience: a restaurant fit-out, a villa listing and a delivered, operating rental property are different kinds of evidence.
What the sources support
A private Indonesian company-data website lists an entity named PT Elper Development Bali at Jalan Pantai Berawa No. 150 in Badung. The address also appears on the Elper Development LinkedIn profile. This is a useful lead for obtaining official corporate records, but neither source establishes that the entity owns the plots, is authorised to sell OKAH or OKIH, or issues the Rice Harmony shares. An official company extract and transaction-specific corporate documents were not available for verification.
Elper publishes more detail than a generic brochure about its proposed project-company structure, construction milestones and management reporting. Those explanations are still the company’s own statements. No title records, permits for the named buildings, audited rental figures or independently verified completion certificates were established from the pages reviewed. The brand may provide a single customer contact while separate legal entities carry the land, construction, guarantees and rental obligations.

Rice Harmony Residences
Projects and buyer context
On the listings checked on 18 October 2026, OKAH was advertised at IDR 26.43 billion and OKIH at IDR 19.58 billion. These are asking prices for entire villas, subject to the actual offer and contract. Elper describes construction-stage payments and an optional managed-rental operation after handover. A small but relevant discrepancy needs resolving in the OKAH materials: the turnkey description includes furniture, while the price FAQ says furnishing is itemised separately. Buyers should have a signed specification and an all-in cost schedule rather than rely on either sentence.
Rice Harmony is not a lower-priced way to take title to one of those villas. The firm advertises subscriptions from IDR 1 billion into an entity which, according to Elper, holds the estate’s land rights, buildings and rental business. Elper retains the controlling stake and operates the development. Investors are promised contractual participation in net results, not a fixed rent cheque. Income can only begin after construction and letting, while an early exit depends on selling privately held shares under the shareholder agreement. Elper expressly says a buyer may not be available when one is wanted.
The home page promotes a 15% average annual return target. That is a developer projection, not independently evidenced performance for any of the named projects. The same distinction applies to the 25-year structural warranty. It is not unconditional: Elper’s own footnote says the client must purchase the associated construction insurance, otherwise the structural warranty does not apply.
OKAH and OKIH are listed in Berawa, within the Canggu area. Their letting potential will be shaped by the exact access road, neighbouring uses, infrastructure and the approvals for the individual site. A favourable neighbourhood description cannot establish either rental licensing or occupancy for a particular villa.
Rice Harmony is positioned around Ubud’s longer-stay visitor market. Yet shareholders are exposed to the whole operating business, rather than just a particular unit’s calendar. The landholding company, its financial statements, management arrangements and decision-making rules consequently matter more than selecting a preferred villa rendering. Rental-demand claims in either location remain marketing assumptions until tested against a grounded local forecast.
Observable track record
The two Berawa villas are presented as neighbouring properties. Elper lists approximately 332 m² and six bedrooms for OKAH, and 250 m² and five bedrooms for OKIH. Its Ubud development, Rice Harmony, is described as an estate of five villas with separate unit pages. Those five pages describe one project, not five independently verified completions. None of these sales pages is a substitute for a handover record or an occupancy certificate.
Elper also displays Maison Almaz, a restaurant project in Berawa, and references to offices and studios. The Maison Almaz page explicitly describes its images as design-stage material. Elsewhere the catalogue marks an apartment-and-penthouse offering as sold out, but a sold-out label does not establish when, or whether, buildings were delivered. We could not establish a documented, independently confirmed residential completion history from the public sources reviewed.
There is some visibility into construction rather than only architectural renderings: the company has published Rice Harmony site photographs captioned June 2026. They do not verify the estate’s current completion percentage, permit status or delivery date in October 2026.
