PT Bumi Cempaka Asri: BCA Land and Griya Multi Jadi in Tabanan
Who appears in the public record
PT Bumi Cempaka Asri is a Tabanan housebuilder rather than a Bali holiday-villa developer. Its publicly documented work centres on small, landed homes intended for the local residential market. Indonesia's SiKumbang housing directory names the company on developments marketed as BCA Land and Griya Multi Jadi; local reporting also calls the business BCA Estate.
These names refer to housing schemes, not necessarily separate developers. The government listings establish a public link to the same Indonesian company, but they do not identify the seller, landowner or receiving bank account for any particular purchase contract. That distinction matters more than the branding when a buyer starts discussing a specific house.
What the sources support
The company is identifiable in government housing records, and the trail includes individual developments rather than a single unsourced promotional claim. This supports its role as a residential developer in Tabanan. It does not establish the quality of completed homes, solvency of the business, or legal safety of any transaction.
In particular, a SiKumbang 'sold' figure is not a completion certificate or proof that buyers have received registrable title. The public pages reviewed do not supply parcel-by-parcel ownership documents, building approvals, occupancy documentation or sale contracts. Membership information shown alongside a listing, including REI, should not be read as an independent guarantee. The outcome of a purchase still rests on the records for the exact phase and house.

Projects and buyer context
The catalogue places this business well below the price points usually associated with Bali investment villas. One subsidised Griya Multi Jadi XI Block D house is recorded at IDR 168 million, with 25 sq m of internal floor space on a 60 sq m plot. Two commercial examples tell a different story: Griya Multi Jadi XV lists a 32/60 sq m house and lot at IDR 250 million, while Griya Multi Jadi Exclusive shows 36/72 sq m at IDR 300 million. Those are published catalogue figures, not verified live quotations or a promise that a particular home is still available.
The distinction is legal as well as financial. Indonesia's FLPP subsidised mortgage programme is for eligible Indonesian citizens. Foreign buyers face a separate residential ownership framework. Under ministerial decision No. 1241/SK-HK.02/IX/2022, shown as in force by the land ministry, the minimum purchase price for a landed home in Bali under the foreign residential ownership route is IDR 5 billion. The catalogue prices here sit far below that threshold. A low-cost listing should therefore never be mistaken for evidence of a straightforward foreign-title purchase; any proposed lease arrangement would need its own contractual and land-title review.
The checked sites are all in Tabanan Regency, but not on a single parcel. The SiKumbang entry for BCA Land Kerambitan locates it in Sembung Gede, Kerambitan. BCA Land Sang-Sang and the listed Multi Jadi phases are recorded in Banjar Anyar, Kediri. Their marketing-office addresses may match even where the actual houses do not.
A buyer considering one of these homes would learn more from inspecting the approach roads, drainage, water supply and the surrounding residential neighbourhood than from comparing holiday-let projections. The available official records describe conventional housing estates, and they provide no basis for estimating tourist occupancy or rental yield.
Observable track record
The clearest evidence of the developer's footprint is a series of separate entries in the official SiKumbang register. Six checked records name PT Bumi Cempaka Asri: BCA Land Kerambitan Tabanan, BCA Land Sang-Sang, BCA Multi Jadi IX Phase 3, Griya Multi Jadi XI Block D, Griya Multi Jadi Exclusive and Griya Multi Jadi XV. The two Griya Multi Jadi developments carrying the Exclusive and XV names have different site identifiers; neither should be treated as a unit within the other without the underlying plot documents.
There is some independent evidence on the ground. Bali Wake News reported that a government housing official inspected a model home at BCA Land Kerambitan in April 2021. That is more specific than an undated portfolio claim, although it still says nothing definitive about completion of every home or transfer of title.
The company's product mix may be changing. In a 23 January 2026 Radar Bali interview, I Gede Suardita said BCA Land would move away from launching subsidised houses, focus on commercial properties and work through remaining subsidised inventory. Treat this as the developer's stated direction, not proof that every new project or outstanding sale now falls into the commercial category.
