Track record
The team has a verifiable completed high-rise behind it. Knight Frank recorded GIA Tower among the Phnom Penh office buildings completed in the second half of 2021, and current property sources continue to show the building in operation. GIA Norea, the next major scheme, was officially launched on 21 March 2026, with the Phnom Penh Post describing it as being developed by the team behind GIA Tower. That creates a stronger public track record than a first-time off-plan developer, but delivery of GIA Tower does not by itself guarantee the timetable or contractual terms of the new project.
Segments and prices
GIA's verified focus is on urban high-rise development combining offices, residences, retail and other commercial uses. GIA Norea is presented as a two-tower mixed-use scheme, with the official project site describing a roughly 201-metre landmark and a 50-storey main tower. At the access date, IPS Cambodia was marketing the first GIA Tonle component, including office and commercial space, from about US$1,820 per square metre. That is a marketplace indication for a specific component rather than a single price for the whole project; residential, office and retail products should be compared using their own current price schedules and contract terms.
Geography
GIA's verified development footprint is concentrated in Phnom Penh. GIA Tower stands on Koh Pich in the Tonle Bassac area, while GIA Norea is being developed on Koh Norea in Chbar Ampov, linked to the central city by the Koh Norea bridge network. The sources reviewed do not establish a comparable GIA Group development portfolio outside Phnom Penh.
Reliability and public record
For a buyer, the most meaningful positive signal is not the brand language but the completion of GIA Tower in 2021 and its continued operation. Corporate transparency is more limited: the projects and GIA branding are easy to verify, while ownership structure, financial disclosure and the precise legal entity behind the new scheme are less visible in public sources. There is also a useful example of why marketing claims should be cross-checked. GIA Norea's website describes the project as LEED Gold certified, while the Green Building Information Gateway currently shows the project as registered in the LEED system, and coverage of the March 2026 launch described it as pursuing certification. Technical and sustainability claims should therefore be checked against the relevant registry at the time of purchase.
What to verify
For GIA Norea, start by obtaining the full legal name and registration details of the developer and contractual seller, together with evidence that the entity is authorised to sell the relevant phase. The land rights, construction approval, approved plans, construction schedule and contractual handover date should then be checked directly; public materials contain indicative timelines, but the official project website does not present a buyer-facing completion commitment with the same clarity as a sale contract should. For an off-plan purchase, the agreement should also explain the payment route, refund rights, delay consequences and whether instalments are linked to construction milestones. A foreign buyer of a residential unit should separately confirm the co-owned-building status, floor level, remaining foreign quota and registrability of title in the buyer's own name. Cambodian law permits qualifying foreigners to own private units in co-owned buildings above the ground floor, subject to the applicable foreign ownership cap. For office or commercial space, the exact title structure should be verified for that unit rather than assumed from the rules applying to a residential condominium.
