The company is not responsible for every Oxley Worldbridge development: The Bridge belongs to Oxley Diamond, while Oxley Gem’s own story is almost entirely the story of The Peak.

The Peak brings several property markets into one address
The Tonle Bassac development combines two 55-storey residential towers with more than 1,000 apartments, offices, a five-level retail podium and a hotel tower. The residential and office components were completed in 2021, while Shangri-La Phnom Penh opened in December 2024.
The hotel was central to the original concept and did not remain an old brochure promise. Its operation brings brand recognition, restaurants, services and a regular flow of guests. For apartment owners, that activity may be an advantage or a compromise: the development remains lively, but less private.
A mixed-use property of this size requires careful coordination. Residents, office workers, retail customers and hotel guests use different entrances, parking areas, lifts and shared spaces. The quality of the project depends not only on apartment finishes but on how effectively those flows are separated and managed.
Completion required a major contractor change
The original programme was disrupted by problems at the first main contractor. The agreement was terminated in 2019 and construction passed to China Railway Urban Construction Group. Handover then proceeded in stages.
That episode demonstrates Oxley Gem’s development capability more clearly than a perfect launch story would. The company faced a serious delivery problem and ultimately brought the property, including the hotel, into operation. The delays also show that large partners and strong branding do not eliminate construction complexity.
The Peak can now be assessed through daily use. Apartments and offices trade in the market, Shangri-La is open and the common areas can be inspected. Buyers should distinguish between the components because housing, office space and hospitality have different demand, costs and management rules.
Oxley Gem has no broad Cambodian series through which repeatability can be tested. It does, however, have one completed property more complex than many developers’ entire multi-building portfolios. Its reputation rests on a concrete fact: The Peak survived delay and contractor replacement and eventually became a functioning mixed-use address.
