Picasso City Garden Development Plc.

Picasso City Garden Development Plc. followed an unusual path for a small developer: it completed one highly distinctive tower and became a listed company before its second development moved far into construction. PCG was established in 2016 and joined the Cambodia Securities Exchange Growth Board on 10 December 2025 under the symbol PCG.

A listing does not automatically make the business a large developer. It makes the company easier to observe. Regular reporting provides a clearer view of the transition from completed Picasso City Garden into the early development cycle of Picasso Sky Gemme.

The first project created a very narrow identity

Picasso City Garden is a 30-storey, roughly 110-metre tower containing 144 residences from 55 to 310 square metres. Construction was effectively complete in 2021, while the official company history also uses 2022 as the point of full completion.

The developer deliberately avoided a neutral interior language. Picasso references extend through the architecture, interiors and shared spaces. That gives the building a recognisable identity while dividing the audience: some buyers value a strong artistic environment, while others prefer a quieter, more adaptable setting.

At the 2022 Cambodia Real Estate Awards, the project won serviced apartment, premium condominium and condominium design categories. The awards show that the concept attracted industry attention. For owners, the more useful evidence is the operating property: the art-led interiors, management and large layouts can now be judged after years of use.

Sky Gemme must prove that the result can be repeated

The second development is substantially larger. Picasso Sky Gemme is planned as a 52-storey, roughly 180-metre tower with 276 residences. Unit sizes range from approximately 61 to 700 square metres, including large apartments and penthouses. Completion is targeted for 2029, and the groundbreaking ceremony took place on 17 March 2026.

Sky Gemme intensifies the art concept through customised furniture, gallery-like spaces and a complex amenity programme. That supports premium positioning but also raises the importance of detail. Materials, lighting and the execution of non-standard elements will affect the result more than they would in a conventional condominium.

The company’s first-quarter 2026 reporting showed the project still in presales, with no revenue yet recognised from apartment handovers. For a listed developer, that visibility is useful: buyers can see that the second project remains at the beginning of its economic cycle.

PCG has demonstrated that it can complete and operate one distinctive building. The company’s entire delivery record, however, still rests on that result. Sky Gemme must establish whether the art-led identity is a repeatable development system or a single successful statement. That makes the second project more important than the first project’s award count.
