Picasso Sky Gemme is a residential high-rise in Sangkat BKK1, on the corner of Street 278 and Street 57 — the middle of Phnom Penh, where the embassies, the international schools, the offices and the restaurants sit inside the district rather than half an hour away from it. The developer reported construction starting in March 2026 and states completion in 2029; other public sources state 2028 and 2030.
The tower runs to 52 floors and roughly 180 metres and holds 276 residences. Detailed published layouts cover one bedroom at 61–76 sqm, two bedrooms at 93–116 sqm and three bedrooms at 170–203 sqm; the official site also states four bedrooms and penthouses, but no separate four-bedroom plan was found in the public materials. The full stated size range is 61 to 700 sqm. The stated ceiling height is 3.3–3.6 m. Check the exact contractual area of your unit against its floor plan and the SPA annexes.

Eight floors go to amenities, about a quarter of the tower: the developer describes the split as 60% residence, 25% amenities, 15% commercial and car park. Wellness and sport — a skyline infinity pool, a gym and wellness centre, a yoga room, steam and sauna, a jacuzzi, a spa, a running track. Work and socialising — a co-working lounge, a library, a private dining room, a sky bar, a multi-purpose hall. BKK1 brings an international pool of tenants and buyers and steady demand for good-quality housing. The trade-offs of a central address come with it: dense building, traffic, and budgets above the outer districts. This is a decision about the address, not a search for the lowest price per square metre.
The project is at an early construction stage, so the images are visuals from the project's materials rather than photographs of a finished building, and the handover date is fixed by contract. Floor 25 marks a genuine product break at Picasso Sky Gemme, with published ceiling heights rising from 3.3 to 3.6 metres above it. The tower also lists only 120 parking spaces for 276 residences plus commercial uses, so parking allocation is a meaningful unit-level question. The useful test covers aisle width, turning space and the route from the bay to the relevant building.

Before booking, obtain both figures in one dated document and confirm which area appears in the SPA and which area is used for the service charge.

At the published market-source rates of $2.00 per net sqm per month for management and $0.20 per net sqm for the reserve fund, the combined working figure is $2.20 per net sqm per month. That is about $107.80–134.20 monthly for a 49–61 sqm one-bedroom, $158.40–202.40 for a 72–92 sqm two-bedroom, and $288.20–347.60 for a 131–158 sqm three-bedroom.
The corresponding annual ranges are approximately $1,294–1,610, $1,901–2,429 and $3,458–4,171, before utilities, insurance, repairs or special assessments. These figures rely on rates published by market sources rather than a signed management tariff, so request the included-service schedule, commencement date and adjustment mechanism in writing.
Parking and lifts: what the headline numbers imply
Comparing 120 parking spaces with 276 residences gives a simple ratio of about 0.43 space per apartment. It is not an allocation promise: spaces may also serve retail, guests, staff or selected unit categories. Ask whether a space is included, sold or rented separately, and how visitor parking is managed.
Seven lifts equal roughly 39 residences per lift as a headline ratio, but actual waiting time depends on which lifts are residential, service or fire lifts and which floors they serve. Obtain the final lift zoning, move-in booking rules, maintenance fallback and emergency-power arrangements.
Evidence to request before each major construction payment
The developer’s dated announcement records the groundbreaking on 17 March 2026. That establishes a public project milestone, but it does not replace permits, a construction programme or evidence that the particular stage linked to a buyer payment has been completed.
Before a major instalment, request a dated progress report with site photographs, confirmation of current permits, an updated construction programme and a written definition of the event that triggers payment. Where the SPA uses calendar dates rather than measurable milestones, calculate how much will have been paid before visible structural progress and review the buyer’s remedies for delay.
How to verify the view and orientation of a specific unit
A corner site and a tall tower do not by themselves guarantee an open view. Ask for the floor plate with north marked, the unit and floor number, the direction of principal windows and balconies, distances to plot boundaries and the existing buildings on each side.
Request a sightline from the selected apartment and check neighbouring plots because today’s low-rise building may be temporary. The SPA or its schedules should state whether the view is a contractual characteristic; an unnumbered marketing render does not prove that the same outlook will remain after completion.
