Official material associates the project with Picasso City Garden Development Plc., while ERA, Rumavi, IPS and other platforms identify Global Titan Stone Real Estate Development. The names may represent the project brand, a wider group and separate legal entities within the development structure. A buyer should not infer the relationship. The resale document pack for a completed unit

A completed-apartment purchase requires more than the current title and SPA. Obtain the seller's acquisition chain, handover document, registered title or evidence of its registration stage, the current unit plan, snagging or acceptance record, furniture and equipment inventory, parking right, building rules and any management agreement attached to the apartment.

Before funds are released, the lawyer should reconcile the seller's identity, unit number, floor, registered and contractual areas, encumbrances and receiving bank details. The transfer pack should also deal expressly with tenant deposits, live leases, keys, access cards and any remaining warranty claims.

The tower is complete and operating. The official page lists 2021 as the completion date while also describing completion in 2022; Rumavi gives Q4 2021, and IPS shows 2021 in its data table but 2022 in the narrative. Corporate coverage separates construction completion from occupancy. By 2026 this is no longer conventional off-plan delivery risk, yet the dates still matter for tower handover history, warranties, title registration and the age of building systems.

Published height figures are not identical. The developer page and IPS state 110 metres, while ERA uses approximately 104.1 metres. The registry keeps the official 110-metre figure and records the discrepancy. The building is widely described as 30 storeys, although ERA also refers to 27 delivered floors when public areas are counted differently. A current approved floor schedule is needed when floor numbering affects price, outlook or legal unit identification.

The product combines a limited unit count with a wide area range. The official site publishes 15 layouts, from individual two-bedroom configurations around 60–70 sqm to large apartments and penthouse formats of roughly 260–310 sqm. Other sources establish a lower project boundary of 55 sqm. Bedroom labels do not always align perfectly across pages: similarly sized official types can have different bathroom counts and internal arrangements.

The lowest current public market anchor is approximately $302,000–303,000. Rumavi shows a 55 sqm one-bedroom home at $302,359, while IPS starts from $303,000. Realestate.com.kh carries individual two-bedroom offers around $310,000, and APS publishes a more expensive three-bedroom listing. These figures are not one project price list. They may represent remaining inventory, resale stock, different floors, furnishing conditions and contractual area definitions.

Every comparison should therefore be normalised. The buyer needs the type code, floor, orientation, net and gross area, balcony allocation, furniture inventory, parking right and seller status. A high price per square metre may reflect BKK1, low density, fit-out, serviced management and the branded concept, but it does not by itself prove liquidity for a selected unit. Several live alternatives inside the building and in neighbouring completed projects should be compared on the same basis.

Current photographs confirm operating shared facilities: lobby, gym, main and children's pools, rooftop terraces, landscaped garden areas and rooms used for events or private dining. Project pages additionally list a wine lounge, Casa Picasso restaurant, art auction centre, hanging garden, banquet hall, business facilities and managed services. An amenity name does not guarantee unrestricted owner access or inclusion in the standard fee, so operating rules and charges should be obtained from management.

Check the building budget and special-assessment risk

Pools, rooftop spaces, restaurant functions and event rooms create recurring costs as well as amenities. Request the approved operating budget, actual expenditure for the latest closed period, owner arrears, the reserve balance and the list of authorised capital works.

Lifts, façade work, waterproofing, pools, backup power and common-area air-conditioning deserve particular attention. Where major work is not covered by the budget or reserve, establish whether management can issue a special assessment and which party pays if the charge arises between signing and registration.

The official page reports 93% occupancy and a 90% renewal rate for 2024. Those are developer-reported historical figures rather than independently verified current statistics. They support the building's positioning as a serviced-residence product, but a buyer still needs fresh information: actual occupied stock, lease structure, operator, revenue and expense allocation and any restrictions on self-managed rental.

How to verify the selected apartment's rental performance

For an investment calculation, ask for an anonymised copy of the selected unit's current lease, evidence of recent receipts, vacancy history, tenant deposit, operator commission and every deduction made before the owner is paid. If the unit is vacant, use comparable signed leases within the building rather than asking rents from advertisements.

Net cash flow should be calculated after service charge, management, tenant placement and exit costs, housekeeping, linen replacement, repairs, owner-paid utilities, taxes and vacancy. A missing document or non-transferable lease is a risk to be priced, not something that should be replaced by a future occupancy promise.

A managed service model may suit an owner who does not want to operate the apartment personally. It also creates reliance on the operator, tariffs and building rules. The management agreement, recurring fee, sinking fund, water and electricity tariffs, housekeeping, linen service, tenant-placement commission, short-term rental policy, guest access, deposits and termination rights should be reviewed. The serviced label is not a substitute for a net cash-flow calculation.

An expired leaseback is not a current rental guarantee

Picasso City Garden Development Plc.'s 2025 disclosure states that the company recorded no lease income for the year, whereas lease income had been reported in 2024, because earlier leaseback agreements had expired and were not renewed. This is company-level reporting and does not establish the position of every apartment, but it shows why a historic operating model cannot be carried into a new purchase without evidence.

Before booking, establish whether the selected unit has a current lease or management agreement, who the contracting parties are, when it ends, whether it transfers to the buyer and which deductions apply before the owner is paid. Building-wide occupancy should be tested separately from the contractual income of the apartment being acquired.

BKK1 supports a convenient daily routine for many tenants because restaurants, cafés, offices, international organisations, clinics and retail are concentrated around the district. Street 322 is nevertheless a specific micro-location, and the residential experience depends on orientation, neighbouring buildings, noise, sun exposure and driveway access. Any city or river view marketed for a unit should be confirmed with a current photograph from that apartment rather than a general aerial image.

Completion allows proper technical due diligence. Inspection should cover the façade and windows, signs of moisture, water pressure, air-conditioning, acoustic performance, lift waiting times, backup power, mobile reception, internet, pool and gym condition, fire systems and parking utilisation. The official page states 77 parking spaces, while ERA refers to approximately 110. The selected unit's actual parking right and the current allocation system require separate confirmation.

Building safety and insurance evidence

A visual look at fire cabinets and detectors is not enough. For an operating high-rise, request current service records for the fire alarm, pumps, sprinklers, emergency lighting, generator and lifts, together with the latest test log and the identities of the maintenance contractors.

Review the building insurance policy separately: identify the insured party, covered common elements and risks, expiry date and whether apartment fit-out and owner liability are included. Any gap affecting the private unit should be addressed through the buyer's own cover before key handover.

Title structure is central for a foreign buyer. Official material uses Freehold and Hard Title language, IPS states freehold ownership, and Rumavi discusses strata title for upper-floor condominium units. Those terms should not be treated as automatically interchangeable. The selected apartment's document must be reviewed for registered area, position above the ground floor, foreign quota, encumbrances, arrears and consistency with the SPA and physical layout.

The Picasso theme is visible in the lobby, common areas and project material. For a buyer, it is primarily a positioning and design feature rather than a separate legal or financial guarantee. The practical questions are who holds the relevant branding and image rights for the building, which elements form part of the common property, and who pays for maintenance, insurance, renewal and replacement.

A limited apartment count reduces internal competition relative to mass-market schemes, but the high entry price narrows the potential buyer pool. Rental and resale analysis should not rely on promotional yield claims or historical occupancy alone. Current listings, verified leases, marketing periods and actual operating costs are more useful. Standard one- and two-bedroom homes deserve particular comparison: a distinctive building does not automatically make every layout scarce.

Picasso City Garden is most relevant to a buyer consciously choosing an expensive completed BKK1 product with a limited number of apartments, a managed environment and substantial shared facilities. It is less compelling for an investor focused only on maximum yield at a low entry budget, or for someone who places little value on restaurant, art and service functions. The practical next step is to obtain live availability, shortlist three to five identified units, inspect them and compare total ownership cost rather than the headline starting price.
