Shukaku Inc. / Phnom Penh City Center

Shukaku Inc. develops urban land more than individual buildings. Operating since 2001, the company is the master developer of Phnom Penh City Center, a 111.6-hectare site in Daun Penh planned for offices, homes, retail, leisure, roads, parkland and infrastructure.

In this model, Shukaku creates the framework within which other developers build. The quality of an individual condominium in PPCC cannot automatically be credited to the master developer, while the district’s overall convenience still depends on Shukaku’s decisions on roads, drainage, zoning and public space.

The city centre is being assembled through different projects

Shukaku’s own material highlights a Central Park of roughly 22,000 square metres, a sports complex, Residence 90 and the commercial project The Edge. More visible operating properties were delivered by separate companies: One Park by GRED and Flatiron by Meridian International Holding.

The structure resembles an ordinary urban district more than a gated development controlled by one builder. A buyer receives a PPCC address, while construction quality, management and seller obligations belong to the individual project.

The advantage of a master plan is the potential for a connected environment of wide roads, greenery, offices, homes and services. The risk is time. Individual parcels may remain vacant and the district develops unevenly.

Boeung Kak is not an external controversy; it is the land history

Modern PPCC stands on the former Boeung Kak Lake. In 2007, the government granted Shukaku a 99-year lease over 133 hectares including the lake and surrounding communities. Filling the lake, displacing residents and contesting land rights became one of Cambodia’s most widely reported urban conflicts.

In 2011, the World Bank Inspection Panel found that residents had been denied due process for land claims and suffered serious harm during displacement connected with the land-administration programme. Media and rights organisations continued to document the consequences.

That history does not automatically determine the legal position of every modern PPCC apartment. It does mean the site’s origin is part of the project story rather than an unrelated political issue.

Shukaku has a dual profile. The company has created infrastructure for a new central cluster where residential, office and hospitality properties now operate. At the same time, the transformation of the land remains a contested and painful part of Phnom Penh’s urban memory. Buyers in PPCC benefit from understanding both levels: the company responsible for the exact building and the process through which the district beneath it was created.
