Why this project is worth a look

A central house

Residence 90 offers an uncommon central-Phnom Penh combination: a multi-level house, private outdoor space and a controlled residential compound. It cannot guarantee quiet roads or effortless traffic at every hour, but it changes the living format. A household gains several floors, parking and service space while remaining in Srah Chak and PPCC. The comparison with a condominium should include not only acquisition cost but also the time and budget required to operate a much larger home.

Completed and visible

Residents moved in during 2018, so a buyer can inspect an established place rather than rely on renderings alone. Internal streets, façades, gate procedures, landscaping and actual privacy are observable. Completion also brings a different risk profile: finishes may be dated, systems need diagnosis, and previous owners may have altered the original configuration. A technical inspection is more useful here than a polished project narrative.

Family-scale layouts

The official Twin and Quad plans are organised for long-term occupation: four or five principal bedrooms, a separate maid’s room, several living areas, show and working kitchens, terraces and two-car parking. Three levels help separate entertaining, everyday family activity and private rooms. The same vertical arrangement can be a drawback for anyone seeking step-free movement, compact maintenance or a simple lock-and-leave home.

A traceable baseline

Official plans, a completion announcement and an engineering record remain available, giving the buyer a baseline against which to compare the actual villa. That helps identify extensions and reconfigurations, but it is not a substitute for legal work. The specific land and house documents, the seller’s authority, outstanding estate charges and the written list of included fixtures still need to be checked before money changes hands.

About the project

Residence 90 is a completed gated villa neighbourhood at the northern end of Phnom Penh City Center. The project’s own website uses the styling Residence90, while Residence 90 and Residence 90 Villas are common market variants. Its location in Srah Chak, Daun Penh, and its place within PPCC are supported by the project and PPCC materials. Shukaku Inc. is identified by PPCC as the master developer of Phnom Penh City Center, so the appropriate developer attribution is PPCC / Shukaku rather than the name of an agency or an individual resale vendor.

This is neither a condominium nor a one-off urban house on an unrelated parcel. Residence 90 was planned as one controlled residential enclave with internal roads, landscaping, shared amenities and a managed entrance. Engineering consultant Inros Lackner describes a villa development on 2.7 hectares and records responsibility for architectural, civil, structural and building-services design, together with roads, drainage, power, water and wastewater infrastructure. A buyer therefore needs to assess two layers: the physical condition and legal position of the selected house, and the quality of the common environment that supports daily use and future resale appeal.

The published plans show three levels: ground, first and second. The official material provides the clearest specifications for Twin Villa and Quad Villa, while a Corner Villa is also pictured without the same level of standard-plan detail. The Twin Villa is stated at 330.07 sqm of building area on land measuring 12.5 by 15.5 metres. Its plan contains four principal bedrooms, a separate maid’s room, six bathrooms, a family room, a study, a balcony and two loggias. The Quad Villa is stated at 336 sqm, with land dimensions of 12.5 by 12.5 metres, five principal bedrooms, a maid’s room, six bathrooms, a family space and balconies. Both layouts include two-car parking and separate show and working kitchens.

The project timeline is unusually well documented for a completed villa community. Inros Lackner gives 2014–2016 as the implementation period for its design work. PPCC says ground was broken in 2016 and that the first owners had moved into newly completed villas by September 2018. Residence 90 should therefore be evaluated as an operating neighbourhood with a measurable maintenance history, not as a promise on a brochure. That is an advantage during due diligence because roads, landscaping, façades and occupied homes can be inspected, but it also means finishes and equipment may now vary substantially from house to house.

Shared facilities named in official material include a clubhouse, swimming pool and gym, together with landscaped common areas. PPCC’s completion announcement also refers to fingerprint recognition, CCTV monitoring and video intercoms. Those features should be tested rather than assumed: equipment can be replaced, access policies can change, and a system serving the entrance may not tell the whole story about an individual home. Inside the villas, the standard plans show private outdoor space, generous living and dining areas, service rooms, terraces and a maid’s room, a programme designed for full-time family life rather than occasional city stays.

The location combines low-rise housing inside the gates with a more urban setting outside. Residence 90 sits in Srah Chak at the north end of PPCC, and the official launch material specifically places Eden Garden nearby. The OpenStreetMap object marks the residential compound itself rather than a district centroid, which makes the map point useful for local orientation. A serious viewing should still include the actual journey at relevant times of day. Central geography does not remove the practical differences between a morning exit, evening traffic, access through the gate and movement through the still-evolving parts of Phnom Penh City Center.

The current market is primarily resale and rental stock. An IPS listing checked in July 2026 asks $700,000 for a six-bedroom villa; another IPS offering for a four-bedroom home is priced at $990,000, while CAM Realty presents a broader resale range. The spread is plausible because the houses differ in position, plot, renovation, furniture, room configuration and overall condition. The lower figure shown on this page is therefore a market reference for one active listing, not a developer price list and not evidence that every standard Twin or Quad Villa can be acquired at the same level.

Due diligence has to focus on the particular asset. The physical layout should be compared with the official plan, and any extension or reconfiguration should be documented. Plot boundaries, parking rights and access to common facilities need written confirmation. The buyer should also verify title, the seller’s authority to transfer, outstanding community charges, current estate rules, roof and waterproofing condition, electrical and water systems, air-conditioning and signs of previous repair. Residence 90 can suit a household seeking a large completed home in a central part of Phnom Penh, but the decision should rest on the documents and technical state of the chosen villa rather than the project name alone.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page. This is a useful inspection baseline, although an individual house may now have different finishes, combined rooms or additional built-in elements.

The official website also illustrates a Corner Villa, but the checked material does not provide a complete standard specification for its area and room programme. Market listings use four, five, six or more bedrooms because some count the maid’s room as a bedroom and others describe altered layouts. Comparisons should use the current plan for the specific villa, with building area, plot dimensions and the legally documented room configuration recorded separately.
