About the project
One Park is a completed garden-style residential development in Phnom Penh City Center, Sangkat Srah Chak, Khan Daun Penh. Rather than a single high-rise tower, it is formed by several buildings of roughly 12–15 storeys arranged around landscaped grounds and a large free-form swimming pool. The lower-rise composition creates a more open environment, but the buying decision still depends on the exact building, floor, orientation and relationship to active shared spaces.
The published address is No. 58 Street R8, Phnom Penh City Center. Boeung Kak is widely used as the broader landmark, while the administrative location is Sangkat Srah Chak in Khan Daun Penh. That distinction matters for maps and legal documents. The address, building reference and apartment number should match across the SPA, title, management statements and payment instructions.

Sources identify Graticity Real Estate Development Co., Ltd., or GRED, as the developer and associate the design with Singapore-based DP Architects. Those names establish the project identity but do not prove who is entitled to sell a selected apartment. A resale may involve an individual or company owner, while remaining developer stock may use a different contracting entity. The seller, title holder, authorised signatory and receiving bank account require one consistent document trail.
The most consistently repeated scale figures are 1,334 apartments and approximately 1,614 parking spaces. Public profiles also cite a site of about 79,000 sqm, roughly 330,000 sqm of total built area and a central landscaped park of approximately 33,000 sqm. Those project-wide numbers do not give an apartment owner an automatic private share of any specific facility. Parking and common-area rights depend on the current governing documents and management rules.
Parking: a service or a transferable right?
The operating website lists complimentary parking among One Park’s services, while public project profiles cite a substantial shared parking supply. Neither statement proves that a bay is attached to the apartment, transfers on resale or remains free for every tenant. Establish whether the selected unit has an identified bay, a general right to use communal parking, vehicle-registration access or only a separately priced service.
Request the document supporting the parking arrangement, the current access rules and confirmation that no separate parking balance is outstanding. Where the seller promises a particular bay, its number and the transferable right should appear in the SPA or a signed schedule; an agent’s verbal assurance or a photograph of a parked car is not evidence of title or continuing access.
Completion dates differ. The operating website and several independent profiles describe gradual completion of the main residential development in June 2019, while ERA Cambodia gives Q1 2022. In 2026 this is no longer a conventional construction-delivery risk: the complex is operating and units are sold, rented and used as serviced apartments. The handover date, warranty history and registration record of the selected building and unit still need separate confirmation.
The current official unit range is broader than many older project summaries. It includes studios of roughly 31.5–53.5 sqm, one-bedroom layouts around 70–87 sqm, two-bedroom homes around 96–121.5 sqm, a three-bedroom category and penthouses. Detailed pages also publish gross and net figures that do not always match the category headline. A project-wide area band should therefore not be used to calculate value without the exact unit plan.
For the A1 one-bedroom layout, the official material states 69.83 sqm gross and 52.76 sqm net. The B1a/B2a two-bedroom layout is shown as 104.8 sqm gross and 77.07 sqm net. The difference illustrates why area terminology matters. A listing may use a rounded 70 or 104 sqm headline while the internal usable area is materially smaller. Comparable pricing only works when all units are placed on the same area basis.
The three-bedroom D1 category page states 167 sqm, while its detailed page states 146.66 sqm gross and 110.8 sqm net. The penthouse category similarly shows 494 sqm, whereas the E1 detail gives 340.27 sqm gross and 280.42 sqm net. Those figures were not averaged. A current plan, area schedule and explicit SPA definition are required before any reservation.
Official accommodation pages describe fully furnished apartments with kitchens, refrigerators, microwaves, washing machines, air conditioning, curtains, wardrobes, sofas and televisions. A resale apartment may not match the official show-unit or serviced-apartment package. The actual inventory should be attached to the sale agreement or handover record, with condition and responsibility for defects stated clearly.
Evidence pack for a completed resale apartment
Before any non-refundable payment, assemble one file containing the strata title, the seller’s identity or corporate records, signatory authority, management clearance, recent utility statements, current estate rules, parking evidence and a signed inventory of furniture and appliances. The building and apartment references must agree across every document.
The inspection record should capture meter readings, keys and access cards, defects, non-working equipment and all items that must remain. Where the apartment has operated as serviced accommodation or under a rental manager, review the live management agreement, termination rights, guest settlements and the date on which vacant possession can actually be delivered.
Shared facilities are central to the One Park proposition. Project-specific photographs show the free-form pool, children’s water area, landscaped courtyards, walking paths, gym and club spaces. Public material also refers to indoor and outdoor play areas, tennis, lounges and The Lane retail street. SCIA school and hotel or serviced-apartment operations sit within the wider precinct. Buyers should separate condominium amenities from commercial and hospitality services that may carry their own access rules and fees.
What to request about management charges and optional services
One Park combines residential amenities with housekeeping, internet and cable television, restaurant and retail uses, and serviced-apartment operations. Ask for a dated tariff schedule stating the charging basis and marking each item as compulsory, included in the management charge, billed by use, or available only to hotel guests or units enrolled in a rental programme.
The tariff should be checked against recent statements for the selected apartment and a management clearance confirming no arrears. Buyers should also ask who funds major repairs, replacement of shared equipment and capital works when these are not covered by the regular charge. In a completed development, current maintenance can be inspected, but future special contributions will not appear in the marketing description.
Restaurant, retail, school and serviced-apartment uses create a convenient internal environment, but also mix residents, tenants, hotel guests and visitors. A building beside The Lane or the hospitality component may offer easier access to services and more activity. A garden-facing building may be quieter but farther from an entrance or parking. These are unit-specific trade-offs that cannot be resolved from the project name alone.
Because the scheme is completed, inspection should focus on operations rather than future promises. Façade and balcony condition, lift performance, water pressure, backup power, cooling, mobile reception, internet, parking utilisation, pool maintenance and landscaping all matter. Visiting at more than one time of day helps reveal real traffic, guest movement, commercial activity and noise.
The size of the project supports an active sale and rental market. That provides choice, while reducing scarcity for standard layouts. Investment performance depends on entry price against comparable units, building, floor, view, furniture, title, arrears and a clear advantage over competing apartments. Asking rent from one listing should not be treated as achieved income without allowing for vacancy, agent fees, management and repairs.
One Park is most relevant to a buyer seeking a completed, landscaped central-city development with substantial facilities and the ability to inspect the actual unit. It is less suitable for someone who wants a small boutique building, minimal shared costs or a simple residential-only product. The practical method is to shortlist identified apartments, normalise gross and net area, review title and fee statements, inspect several buildings and then compare the full acquisition cost.
How to verify foreign ownership for the selected unit
A general statement that One Park is available on a freehold basis is not enough for a foreign buyer. Cambodia’s Law on Providing Foreigners with Ownership Rights in Private Units of Co-Owned Buildings permits ownership of an identified private unit from the first floor upwards; the land and common parts do not become individually owned. Before paying a deposit, obtain the strata title for the selected apartment and match the owner, building, unit number, floor and area against the SPA and the physical door reference.
Obtain separate written confirmation from the management or registration representative that the transfer remains within the foreign-ownership allowance. Sub-Decree No. 82 dated 29 July 2010 caps foreign ownership at 70% of the aggregate surface area of private units in a co-owned building. Marketing language and the presence of other foreign owners do not prove that capacity remains available for this particular registration.

How should I compare One Park apartments in different buildings?
Use the same fields for every unit: titled, gross and net area; building; floor; orientation; distance from The Lane and the hospitality component; observed noise; lift and corridor condition; furniture; parking arrangement; current charges; and arrears. Inspect the buildings at comparable times and request the same evidence pack for each apartment, otherwise a lower price may reflect weaker operations or a less convenient position rather than a genuine discount.

For One Park, I went through the current resale options across the completed buildings surrounding the landscaped central grounds. Asking prices, seller terms and access to shared facilities were reviewed by block rather than assumed to be identical across the 2019 complex.

One Park’s 33,000 sqm landscaped centre is a real differentiator, but a block beside The Lane or the serviced-apartment activity will have a different noise and circulation profile from one facing the inner gardens. Published efficiency examples range from 69.83 sqm gross/52.76 sqm net for A1 to 104.8/77.07 sqm for B1. Outdoor area has value only when orientation, privacy and climate make it genuinely usable.
Payment obligations and seller commitments must be examined again for each transaction.
