The apartment phases have identifiable milestones, including the first structural topping-out in July 2018 and the second in August 2019. These records are more useful than a generic completed label, although they do not prove delivery of every unit in the early master plan.

Non-central location

The community is reached from Veng Sreng Boulevard via Road 49CC, behind Phsar Ekreach 3. It may be practical for households or businesses tied to western and south-western Phnom Penh, but traffic, noise and last-mile access should be tested at the times the buyer will actually travel.

About the project

Borey BOAO is a mixed residential development in the south-western part of Phnom Penh. Public sources use several names — Borey Bo Ao, BOAO City, BOREY BOAO 博澳 and simply 博澳 — but they point to the same community rather than separate projects. The verified location is on Road 49CC in Damnak Thum II village, now administered under Sangkat Stueng Mean Chey 3, Khan Mean Chey. Project profiles described the entrance as roughly 300 metres off Veng Sreng Boulevard, behind Phsar Ekreach 3. This is not a central-city enclave; it sits in a busy urban corridor shaped by housing, local commerce, light industry and heavy everyday traffic.

The scheme was conceived as more than a conventional row-house borey. Contemporary material described shophouses, flat houses and hotel-style condominium blocks within one site. Published site area was approximately 53,800 sqm. Early master-plan figures referred to 284 low-rise homes and shophouses plus as many as 2,070 condominium units. Those numbers help explain the intended scale, but they should not be presented as a verified count of homes delivered and still existing today. No public completion register or reliable current inventory covering every planned apartment phase was found.

The best documented low-rise product is the shophouse. Project portals gave two footprints, 4.2 × 15 metres and 4.2 × 16 metres, together with front and rear yards, four bedrooms, five bathrooms and one parking space. It is a layout designed to combine a commercial ground level with accommodation above. A resale inspection remains essential: units may have been subdivided, joined, leased, converted into storage or offices, or altered in ways that differ from the launch plan. Far less detailed planning information survives for the flat houses, so their room count and dimensions should not be assumed to match the shophouses.

The apartment component was released in phases. In July 2018, Cambodian Chinese-language press reported that the structural frame of the first eight-storey hotel-style apartment phase had topped out. Construction was said to have begun in January 2018, with the first release selling quickly during its launch period. Three broad layouts were publicised: about 30 sqm for a one-bedroom unit, more than 40 sqm for a one-bedroom apartment with a living room, and more than 70 sqm for a two-bedroom apartment with a living room. A separate report in August 2019 recorded the topping-out ceremony for the second condominium phase.

Borey BOAO is now better approached as a completed resale community than as an active primary launch. The NovAsia queue classifies it as completed/resale, while current project directories also mark it as completed, although one directory displays a technically corrupted completion date. There is no dependable public project-wide availability sheet, current developer price list or unified sales programme. Historical figures — shophouses from $180,000 and flat houses from $140,000 in 2017 material, plus an apartment entry point from $20,000 reported in 2018 — are therefore archival launch markers, not present-day asking prices.

Recurring facility lists mention a communal swimming pool, a children's area or playground, a gym, car parking, 24-hour security and CCTV. They describe the original proposition, not a guarantee that every amenity operates today in its launch condition. A buyer should inspect access roads, lighting, drainage, lifts in the apartment blocks, shared spaces, the actual operation of the pool and gym, and the entity responsible for management. Service-charge collection, maintenance arrears and the division of responsibility between individual owners and the community are particularly important in an established mixed-format development.

The dated construction record is sufficient to connect the name, location and visible buildings, but the public record is not a complete legal dossier. Launch marketing referred to hard title, yet that statement cannot be carried across to every individual house or apartment. Due diligence should verify the title for the selected property, seller authority, mortgages and arrears, permitted ground-floor use, plot boundaries, common-area rights and the mechanism for transferring the interest. For an apartment, the exact block and phase, floor, net versus gross area, condition of the lifts and building services, and obligations to the management party also matter.

The practical appeal of Borey BOAO lies in the range of formats at one address rather than any promise of returns. A shophouse may suit a buyer who genuinely needs a visible business unit with accommodation above; a flat house may work for a household wanting its own entrance; a compact apartment may reduce the entry budget and maintenance burden. The mixed composition also raises the diligence bar. Value, liquidity and running costs vary not only by floor area but by phase, title, physical condition, tenancy, common-property maintenance and the commercial exposure of the particular block.

A useful site visit should compare several properties rather than stop at one unit. For a shophouse, record access width, parking in front of the façade, foot traffic, neighbouring trades, noise and loading conditions. For a flat house, inspect daylight, ventilation, roof condition, moisture marks and the usability of the yards. In an apartment block, test lift waiting time, water pressure, mobile reception, fire exits, corridors and actual occupancy on the floor. Recent utility bills, evidence of management payments and a repair history help turn old project specifications into a view of the asset as it exists today.

Price comparisons should remain within a similar format and phase. A low asking price for an early apartment is not a direct benchmark for a refurbished shophouse with an operating tenant, while a vacant flat house cannot be judged only by floor area against an income-producing property. The acquisition model should include repairs, legal checks, transfer of utility accounts, possible arrears, furniture and the time required before occupation or letting. With no transparent public transaction series identified, a seller's advertised price is a starting point for verification, not proof of market value.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
