The project sits in Sangkat Stueng Mean Chey 1, Khan Mean Chey, Phnom Penh. That location needs to be stated clearly because some database entries and agency pages tag it as Chbar Ampov. The developer’s own project page, Realestate.com.kh, FazWaz and the mapped OpenStreetMap object all place The Star Eternal in Stueng Mean Chey / Mean Chey. It is not one of the National Road 1 phases and should not be merged with The Star Natural, The Star Diamond, The Star Platinum or any other Borey Peng Huoth development using “The Star” in its name.

FazWaz describes a project area of about 14 hectares and repeats the official location reference: along Monireth Boulevard, roughly 1.2 kilometres from the Stung Meanchey skyway. The aerial views show a full residential neighbourhood rather than a single row of houses. Terraced homes line the main streets, larger villas occupy internal plots, landscaped spaces break up the density, and a clear road system runs through the estate. For a buyer, that distinction matters. The community is built and occupied, so its street width, parking patterns, greenery, traffic, maintenance and relationship with the surrounding city can be judged in person instead of inferred from a launch brochure.

The Star Eternal is now mainly a resale and rental market. The developer lists it among completed properties, while current agency pages advertise link houses, twin villas and larger detached villas. Buying in this setting is different from reserving a new off-plan unit. The relevant product is the individual house: its condition, plot, orientation, renovations, furniture, title, road position and ownership history. Two homes carrying the same original type name may no longer be equivalent after years of occupation. One may retain the standard layout, another may have an extension, and a third may require substantial work before moving in.

The official project page identifies seven original home formats. The smallest is the Flat, with a stated house size of 4 by 16 metres. Link House LA-V1 is listed at 5.1 by 12 metres, and Link House LB at 5.3 by 12 metres. Each of these three formats has three floors, four bedrooms and five bathrooms in the developer’s specification. The page also shows one parking space, one living area, one dining area and one kitchen for each type. This is a vertical urban-home layout: a relatively narrow frontage, several levels, and enough rooms for a family, a home office or mixed household needs.

The villa range adds wider formats and more private space. The official Prince Villa is shown at 6 by 12 metres, with three floors, five bedrooms, six bathrooms, two parking spaces and two kitchens. Queen A Villa is listed at 12 by 12 metres and Queen B Villa at 10 by 12 metres; both have three floors, five bedrooms, six bathrooms and two parking spaces. Twin Villa V1 is a paired house type measuring 6 by 12 metres, with three floors, four bedrooms, five bathrooms and two parking spaces. These are developer specifications for the original types, not a guarantee that every resale property still has the same plot, internal arrangement or built form.

The mix supports several household profiles. A Flat or Link House can suit buyers who want four bedrooms in an established urban area without maintaining a large detached plot. A Twin Villa offers a middle ground between a row house and a fully detached villa, usually with a more open side condition. Prince and Queen formats are more relevant to larger or multigenerational families, households with staff, or buyers who need extra rooms for work and guests. The category name alone should never decide the purchase. Plot width, side land, extensions, road exposure, renovation quality and immediate neighbours often matter more than the original model label.

The developer confirms four shared amenities: a garden, children’s playground, clubhouse and swimming pool. This is a practical residential set rather than an extensive resort package. In a completed borey, the current operation of these facilities is more important than the original promise. A viewing should establish whether the pool and clubhouse are open, who may use them, what fees apply, how the landscaping is maintained and which entity manages common areas. The project photographs show broad internal roads and consistent architecture, but a site visit should also assess drainage, lighting, security, parking pressure and the condition of the streets around the exact house.

Location is one of The Star Eternal’s clearest distinctions from Borey Peng Huoth’s newer eastern and northern projects. Street 217 / Monireth Boulevard connects Stueng Mean Chey with established central districts. The developer uses the Stung Meanchey skyway as the main reference point, while the mapped project boundary sits near New Steung Meanchey Market and Nin Mony Pagoda. Daily retail and services are therefore part of an existing city environment rather than a future master plan. The trade-off is congestion. Travel times on Monireth and connecting roads can change significantly by hour, so buyers should test school and work routes during their normal commute.

Resale asking prices vary sharply by house type, plot and documentation. The lowest direct indexed offer found during the August 4, 2026 review was about $200,000 for a Link House LB on LGS, where the listing stated a soft title. A separate TownCity page for a Villa LB displayed $245,000 in the card and $249,000 in the description, with a claim of free hard-title transfer. Twin villas and larger detached villas are marketed at higher levels. These figures are not a developer price list. They are individual seller positions and must be checked for availability, title, condition, furnishings, land size and final negotiability.

The contrast between soft-title and hard-title claims is a useful warning against making project-wide assumptions. The legal review must follow the selected house. Buyers should confirm the registered owner, title type, plot boundaries, mortgages or disputes, approved alterations, outstanding community charges and the exact transfer process. A phrase such as “free hard-title transfer” should be broken down into the taxes and fees actually covered by the seller and those still payable by the buyer. Foreign purchasers also need advice on a lawful ownership structure for landed property in Cambodia; a project profile cannot substitute for transaction-specific legal work.

A completed estate offers evidence that an off-plan project cannot: real neighbours, real parking, actual road conditions and visible building performance. It also brings age-related due diligence. Roofs, facade joints, moisture, electrical systems, water supply, drainage, air-conditioning, windows and later extensions deserve a technical inspection. Larger houses may have been remodelled or enlarged. Some rental listings use “Prince Villa” for homes with dimensions and room counts that differ materially from the developer’s standard Prince type. That may reflect alterations, a loose agency label or a listing error, and it is exactly why the physical house and documents must take priority over the marketing name.

The Star Eternal is best suited to buyers seeking a ready landed home in the western-central part of Phnom Penh and who are comfortable comparing resale stock. It is not a uniform new launch with one finish specification, one payment schedule and identical units. Its strength is choice: Flat, two link-house formats, a twin villa and several detached villa types within a mature community. Its limitation is inconsistency between individual offers. A sensible process is to choose the right format and sector, inspect several homes, verify title and technical condition, and only then judge value. The project name narrows the search; the actual house determines the decision.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
