Why this project is worth a look
Four substantial models
The official range covers the King Majestic, King A, Queen V3 and Prince Villa. Each has published building dimensions, bedroom and bathroom counts, kitchens and parking, allowing a buyer to narrow the search by household needs rather than relying on generic luxury labels.
Completed environment
The project profile reports 100% construction progress, while current imagery and resale activity show established streets and occupied homes. Buyers can inspect the actual façade, plot, neighbours and condition instead of underwriting a future phase from renderings alone.
Boeung Snor cluster
Mastery sits inside a large Borey Peng Huoth district with retail, schools, sport, healthcare and everyday services. That can reduce some routine trips into central Phnom Penh, although the actual route and access from the selected house still need to be tested.
Family-scale space
Three levels and five to seven bedrooms in the original specifications leave room for several generations, home offices, guests and staff. It is a scale that central condominiums rarely match, but it comes with materially higher maintenance and utility costs.
About the project
The Star Platinum Mastery is a distinct Borey Peng Huoth villa phase within the larger Boeung Snor residential cluster along National Road No. 1. The developer gives Mastery its own official project page, entrance identity and a four-model range of detached villas. That separation matters: Mastery should not be merged with Rosato, Paradigm, Herminus, Mercurean, Roseville or the broader The Star Platinum name merely because the phases share a developer, visual language and surrounding amenities. A buyer should verify that every listing, photograph and document explicitly refers to Mastery.
The address is in Sangkat Niroth, Khan Chbar Ampov, on the eastern side of Phnom Penh. Borey Peng Huoth describes the project as being along National Road No. 1, roughly 2.5 kilometres from Preah Monivong Bridge. This is not a central walkable neighbourhood; trips to BKK1, Daun Penh or Toul Kork will normally depend on a car and prevailing traffic. In return, the site has direct access to the city’s main eastern corridor and sits inside an established Borey Peng Huoth district with schools, retail, sport, healthcare and day-to-day services.

Mastery is positioned as a community of substantial detached homes rather than a dense row-house phase. The official line-up comprises the King Majestic Villa, King A Villa, Queen Villa V3 and Prince Villa. Every published model has three levels, with five to seven bedrooms in the original developer specification, multiple bathrooms, more than one kitchen in several layouts and private parking. The developer presents building dimensions rather than verified gross or net square-metre areas, so those measurements are reproduced as dimensions and are not converted into calculated floor areas.
The architecture follows Borey Peng Huoth’s recognisable neoclassical language for its upper-tier villa phases: pale façades, tall entrance volumes, columns, pediments, balconies, red-purple roofs and gated private plots. Photographs of completed houses show a mature streetscape rather than an unfinished construction concept. Interiors, however, can vary dramatically from the original model because the resale stock includes individually decorated houses, furnished homes and properties altered by their owners. Model name alone is therefore not enough to establish the exact specification of a resale villa.
Realestate.com.kh marks the project at 100% construction progress, and the visible market consists of completed villas offered for sale or rent. Peng Huoth Group’s corporate milestones place The Star Platinum Mastery in 2019. That date is best treated as a portfolio milestone or project-era reference, not automatically as the handover year of every individual house. For a specific acquisition, the relevant dates are those shown in the title, transfer history, construction records and any approvals for later alterations.
The official project page lists a garden, while the wider Boeung Snor cluster includes PH Eco Mall, Platinum Sports Center, Southbridge International School, PH Euro Park, PH Grand Hall, PH Polaris F&B, Choray Hospital, banks, markets, public services and healthcare facilities. These should not be presented as amenities reserved exclusively for Mastery. They serve the broader Borey Peng Huoth district. A practical due-diligence visit should confirm the route from the selected villa, access conditions, opening status, membership requirements and any fees attached to the facilities a buyer expects to use.
Mastery’s resale market is not standardised. At the time of checking, public offers for a Prince Villa appeared from about $1.10 million, with other comparable advertisements around $1.29–1.42 million, while larger Queen and King villas were marketed much higher. The spread reflects more than the house model: plot dimensions, corner position, orientation, landscaping, fit-out, furniture, tenancy, seller urgency and the method of title transfer all affect price. The published starting figure is therefore a lower market reference for one home, not a promise of available stock.
For a family, the central advantage is usable scale. Even the smaller official types provide five bedrooms and multiple common areas, while the largest designs add family rooms, staff rooms, two kitchens, a private gym and additional parking. The layouts can support multigenerational living, frequent guests, home offices and live-in staff. The same scale creates a larger operating burden: air-conditioning, cleaning, garden care, roofing, façade maintenance, security charges and replacement of building systems should be budgeted before purchase rather than treated as minor afterthoughts.
The Star Platinum Mastery should be approached as an established residential environment and a market of individual houses, not as a standardised new launch. The public developer page does not provide a current price list, a universal payment schedule or a verified balance of first-sale inventory. Most opportunities are likely to be tied to a particular seller and parcel. This makes the technical survey, title review, confirmation of community dues, approvals for alterations, furniture inventory and exact land boundary more important than generic project marketing.
The project is most useful when compared with realistic alternatives. Mastery offers substantially more privacy and internal space than a central condominium, but it requires car-based mobility and a higher maintenance budget. Compared with lower-priced borey phases, its villa models are larger and more formal in character, yet the reputation of the wider district does not replace legal or technical due diligence. The right purchase is not simply 'a villa in Mastery'; it is a specifically inspected house with clear documents, acceptable condition and understood ownership costs.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page. Ask us and we will lay out the options and the risks honestly.
Home types & sizes
The most extensive published model: 3 levels, 7 bedrooms, 4 parking spaces, living and dining rooms, a family area, 2 kitchens, 2 staff rooms, a gym and a laundry. The stated dimensions should not be converted into a floor-area figure without verified plans.
A three-level villa with 6 bedrooms, 4 parking spaces, separate living, dining and family areas, two kitchens and two staff rooms. The fit-out and room use in a resale property may differ from the original developer specification.
The official specification provides 3 levels, 5 bedrooms, 2 parking spaces, living and dining areas and 2 kitchens. Some resale listings advertise more bedrooms or bathrooms, which may reflect alterations or differences in an individual house.
A three-level villa with 5 bedrooms, 2 parking spaces, living and dining areas and two kitchens. The lowest public resale reference found was for a Prince Villa, but plot size, fit-out and furniture vary materially between listings.
The developer publishes building dimensions in metres, not verified gross or net floor areas in square metres. No areas have been calculated. Room counts describe the original official layouts; resale homes may have been altered by their owners. Prices are the lowest the brokerage boards publish, not the developer’s price list — the price and availability of a specific unit are something we go through with you personally.

Price & purchase terms
- Current price: From $1,100,000 in the lowest public resale offer found for a Prince Villa in The Star Platinum Mastery, checked on July 26, 2026. This is a market anchor for one specific house, not a developer price list; availability, condition, land size, furniture, title and final transaction terms require separate confirmation with a specialist.
We show the lowest of the prices the brokerage boards publish: their figures for the same unit differ by a few per cent, and none of them is the developer’s price list. We ask the developer for the current price, availability and payment terms on the unit you are looking at, and go through them with you personally.

Disputed and unknown information
This keeps the open points in one place. A missing or disputed fact is not treated as a conclusion.
- Public official sources do not disclose the total villa count, the phase land area or the handover date of every house; 2019 is a corporate project milestone rather than verified completion of each individual property.
- One recent market listing states hard title for a specific Queen Villa, but ownership form and transferability must be checked against the title of the selected parcel and cannot be applied automatically to every home in the phase.
- Public Prince Villa offers ranged from roughly $1.10 million to $1.42 million, with larger Queen and King villas priced higher; the spread reflects different plots, condition, furniture and seller urgency rather than one price list.
