Borey Peng Huoth is one of the few Cambodian developers whose influence can be read across whole sections of Phnom Penh. Over two decades, the company moved from conventional gated housing schemes into larger clusters where homes were gradually joined by schools, retail, sports facilities and everyday services. At its most ambitious, the product is not simply a villa or shophouse but a place within an evolving district.

The business was founded in 2005 by brothers Hieng Bunpeng and Thay Cheahuoth, drawing on family construction experience dating back to the early 1990s. In 2016, the expanding operation was organised as Peng Huoth Group, bringing together Borey Peng Huoth, PH Construction and PH Investment across property development, construction and commercial activities.

How a borey became a piece of the city

Early schemes such as Phumin and Veng Sreng were closer to the traditional Cambodian borey model: internal streets, guarded access and rows of landed homes. The later The Star and Grand Star Platinum phases became much broader. The greatest concentration appeared along National Road 1 and in Chbar Ampov, where successive residential parcels were joined by PH Eco Mall, Euro Park, a sports complex, a school, restaurants and other group-related facilities.

Those amenities should not be assumed to serve every Borey Peng Huoth project. They are nevertheless important because they show the developer’s preferred direction. Rather than completing one estate and disappearing into another district, the company continued adding homes and commercial uses around familiar locations. A large resident base can make promised retail and services more viable than they would be in a small isolated development.

The housing itself remains strongly family-oriented. Linked houses, twin villas, detached villas and shophouses cover a broad range of budgets and household needs. Some buyers use the property purely as a home; others value the ability to operate a business from the same address. The group has experimented with vertical development through projects such as Star Polaris 23 Condominium, but its clearest expertise remains the creation of landed communities.

What a twenty-year record actually offers

Peng Huoth was named Best Developer Cambodia at the PropertyGuru awards in 2016, 2017 and 2018, becoming the programme’s first three-time consecutive winner. Individual projects also received recognition for housing design, landscaping, mixed-use planning and public space. For a present-day buyer, however, the deeper advantage is the opportunity to compare different generations of completed communities.

Older phases reveal how roads, planting, retail units and shared spaces perform after years of occupation. Buyers can see which house types adapt well to family changes, where parking becomes difficult and whether the estate still receives consistent care. New phases show how the product has evolved, but they also contain the uncertainties that come with ongoing construction.

The size of the portfolio makes navigation less straightforward. The Star, Platinum, Eco and Grand recur across many names, and neighbouring phases may differ in density, design, amenities and completion status. The exact project and location are more informative than the brand alone.

In 2026, Borey Peng Huoth began Phum Nimith and Phum Prek Amrith, extending its presence in Chbar Ampov and the 60-metre-road corridor. The launches show a company still participating actively in Phnom Penh’s growth rather than trading only on an established name. Its strongest appeal is to families seeking a landed home inside a large organised community—and who value the rare ability to inspect how the developer’s earlier neighbourhoods have functioned through years of real occupation.
