The mix ranges from a two-bedroom LS and deeper three-bedroom LM to a three-storey shophouse, with detached villas also mentioned. The differences affect plot depth, yard, room count, parking and possible use. The right comparison is between identified houses, not a single average price for the entire borey.
Eastern-corridor access
The Kien Svay address is relevant to households connected to National Road 1 and the eastern side of the metropolitan area, including Kandal, Prey Veng and Svay Rieng. About the project
KS Residence, also marketed as Borey KS Residence, is a low-rise residential and commercial-residential community in Rotaing Village, Phum Thum Commune, Kien Svay District, Kandal Province. The site sits east of Phnom Penh on a local 15-metre state concrete road with access toward National Road 1. This is not a condominium and not a single standalone house listing. It is an established borey containing linked villas, homes designed for combined living and business use, detached villas and local commercial functions. A buyer is therefore considering a landed home with a private yard rather than an apartment in a managed tower, with daily mobility more dependent on a car or motorbike.
The newest detailed project-level account describes 338 homes across 50,547 sqm and five blocks, A to E. Older aggregator profiles still show 200 units on 34,097 sqm, while owner-related material refers to roughly 300 homes on five hectares. The register uses 338 because it is the more recent project-wide figure, but the discrepancy is retained rather than blended away. It may represent an expansion, different boundaries for the first and second phases, or an outdated aggregator record. The total should never be treated as a live inventory figure; the selected block, house number and phase must be verified for each transaction.

The developer can be identified independently of listing portals. A project-related publication names KH Housing Development Co., Ltd as the developing company and identifies Dr. Kim Heang as its largest shareholder. The founder's own public material also describes him as founder and owner of Borey KS Residence. This distinction matters because Khmer Real Estate Co., Ltd appears as a connected agency and listing source rather than the developer entity entered for the project. Current company records, the signatory's authority and the documents for the specific title still require legal review before payment.
The established part of the community is mainly composed of two-storey homes. The published Link Villa LS specification uses a 4.2 by 16.5 metre plot, with a 4.2 by 8.5 metre ground-floor footprint and a 4.2 by 11.5 metre upper level, two bedrooms and three bathrooms. Link Villa LM sits on a deeper 4.2 by 20 metre plot, with 4.2 by 12 metre and 4.2 by 14 metre building dimensions across the two levels, three bedrooms and three bathrooms. Both formats were described with roughly six metres of front yard and two metres at the rear. These are useful comparison figures, but actual boundaries, extensions and condition need to be checked against the selected property and title.
The shophouse element explains the mixed-use classification. A published shophouse design occupies a 4.2 by 25 metre plot, has a 4.2 by 12 metre building footprint, three levels, four bedrooms and five bathrooms. It may support a small shop, office or service use at ground level with living space above, but the label alone does not confirm permitted use, customer visibility, parking or footfall. More recent project descriptions also include detached villas, although open sources do not provide a current plan set or dimensions. They are therefore acknowledged in the housing mix without invented specifications.
The construction history is layered, but the current project is best understood as a completed and occupied community. Aggregators date completion to January 2022. A September 2024 account stated that phase one was 100% complete, subdivided into individual LMAP hard titles and already occupied, while phase two of more affordable single-storey homes was launched. In December 2024, a later project account again described the houses as fully completed and ready for immediate occupation. More recent official-page material shows residents moving into finished homes. The overall status is therefore recorded as completed, while buyers must confirm whether a particular house belongs to the original phase, the later extension or the resale market.
Project material repeatedly refers to individual LMAP hard titles and immediate transfer of finished homes. That is relevant evidence, but it is not a substitute for checking the title of the exact property. In a resale, the registered owner, encumbrances, taxes, plot boundaries and transfer documents must all be reviewed. A current resale listing at $39,900 also states that the house has a legitimate hard title and offers a 30-month down-payment period, but it does not disclose the initial amount, interest, lender or total financing cost. Payment structures published in 2022–2024 are therefore presented only as dated examples, not as current terms.
The project and aggregator descriptions list commercial areas, a public garden, an indoor children's zone, parking, CCTV, a perimeter wall, two entrances and 24-hour security. Earlier profiles also mention restaurants, cafés, convenience stores and pharmacies in the project environment. In 2024, the founder said two 16 by 40 metre plots on the main road were being reserved for a possible community school and clinic through sale, long lease or partnership. That is a land allocation and an intention, not evidence that a school or hospital is operating. A site visit should verify which facilities and services are functioning today.
The location is most relevant to households whose work, family or business is tied to the eastern Phnom Penh corridor, Kien Svay, Prey Veng or Svay Rieng. Sources place it roughly 10–12 km from Chbar Ampov Bridge via National Road 1, about 1.8 km north of Koki Market and around 300 metres behind Wat Doun Sar; the project is also described as being near Kien Svay Plaza. This is not a central-city address. Travel time depends on National Road 1 traffic, local-road conditions and the actual destination, so a morning and evening test drive is more useful than a promotional journey time.
Pricing needs to distinguish primary marketing from resale stock. The lowest current public market anchor found is $39,900 for a house in KS Residence in a listing updated on July 25, 2026. Project-related material from June 2024 quoted about $50,000 for a two-bedroom home, $62,000–$63,000 for a three-bedroom home and $120,000 for a four-bedroom, five-bathroom format. The phase-two launch in September 2024 was promoted from $20,000, but no current source confirms the remaining stock or terms at that entry point. The selected property, outstanding debt, physical condition, title, included fees and final price all need individual confirmation.
KS Residence should be evaluated by use case rather than by a project-wide headline. An owner-occupier should focus on household size, yard and parking needs, utilities and real commuting time. A business user should examine the house's position on the internal road, frontage, visitor access and lawful use. A rental or resale buyer should investigate actual demand in Kien Svay, tenant profile, maintenance costs and liquidity for the particular house type. The advantage of an established community is that these points can be inspected directly: street activity, neighbours, drainage, noise and management are visible realities rather than promises in a brochure.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
