A buyer should look beyond the brand names in marketing material and establish the arrangement in force on the transaction date: the legal identity of the manager, the contract term, the services covered, the budget-approval process and the owners’ access to financial reporting.
Before reservation, request the current management agreement or its key terms, the approved common-area budget, the service charge schedule, the rules for special levies and recent owner notices. These records show who is responsible for security, cleaning, lifts, backup power, the pool and major repairs, and which costs sit outside the standard charge.
A clear trade-off
La Vista One offers scale, river views and a completed product, but it is a large condominium in a less walkable district. The choice is attractive when that trade-off matches the buyer's real routine.
About the project
La Vista One is a completed twin-tower condominium on the Chroy Changvar peninsula. The two 41-storey towers sit on Mekong River Road, north of the Sokha Phnom Penh Hotel, in a part of the capital where broad river exposure is paired with bridge access to central Phnom Penh. This is no longer a proposition that has to be judged mainly through renderings. Buyers can inspect the building, common areas, view corridors and individual residences in their finished form. Current photographs show the completed towers and operational sales spaces, while several sources report handover or readiness for occupation. A few agency databases still carry older Q4 2025 or 94%-complete labels, so legal completion, occupancy and the title position of the chosen unit should be established from documents rather than a status badge.
The setting is the defining feature. Chroy Changvar offers a different proposition from BKK1, Daun Penh or Koh Pich: less emphasis on walking to a dense cluster of restaurants and offices, and more emphasis on open water, skyline views and a lower-density residential atmosphere. The district has matured substantially, with hotels, healthcare, schools, local retail and multiple high-rise projects, but daily journeys into the traditional centre still depend on bridge traffic. La Vista One therefore suits buyers who actively want a riverfront home and are comfortable planning transport, rather than those who regard immediate walkability as a non-negotiable requirement.

Published project profiles place the development at roughly 140 metres and consistently describe a pair of towers above a shared podium. The rounded façades, matching rooflines and narrow gap between the buildings give it a recognisable silhouette from both the river and the city. The number of residences is less settled. IPS, HomeAbroad, CAM Realty and Keller Henson refer to about 1,442 units, ERA lists 1,680, and some international databases show 1,750. That discrepancy matters because the eventual resident population affects lift demand, common-area wear, parking pressure and competition among landlords. An approved and as-built unit schedule is therefore more valuable than repeating whichever headline number appears most often.
Parking: measure capacity, allocation and access
Lux Realty publishes 695 parking spaces for 1,442 residences. On those figures, the simple ratio is approximately 0.48 space per apartment, before allowing for the commercial podium, staff or visitors. Other project profiles give different totals, so the calculation should be repeated against the approved building schedule rather than a marketing page.
Confirm whether a bay is allocated to the unit, whether the right transfers on resale, whether a separate fee applies, and how visitor parking, electric-vehicle charging and tenant access are handled. For a two-car household or a unit aimed at long-term tenants, these rules may matter more than the existence of a multi-storey car park.
The unit ladder is unusually broad. Current project pages describe studios in the mid-40s to low-60s square metres, one-bedroom homes of roughly 56–75 sqm, two-bedroom residences around 84–104 sqm, three-bedroom units around 127 sqm and upper-level flat villas of approximately 261–330 sqm. PropertyHub publishes individual A–F layouts and several villa types, whereas IPS and Lux Realty present broader ranges. These sources are useful for screening, but the exact floor plan is essential. Two units with the same bedroom count can differ materially in gross versus usable area, bathroom count, orientation, balcony depth, window line and the degree to which the opposite tower affects the outlook.
A finished project allows due diligence to move beyond brochures. During a viewing, a buyer can test lift waiting times, corridor condition, water pressure, air-conditioning, window seals, equipment noise and the true feel of the arrival sequence. The view can be assessed at the actual time of day rather than inferred from a marketing image. For an investment purchase, completed stock also makes it possible to compare live rental and resale evidence within the building. This dossier does not convert platform claims about appreciation or guaranteed yield into facts. A sensible return model should use the purchase price of the selected unit, achievable rent, vacancy, owner costs, management fees and realistic resale liquidity.
Published amenity lists include an infinity pool, sky bar and restaurant, sky garden, fitness centre, spa and wellness facilities, a children's area, library or executive lounge, ground-floor commercial space and meeting areas. Other sources add a sauna, jacuzzi, viewing deck, concierge services, backup power and controlled access. The practical question is not how long the list is, but which facilities are open, maintained and included in the service charge. Buyers should inspect the operating hours, guest policy, staffing, equipment condition and any additional usage fees. In a large condominium, management quality has a much greater long-term effect on value than the original marketing vocabulary.
Yin Yi Venture Co., Ltd is consistently named as the developer. CRCC is identified by several sources as a construction partner, Greentown Service is associated with management, and some profiles also mention CBRE. Those names provide context but do not replace transaction-level verification. A unit may be sold from remaining developer inventory, through an assignment, or on the secondary market, and each route creates a different document chain. Foreign buyers need to confirm the seller's authority, title type, foreign ownership quota, unit registration, outstanding charges and the way management obligations transfer at completion.
La Vista One is best approached as a large completed riverfront condominium where the quality of the individual unit matters more than the project headline. The lowest advertised price does not reveal the floor, orientation, furniture package, condition or legal structure. A cheaper residence may face the neighbouring tower or require additional fit-out; a higher-priced unit may justify the difference through a protected river view and better stack. The disciplined process is to define the intended use, obtain a current availability sheet, compare several actual units, visit the building and then review the reservation and sale documents before committing funds.

La Vista One is already standing on the Chroy Changvar riverfront, so I reviewed the current selection by tower, floor and unit type rather than relying on launch material. I also checked the current asking levels and purchase terms against the project information, with the reported December 2024 handover kept subject to documents for the specific unit.

The two La Vista One towers create very different sightlines: a home may face the river and skyline or the neighbouring block, so the master render says little about the actual stack. Flat Villas of roughly up to 330 sqm are a separate upper-tier product rather than oversized versions of the standard apartments.

How an overseas buyer verifies eligibility for the exact unit
Cambodia’s Law on Providing Foreigners with Ownership Rights in Private Units of Co-Owned Buildings allows a qualified foreign buyer to own a private unit above the ground floor and use the common parts, but not own the underlying land. Foreign ownership is limited to 70% of the private area in the co-owned building, so a generic freehold or strata-title label does not prove that the selected residence can be registered to an overseas buyer.
For La Vista One, obtain evidence for the precise tower and unit: the strata title or proof that it can be issued, the current ownership record, confirmation of remaining foreign quota, the unit and common-area plan, and the seller’s authority to execute the SPA. A sale of contractual rights before title registration follows a different documentary and registration path from a transfer of an already registered unit.
Inspecting and recording defects before final settlement
A completed project permits a documented inspection of the actual residence rather than a general viewing. The snag list should cover windows and balcony doors, signs of moisture, falls and drainage in wet areas, air-conditioning, water pressure, electrical points, fitted furniture, finishes and the inventory included in the sale.
Link each item to a photograph, room, remedy deadline and responsible party. Before the final payment or an unconditional handover acknowledgement, establish which defects the seller must correct, what tolerance standard applies and whether warranty obligations continue after the keys are released.
Testing the view, noise and privacy of the exact stack
In a twin-tower development, the same layout name does not guarantee the same living experience. Inspect the residence at different times of day and check whether the second tower blocks the principal outlook, how directly neighbouring windows face the unit, how the façade handles sun, and whether road traffic, podium uses, plant or shared facilities are audible.
The SPA and its schedules should match the unit number, tower, floor, orientation and approved plan. A showroom view, generic photograph or neighbouring stack is not evidence of the selected residence’s outlook; on resale, also check whether partitions, glazing or services were altered after the original handover.
