A buyer should establish which facilities form part of residential common property, which serve the hotel, and exactly what the monthly charge covers.
River and city views
Upper floors look toward the Tonle Sap, bridges and central Phnom Penh. The view is a unit-specific attribute, so it should be tied to an apartment number and orientation rather than a generic listing promise. Two site accesses help local circulation, although a daily trip into the centre remains exposed to congestion on the Cambodia–Japan Friendship Bridge.

Its exact identity is supported by the official project site, the current development profile on realestate.com.kh, IPS's live project page and active listings inside the same building. This is not a separate phase or another tower with a similar name: the address, the 45-storey form, the developer Everhealth International Investment and Development Co., Ltd., and the combination of serviced apartments, hotel accommodation, offices and recreation areas are consistent across the core sources. By the July 2026 review, the property was in use, with move-in-ready sale and rental listings, while current project portals described construction as complete and placed completion in 2024.
The official project profile states 1,184 units, divided into 974 serviced apartments and 210 Shama hotel units. That figure is the project's published residential and hotel breakdown, not a statement that 1,184 homes remain for sale. The lower levels provide parking, floors 6–8 are allocated to offices, floors 9–36 to serviced apartments, floors 37–42 to hotel units and floors 43–44 to recreation. The residential component is allocated 830 parking spaces. Scale matters here. A large tower can support a broad amenity package and professional services, but owners of comparable layouts may also compete with many units in the same address when they rent or resell.

The current public address is Building No. 888, Tonle Sap Street, Village 3, Sangkat Chroy Changvar, Khan Chroy Changvar, Phnom Penh. An older official page uses St. Be Tong, Village 3, while the project itself explains that the site has access from both High School Road and Tonle Sap Street. No. 888 on Tonle Sap Street is therefore used as the fuller present-day address, with St. Be Tong retained in the source record as an alternative access description. The OpenStreetMap point matches the named Wealth Mansion building footprint rather than a district centroid. The tower sits on the east bank of the Tonle Sap near the bridge, so access to central Phnom Penh is practical but more sensitive to bridge traffic than a home in Daun Penh or BKK.
Sale inventory is visible, but it is not a single uniform price list. Rumavi displays an advertised range beginning at $93,000 and individual entries from a 40 sqm studio to a 112 sqm three-bedroom unit. At the same time, the current IPS and realestate.com.kh project pages use approximately $153,140 as their starting figure, Cambodia Property Asia advertises a completed one-bedroom home at $130,000, and realestate.com.kh surfaces separate offers around $130,000, $150,000 and above. These numbers should not be merged into one developer schedule. Some may be primary stock, others resales, and advertised floor area may be gross or internal. The $93,000 figure is retained only as a dated lower market anchor. Before any deposit, the buyer should obtain the unit number, floor, aspect, documented area, furniture schedule, seller status and written expiry date of the offer.
The ownership structure needs document-led review. The official project website uses the term Freehold, Rumavi describes upper-floor units as strata-title ownership, while IPS and realestate.com.kh label the project and several individual listings as Hard Title. Those expressions may refer to different layers of the same legal structure—a registered land or building title, the title for an individual co-owned unit, and a marketing description of ownership—but the web pages are not the instruments themselves. For a foreign buyer, the decisive questions are whether the selected unit has an issued individual title, what type of title it is, whether it is eligible for foreign ownership, whether foreign quota remains, whether any mortgage or charge is registered, and whether the seller matches the recorded owner. Until that file is reviewed, the available stock should not be represented as uniformly documented strata-title inventory.
The developer is confirmed under the exact name Everhealth International Investment and Development Co., Ltd. The name appears on Wealth Mansion's own project details and is repeated by current IPS, realestate.com.kh and ERA Cambodia profiles. Official material names NKO Architects as architect, Tinderbox Landscape Studio as landscape consultant and China State Construction Engineering Corporation as main contractor. Those appointments help identify the development, but they are not a substitute for a corporate or financial assessment. Wealth Mansion is widely presented as Everhealth's first major Cambodian project. A buyer should therefore place more weight on the completed building, the performance of shared systems, the owners' financial records and the selected unit's legal file than on broad claims about a parent group's international experience.
Accommodation ranges from studios to three-bedroom homes. The official floor-plan page associates A/A1 with studios, A2 with one bedroom, C, D, F and F1 with two bedrooms, and B and G with three bedrooms. Market portals do not always use the letter labels consistently, so a type code should never replace the actual plan attached to the sale contract. Official specifications describe finished and furnished delivery, including a kitchen, sanitary ware and a basic furniture and appliance package; televisions, washing machines, refrigerators, air conditioners, induction hobs and water heaters are among the listed items. In a completed resale property, that original schedule must be reconciled with what is physically present, because furniture can be removed, replaced or worn during occupation.
The most distinctive common facilities sit toward the top of the tower. Official materials list a 1,100 sqm infinity-style pool, a 500 sqm indoor stadium, gym, yoga room, children's activity space, sky bar, bars and restaurants. IPS also lists backup power, CCTV, fire alarms and sprinklers. Current photography supports the existence of an operating pool and completed apartments, yet a buyer should still verify access rules, operating hours, which food-and-beverage outlets are currently open, guest policies and how costs are allocated between the hotel, office and residential uses. In a mixed-use property, those operating rules often have a greater effect on day-to-day ownership than a long amenities list.
The operating story is tied to a hotel and serviced-apartment concept. Project and agency material refer to ONYX Hospitality Group and the Shama brand, but public sources do not provide the complete current management agreement, the exact branded floor scope or the terms applying to every privately owned unit. Hotel management should therefore not be assumed to cover every unit offered for sale. A buyer expecting rental management should request the agreement for that specific apartment, the operator's fees, cost allocation, owner-use limits, repair obligations, contract term, exit provisions and the right to let independently. Older marketing references to guaranteed returns have not been treated as a current project fact and should carry no weight without a signed, enforceable agreement for the selected unit.
Wealth Mansion can be assessed as a real building rather than a promise. Buyers can compare views, traffic noise, lift performance, corridors, parking, finishes and the load on common facilities before committing. A sensible process is to inspect several competing apartments of the same broad type, review the legal and management file, and negotiate only after those checks. Useful documents include a management-fee clearance, recent utility and service invoices, house rules, handover record, rental history and an itemised furniture list. On a resale, the contract should also allocate transfer taxes and fees. This approach separates the merits of a completed riverside tower from the terms of a particular apartment, which vary materially across the July 2026 market.

Before relying on the price, confirm whether the area is gross or internal, whether the apartment remains available, its floor and the title to be transferred. Active resale offers also show studios at roughly 35–63 sqm with materially higher asking prices.
A compact one-bedroom entry in the published range. External portals do not always align their letter codes with the official A/A1/A2 plans, so the selected unit's actual drawing should be attached to the contract. Verify the balcony, outlook, internal area, furniture and current management charge separately.
A larger one-bedroom configuration, close to the roughly 62.67 sqm completed offers on realestate.com.kh. Comparison must account for the area basis: listings may show gross size while usable internal space is smaller. For a resale, appliance condition, rental history and management-fee clearance are material.
A compact two-bedroom home where one bathroom and a limited footprint make the furniture and storage layout important to inspect. The official range includes C, D, F and F1 two-bedroom plans, but the listing code must be reconciled with the drawing attached to the sale. Outlook and proximity to lifts can affect resale appeal.
A two-bedroom layout with two bathrooms is better suited to shared occupancy or a family than the compact one-bath option. realestate.com.kh also surfaces a separate 81 sqm offer at a materially different price, illustrating the gap between a marketing range and live stock. Compare unit number, condition and documents before judging any discount.
A larger family format advertised with a river view. Other sources show three-bedroom homes reaching roughly 128 sqm at higher asking prices, so 112 sqm is not the only standard. Orientation, actual window exposure, balcony width, parking entitlement and the full furniture handover list are particularly important for this unit type.
Published areas and prices do not form one verified developer stock list. Rumavi shows six advertised entries, while realestate.com.kh, IPS, ERA and individual agencies use different areas, type codes and asking prices. The official floor-plan page confirms studios and one-, two- and three-bedroom formats but does not publish a dated schedule of available unit numbers.
