About the project
Morgan EnMaison is a large riverfront residential development in Chroy Changvar rather than a single condominium tower. Public material describes a multi-phase scheme with several high-rise buildings, conventional apartments, loft products, large upper-floor residences, retail space, landscaped communal areas and a hotel component. That scale creates genuine choice, but it also makes the project easy to misunderstand. Every offer needs to be tied to a specific tower, phase, floor and unit code before its facts can be trusted.
The development sits on Mekong River Road, also referenced as Street 88, in Sangkat Chroy Changvar. Its defining advantage is the waterfront setting and the potential for open views across the Mekong or toward central Phnom Penh. A project-level address does not guarantee a river outlook, however. Some stacks face neighbouring buildings, internal landscaping or future construction. Buyers should ask for the orientation, current photographs from the unit and a clear view line on the floor plan rather than relying on a generic skyline image.

Morgan EnMaison is now represented in the market as a delivered and occupied development. NovAsia’s existing profile cites Knight Frank as recording handovers in the first half of 2024, while current sale and rental listings advertise move-in-ready apartments. Older project pages still show Q4 2023, 2024 completion or a percentage of construction progress. Those dates may refer to different towers or release stages, which is why the status of the selected building matters more than one headline completion year.
Inspect the tower, not only the apartment
A pre-purchase visit should follow the full route from the entrance and parking area to the unit during normal operating conditions. Check lift waiting times, access control, water pressure, cooling in common areas, backup power, corridor condition, signs of leakage, plant noise and real access to the facilities being sold with the apartment. On a high floor, test mobile reception, water pressure and the practicality of the emergency route.
A second visit after dark can reveal parking and lift demand, neighbour and commercial noise, site lighting and how security actually operates. Record the findings with photographs and a short defect list, and put any material remedy into writing before final settlement.
The recognised consumer brand is Morgan Group, but public sources use several company names around the development. Morganford Investment (Cambodia) Co., Ltd., Morgan Jovan and other formulations appear across agency and developer references. A brand name is not enough for legal due diligence. The seller named in the SPA, assignment or resale contract must be matched to the selected unit, and a secondary-market purchase requires a clear chain from the original buyer to the current owner.
Published scale figures are unusually inconsistent. Sources describe five towers, tower heights of 47, 54 and 70 floors, and totals ranging from 4,480 or 4,840 apartments to 6,049 units. These numbers may cover different phases, hotel rooms, loft inventory or the wider master plan. The dossier therefore does not force one floor or unit count into the registry. A current tower schedule and unit register are more useful than repeating a project-wide figure that may not apply to the apartment being sold.
The resale market now provides several entry points. The lowest verified advertisement found during this review was an urgent studio resale at $40,000. Other studios and one-bedroom homes are listed materially higher, while two- and three-bedroom asking prices vary with area, furnishing, outlook and seller urgency. A low headline price should trigger questions rather than an automatic conclusion: outstanding developer payments, document status, fit-out, view, maintenance arrears and tower condition can all explain a discount.
How to close an urgent resale safely
Before paying a reservation, the seller should provide more than the original contract. The buyer needs a unit-specific account showing what has been paid, any balance still due to the developer, current management and utility arrears, and whether the developer or building manager must approve the transfer. These points should be confirmed with the party maintaining the register for the selected tower rather than accepted only from the owner or broker.
The resale agreement should separate each payment by purpose: the amount released to the seller, any developer balance, transfer charges, arrears and any retention held until the agreed documents are produced. This does not make a discounted unit automatically safe, but it reveals whether the price reduction reflects genuine urgency or liabilities attached to the apartment.
Area definitions deserve close attention. One current studio listing states 54.14 sqm gross and 42 sqm net. An IPS two-bedroom offer gives 101.77 sqm gross and 78.37 sqm net. The gap is large enough to distort every price-per-square-metre comparison when one advertisement uses gross space and another uses internal area. The contract should identify the legal area, the measurement basis and the remedy if the final registered figure differs from the sales material.
Morgan EnMaison also includes a Smart Loft product promoted with a 4.6-metre ceiling and potential mezzanine use. IPS lists net areas of roughly 55–105 sqm for that category. The visual appeal is clear, but buyers should establish whether a mezzanine is approved, whether it forms part of the titled area, who carries responsibility for structural and MEP modifications, and whether banks or future purchasers will value the added platform in the same way as registered floor space.
At the top end, the project is marketed with penthouses, Sky Palace and Sky Villa residences. Public pages show a conventional three-bedroom penthouse around 225.73 sqm as well as much larger trophy formats. These homes cannot be assessed through the project’s starting price. Private lift access, ceiling height, terraces, plant rooms, cooling costs, service charges, fire strategy and the actual completion standard become decisive, making a technical inspection and a unit-specific specification essential.
The proposed and operating facilities include pools, a fitness centre, sauna, children’s areas, parking, security, retail, coworking space, sky amenities, landscaped gardens and a river dock. Project renders show an ambitious resort-style environment, while current listings confirm access to at least some leisure facilities. Buyers should still ask which amenities are open, which tower has access, whether hotel areas are shared, what requires an extra fee and how common costs are divided among residential, hospitality and commercial users.
The operating file for the selected tower
For a completed development, request the current co-ownership and use rules, evidence appointing the managing party, the latest schedule of compulsory charges, the reserve-fund mechanism, parking and common-area rules, and a clearance confirming that the selected unit has no outstanding building debt. Cambodia’s Sub-Decree No. 126 links a private unit to common property and shared maintenance obligations, so the unit title alone does not establish the owner’s full running-cost position.
Recent owner notices and available decisions on major works are also useful. They may reveal planned spending on façades, lifts, pools, water systems or other items not yet reflected in the current service charge. Where Morgan EnMaison does not operate under one project-wide file, the documents should be obtained for the exact tower and phase.
The rental market demonstrates that parts of the complex are in active use. Cam Realty advertises studios around $400–500 per month depending on floor and furnishing, and Knight Frank carries approximately 60 sqm one-bedroom rentals. These listings support an occupier case, but they do not prove a uniform investment return. Rent depends on fit-out, view, building management, utility tariffs, included management fees and competition from a large internal supply of similar units.
How to model rent for the actual unit
The useful comparison is not the advertised monthly rent but the annual cash result for the selected apartment. Include paid occupancy, vacancy, move-in incentives, leasing commission, management, service charge, minor repairs, appliance replacement, owner-paid utilities and tax. The lease should identify which operating costs are passed to the tenant.
Comparable evidence should come from the same tower or a genuinely similar floor, size, outlook and furnishing standard. A river-facing studio and a differently fitted apartment in another building are not reliable comparables merely because both carry the Morgan EnMaison name. Present the result as an estimated net yield after the stated costs, not as a project promise.
Morgan EnMaison works best when approached as a collection of distinct sub-markets inside one waterfront address. Its strongest features are completed high-rise inventory, river exposure and a wide range of layouts. Its main challenge is complexity: public descriptions often combine phases and product types. A sound purchase file should identify the exact tower, floor, stack, gross and net area, current owner, outstanding balance, title or transfer document, management rules, fees and physical condition before the price is compared with other Chroy Changvar or central Phnom Penh options.

A compact layout with a one-wall kitchen and balcony in one current listing. An urgent resale provides the $40,000 lower anchor, but area, furnishing, outlook and document status belong only to that advertised unit.
A practical format for one person or a couple. Lux Realty lists a 47.92 sqm unit, while Knight Frank carries rentals around 60 sqm; the selected plan should override any project-wide assumption.
A current IPS listing shows a material difference between gross and net area. The layout may suit a couple or small family, but any per-square-metre comparison should use the contractual area definition.
Public stock spans materially different positions: Lux Realty lists 84 sqm at $158,000, while IPS lists 103 sqm at $280,000. Tower, fit-out, floor and outlook matter alongside size.
The loft category is marketed with a 4.6-metre ceiling and mezzanine potential. Structural approval, titled area, completion status and building rules should be verified before any alteration.
Upper-floor inventory ranges from conventional penthouses to much larger Sky Palace and Sky Villa products. Technical plans, lift access, terraces, MEP systems, service charges and delivered finish require unit-level review.

Can a Morgan EnMaison apartment be rented short term?
