Why this project is worth a look

Different ways to stay

Buyers can consider a small apartment for occasional island trips or a pool villa with more privacy. The choice changes service dependence, upkeep and personal-use flexibility, not just the amount payable upfront.

A genuine island address

This is in Desa Sakti on Nusa Penida, away from mainland Bali's major residential centres. The landscape is the draw, while boat transfers and on-island transport remain everyday realities for owners and guests.

A resort-led concept

Pools, dining, wellness and recreation facilities are part of the published plan. They could make a stay easier, provided their delivery, access rules and long-term funding are set out in enforceable arrangements.

Several entry points

Advertised studios start far below the asking prices for private villas. That makes it possible to assess different budgets, but the cheapest listing cannot be taken as the price of a standalone villa or as the final transaction cost.

A traceable site

There is a consistent street-level location, named accommodation types and visible construction reporting. Those make focused due diligence possible; they do not replace signed plans, land records or commissioning documents.

About the project

A holiday home on Nusa Penida is a different proposition from a villa in Canggu or a managed apartment in southern Bali. OceaniQ Nusa Penida occupies that distinction deliberately: it is marketed as a resort-style development on the neighbouring island, with private-pool villas alongside apartments and penthouses. The project's own communications describe 21 villas and 15 apartment units, supported by shared leisure and hospitality facilities. OceaniQ also has separate developments in Nusa Dua, but those are not additional names for this property. A buyer reviewing brochures, progress updates or contracts should make sure each one identifies Nusa Penida rather than another OceaniQ site. An impressive portfolio elsewhere does not demonstrate that a particular unit on this island has been completed or legally delivered.

The address is more specific than the usual promise of a home somewhere near the sea. Brand-linked material and an independent listing both place the site on Jalan Tanjung Akuh, in the Sebunibus and Banjar Anyar area of Desa Sakti, Nusa Penida District, Klungkung Regency. That puts it on Nusa Penida itself, within Bali Province, not in the Nusa Dua resort district on Bali's main island. Third-party maps also place the development in this vicinity. They do not replace a cadastral plan or establish the exact boundaries of the parcel being leased. Nor does a map pin tell buyers which villa, apartment block or access road will ultimately form part of their contractual rights. Those details belong in the drawings attached to a specific sale.

Remoteness creates both the appeal and a substantial operating difference. Visitors generally reach Nusa Penida by boat and then continue overland. Connections depend on weather, sailing schedules and where a visitor starts the journey. It makes little sense to treat a brochure's crossing time as a reliable door-to-door transfer from the airport. For someone coming twice a year for a long break, the sea journey may be perfectly acceptable. The calculation changes when owners intend to visit for short weekends, oversee repairs personally or offer guests a seamless arrival at any hour. Transfers, staff transport, emergency access and replacement supplies all deserve a place in the ownership budget.

The setting is sold through water views, sunset exposure and sightlines towards Mount Agung. Those may be powerful reasons to choose this location, but a perspective drawing is not a view guarantee. Position matters: a villa on the outer edge of the slope, a villa behind it and an apartment on a different level can have markedly different outlooks. Likewise, descriptions of being roughly 100 metres from the ocean are not evidence of legal beach access or an easy walking route. The island's topography makes the distinction between seeing the water and reaching it especially relevant. A buyer hoping to swim from the property should inspect the actual route and shoreline rather than infer beach facilities from the resort's name or promotional imagery.

The product mix is unusually broad for a relatively compact island development. Current third-party listings include a studio apartment of approximately 25 square metres, a small penthouse studio, two-bedroom apartments and detached one- and two-bedroom villas. The apartment options may appeal to buyers who want a place to sleep, work and spend most of the day outside. Villas serve a different purpose: more separation from neighbours, private outdoor space and an individual pool. That independence carries an operational cost, particularly when the property sits empty. These should not be evaluated solely as differently sized versions of the same investment. Usage patterns, management responsibilities, privacy and maintenance can matter more than the headline purchase price.

Even the word 'penthouse' needs care here. A current listing includes a studio-format penthouse with a much smaller stated area than some conventional apartments elsewhere in Bali. It may still have desirable features, but the label does not establish the presence of a substantial private rooftop, exclusive lift access or a particular floor plan. An apartment's internal usable space, terraces, common corridors and associated rights need to be distinguished. For villas, published figures are even less consistent. One specialist marketplace lists 114 square metres for a one-bedroom type and 166 square metres for a two-bedroom type; other agents quote different, sometimes much larger, areas for similarly named villas. No public schedule reconciles whether these are different unit designs, building areas, terraces or plots. Only the chosen unit's signed measurements can settle that comparison.

Shared amenities are a central part of the concept rather than a minor extra. Public descriptions mention an infinity-style pool, spa and sauna facilities, a restaurant and bar, fitness and recreation areas, badminton, outdoor cinema, laundry and parking. If these spaces are delivered and operated well, they could make smaller accommodation units considerably more comfortable and reduce the need for guests to leave the property for every meal or activity. Yet a facility on a master plan is not necessarily open, included in the service charge or available without booking. A resident's rights of access and a rental guest's rights may also differ. An operating budget should include the facilities that owners will have to finance, not assume that resort services are cost-free benefits bundled into every purchase.

Construction reporting supports treating OceaniQ Nusa Penida as a project in progress, not a fully handed-over resort. Brand communications during 2026 discussed glazing, finishing works, engineering and preparation connected with the apartment section, while an August portfolio statement continued to describe the development as advancing. Independent listings have likewise continued to use construction-stage language. None of this is a substitute for a technical inspection or formal handover evidence for an individual residence. A photograph of completed façades cannot establish that water systems, lifts, safety equipment, common amenities or other buildings are commissioned. The point is particularly important where the contract may require a buyer to make staged payments well before a complete resort can welcome guests.

Completion dates in circulation are too inconsistent to adopt a single public deadline. Older sales pages refer to the third quarter of 2026, another detailed marketplace points to the fourth quarter of 2027, and a separate property marketing page alongside subsequent coverage mentions the second quarter of 2028. These may reflect revised schedules or different elements of the site, but the available evidence does not establish a legally distinct phase with its own verified timetable. None of those dates should be treated as a binding completion commitment for a specific villa or apartment. A purchaser needs the current contractual handover date, what counts as completion, the process for reporting defects and the remedies if occupation is delayed.

There is a similarly important difference between an advertised asking price and a costed transaction. A specialist marketplace currently shows a starting studio price of USD 108,900, with a studio penthouse from USD 115,500 and one- and two-bedroom villas starting at USD 269,000 and USD 429,000 respectively. Other live-looking pages retain a lower USD 99,000 studio figure from earlier in 2026. They may refer to old inventory, changed terms or listings that have not been refreshed; the public pages do not resolve the discrepancy. These are seller-side market advertisements, not a verified developer price sheet. Taxes, professional fees, furniture packages, future community charges, lease extensions and transaction costs can materially change the actual amount needed to take possession and operate a property.

Payment terms have also been promoted in more than one form. One marketplace describes individually structured instalments over as much as thirty months, while a separate, independently operated marketing website advertises a ten-percent initial reservation payment. Neither statement confirms the payment schedule offered to a buyer today. More importantly, an instalment plan should identify the contracting and receiving entities, the currency, bank account, construction or documentation milestones, refund rules and remedies for non-performance. If the seller and bank account holder have different corporate names, the relationship must be documented. A familiar property brand does not, by itself, establish that all accounts or affiliates have authority to receive funds under the buyer's agreement.

The ownership proposition is generally advertised as a 25-year contractual lease, with a further 50 years described as an extension. Some sales materials present the extension in especially reassuring language. Buyers should resist reading that as a present, unconditional 75-year right. No executed lease for a chosen unit has been made available for this dossier. The start date of the initial term, the lessor's title, any payment due on renewal, the timing and enforceability of an option, and the treatment of a resale are all decisive. A 25-year term that begins before handover does not have the same economic value as one beginning on occupation. Nor is a promise made in a brochure necessarily enforceable against whoever holds the land title several decades from now.

Indonesian land law adds a second layer to that distinction. Hak Milik is a form of land ownership that a foreign individual cannot simply acquire directly through an ordinary property purchase. Hak Pakai and Hak Guna Bangunan are different statutory rights, each subject to its own conditions concerning the right holder, land and use. A private lease is not interchangeable with any of them. At OceaniQ Nusa Penida, the publicly available material reviewed here does not include a verified parcel title identifying the landholder and the legal right behind the proposed leases. Buyers therefore cannot infer direct land ownership, an available foreign ownership structure or an automatic renewal simply from the term used in an English-language advertisement. The real protection lies in the title, contract and applicable law.

There are several corporate names associated with the wider OceaniQ business. Brand-linked pages name PT OCEANIQ VIEW VILLAS, while a broader portfolio site displays PT INSIDE DEVELOPMENT GROUP; Andrey Khazov appears publicly as a leading figure connected with the projects. Those are meaningful leads for identifying the organisations involved, but public marketing pages do not establish the precise legal roles on the Nusa Penida parcel. The landholder, development permit holder, contracting seller and property manager need not be the same company. That is not inherently problematic; it does mean buyers need a coherent documentary chain showing who can grant the lease, who owes construction obligations and who must return money if a contract is terminated. An agent selling a unit is not automatically its developer.

Permission to build should be separated from permission to operate. OceaniQ representatives and third-party listings have said that the project obtained PBG, the Indonesian building approval. However, the approval itself, with a traceable number and site reference, has not been independently examined for this dossier. SLF, the building fitness-for-use certificate, addresses a different stage and cannot be inferred from a developer's expected delivery date. The same distinction applies to zoning and hospitality activity. A broker's reference to tourism zoning does not establish permitted short-stay use for each villa or apartment. The review has not established the parcel-specific planning approval, a final SLF or the licences and arrangements needed to run the proposed resort operation.

Management is potentially one of the project's biggest conveniences and one of the least documented financial variables. Marketing materials describe rental handling and the possibility of pooling rental income. Under a pooled model, a unit's economic return may depend not only on its own bookings but on allocation rules across participating properties, shared costs, reservation policies, the operating calendar and deductions before payment to owners. That can be reasonable if the terms and reporting are transparent. It can also make it difficult for an owner to reconstruct what was earned from their particular unit. An independently confirmed operating company, its management agreement, owner-use rights and audited performance history have not been established here. Published yield or payback projections are promotional assumptions rather than verified cash flows.

Physical upkeep deserves attention too. An exposed island site can make water supply, drainage, electrical resilience, communications, road access and response times more consequential than at an established urban apartment building. The development's marketing refers to attention to engineering and drainage, but the performance of those systems cannot be proved by the specification alone. A detached villa has pool pumps and exterior finishes in addition to its living rooms; a small apartment may rely more heavily on shared water, power and safety systems. It is worth knowing who maintains them, how reserves are funded and what happens when a component fails outside normal working hours. Those are relevant questions for any resort property, not evidence that this particular one is defective.

When it comes to resale, the remaining lease term will probably be at least as important as the ocean view. A future buyer will want to know whether rights can be assigned, what approvals or fees apply, whether the building has been properly commissioned, what ongoing costs have been incurred and whether rental accounts can be independently checked. The island setting may attract travellers seeking something different, but it does not guarantee a deep or fast-moving secondary market. An investor should stress-test quiet periods, weather-related transport interruptions, repairs and management fees rather than insert a projected headline return into a spreadsheet. Someone purchasing for personal use can give greater weight to privacy and the holiday experience, while accepting a more involved journey and less certainty about resale timing.

That is the essential trade-off at OceaniQ Nusa Penida. The combination of private villas, modestly sized apartments and a proposed resort environment gives buyers several ways to enjoy a striking island setting. It is also a development whose public record still contains conflicting construction deadlines, inconsistent areas and incomplete documentation of the land, permits and operator. There is enough substance to compare an actual unit with alternatives; there is not enough to treat the marketing package as a turnkey, legally verified income product. A sensible decision begins with the exact unit plan, the executed form of lease, the title and permit chain, current construction schedule and a realistic account of what ownership will cost after purchase.
