Transaction costs in Bali
An offer sometimes contains one convenient line: ‘all costs are roughly this much’. It saves space in a deck, but does not help compare two transactions. A real estimate starts not with a percentage, but with questions: what is paid for, on what basis, who pays, when the amount arises and what is included.
What do official sources actually establish?
Government Regulation No. 34 of 2016 governs income tax on transfers of land and/or building rights and certain preliminary sale-and-purchase agreements. Law No. 1 of 2022 sets the general framework for central–regional financial relations, including regional taxes and retributions. Government Regulation No. 128 of 2015 sets types and tariffs for certain non-tax state revenues in the ATR/BPN system. This shows that a transaction can have different public bases and levels. It does not tell us which set applies to a particular subject, agreement, territory and date.
The short answer
The open regulatory framework explains why an honest estimate cannot be one universal number. A transaction has a subject, party, date, territory, contractual structure and service set. Until each cost is linked to at least one of those fields and to a source or quote, a total percentage remains a marketing estimate, not a purchase budget.
Methodology and data
- Period
- Regulatory sources from 2015, 2016 and 2022 were checked on 16 October 2026; applicability and current local rules are checked for the actual transaction.
- Geography
- Bali as transaction territory; local level and subject are not replaced by a national general framework.
- Method
- Line-by-line table of basis, payer, trigger, calculation base, source and inclusions.
How to use an estimate before deciding
Ask for two versions of one table: the offer’s initial estimate and the version after parties, subject and service scope are fully named. Do not debate whether it is expensive or cheap until the base and payer are visible. Then compare not only the total, but the number of open lines. An option with a slightly higher, clearer amount can be more manageable than one with a lower marketing percentage if half its items are still unnamed.
The boundary of this briefing
There is no financial or legal calculation, exact tariff, regional rate, tax outcome, currency conversion or payer designation here. Regulation No. 34/2016, Law No. 1/2022 and Regulation No. 128/2015 confirm different frameworks, but do not replace current records, local rules and an estimate for the actual transaction subject. The total before money moves must be checked against the current structure and by the responsible professional.
