About the project

Port Yves Palace is an under-construction beachfront aparthotel on Koh Toch Beach, Koh Rong, in Preah Sihanouk Province. The current project site describes a nine-storey building with 151 apartments and more than 9,000 sqm allocated to residential, recreational and business functions. This is materially different from a conventional city condominium. The apartments are designed to operate inside a single hospitality property with restaurants, wellness facilities, conference space, beach amenities and long-term hotel management. A buyer therefore needs to assess more than size and view: the management agreement, owner-use rules, operating costs, handover specification and the relationship between private ownership and hotel operation all matter.

The project is actively under construction. Cambodia’s state news agency AKP reported the groundbreaking at Koh Toch Beach on October 27, 2025. More recent 2026 public updates from IM Capital and the construction side state that foundation works have been completed and work is moving into the above-ground structure. LBL International Construction also says construction is underway and identifies its scope as Design & Build. The current Port Yves Palace website gives XII 2027 as the facility-opening target. That should be treated as the developer’s present target rather than a completed or guaranteed delivery date; buyers should check actual progress and contractual completion provisions before committing.

The current official offer contains 15 layout codes across five principal categories: Double for Single, Classic, Lux, Deluxe and Superior. Each code is published with its view, area and price. The lowest figure shown in that table on the review date is USD 126,924 for DS-3, a 26.51 sqm Double for Single unit with a Jungle View. The table also contains other DS formats, several Classic units, larger Lux apartments, a Deluxe configuration and multiple Superior layouts. The official site expressly warns that availability for selected categories may be limited and that the current offer is available on request. The figures recorded here are therefore a dated snapshot, not a promise that a particular unit remains available.

The payment schedule currently published by the project has three stages: 30% on signing the reservation agreement, 40% on signing the preliminary agreement and the remaining 30% by September 30, 2027, before the final contract. This is useful as a headline structure but it is not a substitute for the actual contract. A buyer should match payment dates against construction milestones, transfer conditions, cancellation provisions, the delivered specification and ownership documentation. No projected ROI, capital appreciation or payback figure has been carried into the factual record in this dossier. AKP’s groundbreaking report, however, identifies the CEO of M.B.I.S Development Co., Ltd. as the project chairwoman. For this reason the main developer-brand field uses IM Capital Holding, while MBIS is retained as a separate project-company/landholding reference rather than being conflated with the operator or contractor.

The design and delivery team is similarly role-specific. The official project page lists Tektoline and Motive Studio for architecture, Future Architects as the architectural partner adapting the design to the Cambodian market, COVA Group as substitute investor/project-supervision partner, and LBL Group as main contractor. That distinction is practical for due diligence. Questions about the sale contract and land or unit title belong with the transaction and project entities; construction programme and workmanship belong with the development and contractor team; long-term hotel operation belongs with the operator. Marketing pages sometimes use developer, operator, investor and project-company language together, so the signed documents should ultimately define the legal responsibilities.

Port Yves Palace is designed around a hospitality operating model. The project also states that apartments are delivered with full turnkey finishing and furniture. AKP places the project at Koh Toch Beach, Sangkat Koh Rong Sanlem, Koh Rong city, Preah Sihanouk Province. The project’s official contact address says Koh Touch Village, Koh Rong Island, Sihanoukville Province. The dossier combines those descriptions into a complete practical address without inventing a street number or parcel identifier. NovAsia’s current closed taxonomy does not contain suitable IDs for Krong Koh Rong and Sangkat Koh Rong Sanlem, so unsupported taxonomy fields are deliberately omitted.
