About the project
Samraong Village is a low-rise borey community on the northern edge of Phnom Penh, fronting National Road 5 in Sangkat Samraong, Khan Preaek Pnov. The market also refers to it as Borey Samraong Village. Prince Huan Yu Real Estate Group is the developer, a point supported by the project profile, launch coverage, the historical bank partnership announcement and the design teams’ portfolios. This is not a high-rise condominium proposition: a buyer is considering a landed or attached home with its own entrance, parking and rooms arranged over several levels rather than an apartment in a tower with shared vertical circulation.
The development was conceived as more than a short street of repetitive houses. Launch reporting described a long-term master site of roughly 270 hectares, with a 33-hectare first phase. PropertyHub lists 330,000 square metres, which aligns with that first phase rather than necessarily representing the entire future township. That distinction matters. Features delivered in a completed pocket should not automatically be assumed across the wider landholding, while plans for later areas do not prove that every element is operating beside a resale home today. A viewing should identify the exact phase, street, utility status and condition of surrounding plots.

The planning idea emphasises compact neighbourhood clusters, walkable links and landscaped shared areas. Aerne Architect & Associates describes an organic masterplan, pedestrian and bicycle movement, smaller community groupings and dual-orientation homes with private rear yards. Early project publicity stated that green areas would account for 40% of the first phase and that the plan included about 12 kilometres of bicycle routes. Those figures are published design commitments from the launch period. Buyers should still inspect what has actually been completed around the selected property and what remains part of ongoing development.
The housing range creates several entry points. PropertyHub presents Linked Villa C and Linked Villa B as the lower-priced options, followed by Linked Villa A, Twin Villa A, Twin Villa B, a detached Single Villa A and the more commercially oriented Shophouse. Every listed type has at least three bedrooms, making this primarily a family housing project rather than a small-unit investment scheme. Architectural material also shows a Single Villa B and further plan variations, although the public sales platforms do not provide one definitive, current availability matrix covering every design.
The spatial logic changes by house series. Link houses use a tighter plot and shared side walls but introduce daylight through a courtyard, rear garden or open sections. Twin villas expose more of the building perimeter and share with only one neighbour. Single villas are designed for larger households and provide more private rooms, terraces and adaptable areas that may serve as a study, guest bedroom or family lounge. A shophouse combines residential and potential commercial use, so its usefulness depends as much on the exact internal street and footfall as on the building itself.
Open sources show that Samraong Village already contains completed and occupied homes and supports an active resale market. CAM Realty displays a real row of finished Link Villa B houses, while Pointer carried 2026 sale listings with hard title. At the same time, AO Architects describes the project as ‘Phase One Complete Construction. On going Development.’ It would therefore be misleading to call the entire township simply completed or purely under construction. Built homes are trading and being rented, while the wider scheme continues to evolve. The registry uses under_construction and the page explains that mixed condition clearly.
PropertyHub labels the project hard title, and current Pointer resale listings also state hard title for individual houses. Title must nevertheless be verified lot by lot. The project name does not replace examination of the title document, parcel boundaries, registered owner, encumbrances and whether the physical building matches the recorded property. A resale purchase should also check utility accounts, community charges, any unpaid obligations and whether alterations were made with the necessary approvals.
The published lower price anchor of $68,100 comes from the project profile and is attached to Linked Villa C. Current resale homes can sit at very different levels. In 2026 Pointer displayed a Link Villa B at $79,000 and a corner link villa at $145,000, with variation driven by house series, corner position, land dimensions, fit-out condition and the seller’s circumstances. The useful comparison is therefore between genuinely comparable homes, not a single headline price. Historical 2021 mortgage promotions should not be treated as available today without new written confirmation from the bank.
The National Road 5 setting suits households whose daily pattern is tied to northern Phnom Penh and Preaek Pnov. PropertyHub describes Prek Pnov Wet Market as roughly five minutes away, although real travel time depends on the project gate, route and traffic. This is a peripheral rather than central-city location. Trips to central business districts may take longer, while the trade-off is a low-rise home and more private space than an apartment at a similar budget may offer. A weekday test drive in both morning and evening traffic is more informative than a promotional journey time.
Day-to-day quality depends on what is functioning in the selected cluster, not only on the masterplan. Published facilities include playgrounds, barbecue areas, guest and resident parking, retail or café space, bicycle parking, perimeter fencing, CCTV and fire detection and sprinkler systems. The design concept also includes community gardens, small parks and social courtyards. During a viewing, buyers should inspect internal roads, lighting, drainage, security operations, shared landscaping and whether the promised convenience uses are open near the house under consideration.
Samraong Village is best understood as a broad family-oriented borey with multiple house formats and an established resale layer. Its practical appeal is the choice between link, twin and detached villas and shophouses within one planning framework, not a guaranteed return story. The transaction turns on concrete questions: the exact phase, construction activity around the lot, parcel title, physical quality of the house, current community costs and the real commute to work, school and family commitments. With those points verified, it can suit a buyer seeking a house in northern Phnom Penh who is comfortable trading centrality for space, privacy and a low-rise environment.
Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs. Which one applies — if any — is a question for a qualified Cambodian lawyer on your specific deal, not something we settle on a web page.
