It is not a new launch or an apartment release. The market now consists of finished homes offered by individual owners for resale or rent inside an established borey community. Borey Peng Huoth’s own project directory lists Quateria separately from neighbouring The Star Emerald II even though both sit on the same road corridor. A viewing should therefore be tied to the exact phase name, listing reference and property documents rather than to the developer brand or Street 1928 alone.

The most accurate current description is completed with an active secondary market. Borey Peng Huoth includes The Star Quateria in its completed-project filter, while 2026 agency stock confirms that homes are still changing hands and being leased. Public listings cover link houses, twin villas and a larger Queen villa. This is a property-by-property market, not a uniform developer inventory: each house may have a different owner, renovation history, frontage, orientation, furnishing package, land area and level of maintenance.

Peng Huoth Group’s milestone timeline places The Star Quateria in 2013, making it one of the earlier named projects in the group’s portfolio. That year is best treated as a corporate project milestone rather than a documented handover date for every home. The useful point for a buyer is that the estate can be inspected as it stands today. Internal streets, mature planting, neighbouring façades and occupied homes are visible, allowing a practical assessment of parking, shade, traffic noise, access to the gate and the condition of the immediate row.

Realestate.com.kh describes a site of about seven hectares and names Link Houses, Twin Houses, Queen Villas and King Villas in the project mix. Its live project stock showed at least two homes for sale and several rentals at the time of review. The lower public sale reference of $179,000 belongs to one four-bedroom link house; it is not a project-wide price or a guarantee that another home will be available on the same terms. Larger homes sit in a different bracket. A March 2026 twin-villa listing was marketed at $320,000, while a May 2026 seven-bedroom Queen villa was advertised at $920,000. Plot size, position, renovation, furniture and the owner’s urgency all affect the number.

Areas also need to be read at listing level. One current Realestate.com.kh link-house example shows about 61 sqm of house area and 111 sqm of land, while other link-villa advertisements report roughly 180 sqm of house area on plots of about 101–160 sqm. A CAM Realty twin villa is described as 216 sqm of house area on 168 sqm of land, arranged over three floors with parking for two cars. Its Queen-villa listing gives 432 sqm of house area and a 414 sqm plot, again over three levels. These figures do not form a verified original schedule for the whole phase. Extensions, later alterations and different measurement conventions are possible, so the physical survey and title dimensions should be reconciled before a deposit is paid.

Project-level amenity descriptions include a swimming pool, gym, Jacuzzi, sauna, gardens and an indoor children’s area, and current listings repeatedly refer to 24-hour security. A buyer should separate shared facilities from items belonging to the individual house. Access to the pool or gym may be governed by community rules or fees, while air-conditioning, appliances, furniture, parking canopies, kitchens and landscaping are owner-specific. The viewing checklist should identify what remains with the property, what needs replacement and which service or management charges apply.

This is a car-oriented Sen Sok location rather than a central walk-everywhere address. The official project page places Quateria along Oknha Mong Reth Thy Street, about 900 metres from Camko Roundabout. OpenStreetMap identifies the residential area at approximately 11.5922, 104.88555, with AEON Mall Sen Sok City around one kilometre to the north on the mapping source. The wider district provides access to major retail and the education network of Sen Sok and Tuol Kork, but actual convenience depends on the home’s gate, time of day and traffic on Street 1928. Buyers commuting to BKK, Daun Penh or Chbar Ampov should test the route during their normal travel hours.

For a foreign buyer, the central legal issue is land ownership rather than the physical house. Cambodia’s Constitution reserves land ownership for Khmer nationals and Khmer legal entities. A hard-title label in a listing therefore does not mean that a foreign individual can automatically register the underlying land in their own name. The ownership structure, registered owner, encumbrances, taxes and approvals for extensions need independent review by a Cambodian lawyer. An agent’s or seller’s explanation should be treated as a starting point, not as a substitute for legal due diligence.

The Star Quateria makes the most sense for buyers who want an existing family home in a recognised borey rather than an off-plan promise. Several budget levels can be compared, from narrower link houses to substantial detached villas, and the actual asset can be inspected before a decision. The trade-off is inconsistency: two homes carrying the same phase name may differ greatly in condition, layout and paperwork. A disciplined purchase process is to shortlist several live properties, view them on the same day, request the title and alteration documents, verify dimensions and only then negotiate a deposit and handover schedule.

Landed property — what this means for a foreign buyer

This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.

That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
