Business and operating permits in Bali

The question “can we rent, work or receive guests here?” cannot honestly be closed with one document. It has at least three parts: what happens in practice, which activity is stated in business records, and what is supported for the building and address. Describe the model first, then check the records.

When is review needed before a contract?

When the asset price depends on income, short stays, receiving guests, managing others’ units, a café, office or another activity. The more the promise depends on future operation, the more dangerous it is to replace review with the attractive word “licence”.

Short answer

There is no safe universal tick box. An NIB is business identity in OSS; obligations depend on the stated activity and risk level. PBG and SLF sit in the official building track through SIMBG. For a particular address, live records must be compared with actual use, the agreement and local requirements by relevant professionals.

Begin with use, not an abbreviation

The word “operation” can mean very different things in Bali. In one situation an owner lives in a home; in another, short-stay guests are received; in a third, someone manages other people’s assets. Documents and conclusions cannot be moved from one scenario to another. Create one sheet: address, who uses the asset, roles, service, money flow and duration. It is a working paper for review, not a formality.

An NIB is a starting point, not a universal permission

OSS calls the NIB business identity and explains that risk-based licensing groups activity into four risk levels that determine permissions and obligations. The practical conclusion is simple: a number without the stated activity and current status does not answer a question about a particular asset. Ask a professional to review not merely the existence of a record but its applicability to the described model.

Review the building track by address

SIMBG describes services for Persetujuan Bangunan Gedung and Sertifikat Laik Fungsi, as well as the recording of building data. For a buyer or operator that does not mean “everything is certainly in place”; it means a list of precise questions: which records are available, which building they concern, whether the address matches and who can explain any mismatch. Government Regulation No. 16 of 2021 sets the broad building framework but does not confirm the selected asset’s position.

Keep the unknowns visible

A good review has an “unconfirmed” column. It includes a missing record, unclear address, mismatch between actual use and description, and anything a seller promises to obtain later. Do not convert that column into “all fine” for speed. Before payment, know who will check each item, against which source and what happens if confirmation does not arrive.

Decision steps

  1. Write down the use

Record the address, each party’s role, service type, client, duration and money flow without using “investment” or “licence” as substitutes for meaning.

  2. Request business records

Request current records and give the activity description to a relevant professional to check applicability, status and gaps.

  3. Request building records

Compare available PBG, SLF or other building records with the address, actual building and draft agreement through a competent professional.

  4. Record the boundaries

Make a written list of confirmed items, unconfirmed items, responsible people and conditions under which no deposit is transferred.

What to check

0 / 4

Evidence

Evidence
Current business records and a written review of their applicability.
Why it matters
The NIB number by itself does not answer the entire question.
Evidence
Address, building identification and available PBG, SLF or other records for review.
Why it matters
SIMBG does not allow a record to be assumed for every asset.
Evidence
Gap list, responsible people and stop conditions before payment.
Why it matters
An unknown should not turn into an implied permission.
Personal preparation notes, not confirmation of legal review.
