What counts as Chroy Changvar in this comparison
Chroy Changvar has an administrative meaning and a market meaning, and they are not interchangeable. Cambodia's official gazetteer defines Chrouy Changvar Khan as five sangkats: Chrouy Changvar, Preaek Lieb, Preaek Ta Sek, Kaoh Dach and Bak Kaeng. The active high-rise condo market is far more concentrated. On the current major-portal snapshot, the overwhelming majority of apartment and condo entries are tagged to Chroy Changvar itself, while Preaek Lieb, Bak Kaeng and Preaek Ta Sek have only a handful of entries and Kaoh Dach barely appears in the comparable condo set. A single district average therefore compresses very different places and property types into one number.
For a buyer, three practical bands are more defensible than four invented micro-markets. The first is the southern bridgehead around the parallel Cambodia–Japan and Cambodia–China bridges, where a building's route into central Phnom Penh is part of the property's everyday value. The second is the main high-rise river corridor within Chroy Changvar Sangkat, including the larger waterfront and near-water developments that account for much of the visible condo stock. The third is the northbound urban corridor towards National Road 6 and the Russey Keo Bridge, where the useful crossing depends more on the destination than on a generic claim of being 'close to downtown'.
The outer sangkats remain part of the official khan, but the evidence does not support giving each one a condo price benchmark. That distinction matters: thin high-rise inventory in Kaoh Dach or Bak Kaeng is not proof that there is no housing market there; it only means landed housing and sparse listings should not be blended into the same comparison as the dense condo core.
Portal geography also needs a reality check. Area tags can be broad, project cards sit beside agent resale listings, and duplicated adverts can make one apartment look like several observations. The district label is useful for discovery, but a decision about a specific home still comes down to the building address, entrance, road connection and confirmed position on the map.
How housing types and project stages change across the district
The current Chroy Changvar development list is striking because much of the visible 'new development' stock is not construction-stage housing at all. Mekong View Tower 6 and The Bliss Residence are shown as completed in 2020, The Peninsula Private Residences in 2022, Grand Condo 7 in 2023, and Morgan EnMaison and Wealth Mansion in 2024. A buyer browsing the area today is therefore moving between established resale, recently handed-over homes and remaining developer inventory, not choosing from a uniform pipeline of unfinished projects.
La Vista One is a useful example of why a single status field can mislead. The developer's own site published a handover-ceremony item dated 30 December 2024, while a 2025 industry roundup described the project as completed with handover starting in the first quarter of 2025. Yet the current project profile on the same property portal still combines a 2025 completion year with a 92% construction-progress field. The sensible reading is that this is recent handover stock rather than a typical early-stage development, while the exact tower and unit still need current documentary confirmation.
Completed does not mean comparable. The Peninsula is close to the southern bridgehead and ranges from smaller residences to large duplex-style homes. Morgan EnMaison is a very large riverfront scheme with a substantial resale footprint and a wide mix of layouts. Wealth Mansion sits at a different price-per-square-metre position and combines residential and serviced-hospitality elements. Grand Condo 7, Mekong View and The Bliss offer lower entry prices in parts of their inventory, but the buildings differ in age, scale, management history and the depth of current resale supply.
Landed housing belongs in a separate comparison. Chroy Changvar search results contain houses, shophouses and villas as well as condos, especially as the geography moves away from the dense core. Their land component, title structure, size and buyer profile make a blended district $/m² figure almost meaningless. The price-and-space comparison below therefore stays with apartments, condos and studios where a full asking price and floor area can be matched.
Listing counts also overstate how much independent evidence is available. The live feed contains project cards, individual units within the same project, agent copies of the same home and adverts that have not been refreshed for a long time. For decision-making, the most useful evidence is the dated combination of building, asking price, floor area, bedrooms and status — not the raw number next to the search filter.

What the same budget buys across Chroy Changvar
The most useful current number is not a single 'Chroy Changvar price'. It is the amount of product variation that fits inside the same budget. On 29 September 2026, a major portal showed roughly 243 apartments and condos in its area filter, with an asking-price median around $95,000, a middle range of roughly $64,900–$184,000 and a displayed median near $1,500/m². Those are not transaction prices: the feed includes duplicates, project cards, old adverts and different stages of stock. They are still useful as a picture of what a buyer is being shown today.
At $30,000–$50,000 the portal displayed 16 entries, with a median around $40,000 and a middle range near $35,900–$48,300. The examples are mostly studios and small one-bedroom homes: about 27 m² at The Bliss for $36,700, 38 m² at Rung Roeung for $38,000, 48 m² at Morgan EnMaison for about $49,000, plus other listings in roughly the 37–59 m² range. Even at this level, the same cash amount can buy very different building environments and very different layouts.
The roughly $76,500–$127,500 band is much broader in usable space. The live filter contained 62 entries, with a median near $90,500 and a middle range around $80,400–$111,500. Current examples include 78 m² two-bedroom homes at Morgan EnMaison around $103,000–$104,000, a 71 m² two-bedroom listing at $80,000, and a 99 m² Mekong View 1 resale around $120,000. Moving from the $40k–$50k bracket into the $90k–$120k range often buys an additional bedroom and substantially more floor area, not simply a better view.
The $153,000–$255,000 bracket shows the composition effect most clearly. The portal displayed 46 entries, with a median asking price around $175,700 and a middle range around $157,000–$205,000. Near the same overall budget, current examples span a 46 m² Wealth Mansion studio at $150,000, an 83 m² Morgan EnMaison home at $165,000, 101 m² at Mekong View 6 around $155,000, 104 m² at La Vista One around $190,000–$200,000 and 127 m² at The Peninsula around $200,000. Those are not substitutes: age, handover timing, tower, fit-out, floor, outlook and whether the seller is a developer or an owner all affect the number.
Above roughly $250,000, larger two- and three-bedroom homes, duplexes and higher-end floors become more visible. Examples include around $268,000 for 126 m² at Wealth Mansion and a newly listed 156 m² duplex-style home at The Peninsula at $325,000. More space is not automatically better value, because management costs, furnishing condition, parking, title details and the resale depth of that exact layout can outweigh a simple $/m² advantage.
For Chroy Changvar, price per square metre is therefore most informative inside a genuinely comparable group. Mixing a recent handover in a new tower, an urgent resale in a very large scheme and a compact unit in a 2020 building produces a precise-looking figure that explains little. A better reading order is space and bedrooms first, building stage and condition second, then bridge route and the quality of the specific view.
Which option fits your situation
The useful premium is for the actual entrance-to-bridge route, not a map claim of being close to downtown. The approach road can be the bottleneck at peak times.
A waterfront building does not guarantee a water view. Compare floor, orientation, neighbouring towers and which river is actually visible.
Around the $140k–$200k level, some established schemes offer materially more space than newer premium towers, but unit condition and building management become more important.
A newer building has less operating history, so tower-level handover, functioning common areas and actual occupancy matter more than the marketing completion year.
The Bliss, Rung Roeung and selected resales in larger schemes show this entry point, but small floor area and building quality matter more than the headline price alone.
How bridge access and river views change a specific unit
Chroy Changvar does not have one bridge 'to the centre'. At the southern end, the Cambodia–Japan and Cambodia–China friendship bridges operate in parallel; the Japanese bridge reopened after rehabilitation in April 2019. Farther north, the Russey Keo Bridge officially opened in 2023 and links the National Road 5 and National Road 6 sides of the city. That makes it potentially far more useful for a north-westbound commute than for someone whose daily destination is Daun Penh or the southern core.
At the southern bridgehead, proximity to a crossing can be genuinely valuable because it reduces the amount of local road before reaching the river. It still does not justify a fixed '10 minutes to downtown' claim. Two nearby buildings can have different turns, exits and approach roads, and peak-hour queues can erase an advantage that looks obvious on a map.
The north changes the question. The relevant comparison is not simply distance to the older Chroy Changvar bridges, but which crossing creates the least detour to the actual destination. Russey Keo adds a useful Tonle Sap connection, yet it does not make every northern address equally convenient for central Phnom Penh. For one west-bank destination it can be the better route; for another it can be a longer loop.
The future Cambodia–Korea Friendship Bridge should not be treated as working infrastructure. Official sources in 2025 still described it as upcoming, and in a February 2026 interview the Republic of Korea's ambassador said Korea Eximbank was still processing the project and that a precise construction-start date was difficult to estimate. As of 29 September 2026, the defensible position is to treat it as a future connection without a confirmed physical start date in the sources used here, not as a reason to assume higher property values.
River views require the same discipline. One building can contain a home marketed with a water view, another unit with only a city outlook, and a third where the river appears only from one side of the balcony. A fresh Peninsula listing, for example, specifies a west-facing duplex-style unit with a river-view balcony; current La Vista One and Morgan EnMaison adverts also use river-view claims for particular apartments. That supports the claim at unit level, not across every home in those projects.
A useful four-step test is therefore: the building is by the river; the seller claims a view; orientation, plan or photographs confirm the direction; and the sightline is genuinely open, not blocked by existing construction. A price premium can only be measured between units that are otherwise comparable in building, size, floor and condition. The open data used for this page are too mixed to support one credible 'river-view premium' for Chroy Changvar as a whole.

Where the comparison is robust — and where the evidence is thin
The geography is the strongest part of the evidence. Cambodia's official gazetteer clearly defines the five sangkats, while the operating bridges and their opening or reopening dates are supported by official publications. The urban core also contains several large completed projects with current profiles, active listings and a reasonably clear completion history. That is enough to support two conclusions: Chroy Changvar is not one homogeneous housing zone, and bridge access plus building stage materially change what a buyer is comparing.
Price ranges are less certain. The portal provides a large live snapshot of asking prices and floor areas, but it is not a registry of completed transactions. The feed mixes agent copies, urgent resales, developer inventory, owner resale and old adverts. The $30k–$50k, roughly $76.5k–$127.5k and $153k–$255k bands are useful as a map of visible supply on the review date, not as evidence of the price a seller will actually accept.
The outer parts of the khan are thinly evidenced for condos. Only a handful of current apartment entries are tagged to Preaek Lieb, Bak Kaeng and Preaek Ta Sek, while Kaoh Dach is effectively absent from the comparable high-rise set. That is not enough to publish separate medians or claim that one outer area is systematically more expensive than another. A lack of listings cannot be converted into a claim that no market exists.
River-view premiums and travel times are thinner still. Advertisements confirm that sellers market water views on individual homes, but there are not enough like-for-like pairs within the same building to isolate the value of the view from floor, fit-out and layout. Travel time should also remain route-specific unless identical destinations are tested repeatedly at defined times.
Freshness is the final limitation. Some listings were updated within days or weeks; others have been online for years, and one apartment can appear more than once. The district-level evidence is therefore a starting point for narrowing the choice. A decision on one unit still needs a current availability check, title and contract review, building-condition check, service-cost confirmation and an actual route from that building's entrance.

The daily river crossing is a better starting point than treating Chroy Changvar as one uniform location. Two buildings carrying the same district tag can have very different access to a bridge, and that difference is felt every day. The next question is whether the home is established resale, a recently handed-over unit, or remaining developer stock, because each comes with a different evidence trail. For a river view, the building name is never enough: floor, orientation and what already stands between the balcony and the water matter more. Only after those three checks — route, actual completion status and the view from the specific apartment — does the asking price become meaningfully comparable.
