PARQ Development in Bali: What Buyers Need to Know

Who appears in the public record

PARQ Development markets a network of residential destinations rather than standalone homes. Its pitch combines private accommodation with shared amenities such as restaurants, workspaces, recreation and community facilities. PARQ Family near Ubud targets longer-stay households; the brand also promotes coastal and southern Bali schemes under the PARQ Blue, Citadel and SOHO Surfside names. What matters to a purchaser is which parts of that wider environment will actually exist, who must deliver them and whether residents will retain access after handover.

There is a significant break in the story presented on the developer’s own website. PARQ Ubud still appears there as a completed apartment development and a showcase for the brand. Yet the Gianyar Regency government ordered the accommodation business to close in January 2025, and the site changed hands later that year. That history belongs at the centre of any assessment of PARQ Development, not in a footnote.

The website establishes a marketing identity and a range of advertised projects. It does not establish that the same Indonesian company owns the land or signs sales contracts across the portfolio. Buyers should treat the contracting entity and the underlying land rights as project-specific questions.

What the sources support

It would be misleading either to dismiss every PARQ-labelled project because of the former PARQ Ubud site or to assume the matter was resolved when that site was acquired by a new investor. The official closure is a material, established event. The acquisition and reported restart of certain rentals describe later changes, but neither substitutes for current permits or a documented chain of contractual obligations.

The developer’s website gives buyers a substantial amount of sales information. What the publicly reviewed pages do not substantiate is a single verified seller for the portfolio, the land rights for each offered unit, the status of all building permits or independent audited rental performance. The continuing presentation of PARQ Ubud as the brand’s completed reference project also calls for a fresh explanation from the seller in light of the 2025 change of control.

PARQ Family, Citadel and the coastal projects must each be evaluated on their own records. A marketing association with a well-known completed complex is not a substitute for title searches, permits, construction evidence or legally enforceable delivery terms.

FAQ

Does the closure mean PARQ Ubud can never operate again?
No such conclusion follows from the available records. Gianyar authorities closed the former accommodation business in January 2025, and a new investor acquired the site later that year. Binaryx reported that selected rental operations resumed under a successor operator in 2026. The scope of any current operating permission and the legal position of an individual unit still require direct verification.
Is PARQ Family part of the same site as PARQ Ubud?
The brand markets PARQ Family as a separate family-focused project in the Ubud area. The government closure notice concerns the former PARQ Ubud business at Jalan Sri Wedari No. 24. A purchaser should request the parcel number and site plan for PARQ Family rather than assume that the two properties share a title.
Is the 15% return shown for PARQ Family guaranteed?
The developer presents it as a sales claim. We found no independently verified net rental history or project-specific enforceable guarantee in the reviewed public materials. A credible estimate needs the management agreement, permitted rental model, full cost schedule and assumptions about occupancy and amenities.
Who is responsible for delivery under a PARQ purchase agreement?
That can only be answered for a particular contract. The PARQ Development name on a website does not identify a confirmed legal seller for every project. Request the full Indonesian company name, proof of authority, land documents and remedies for missed milestones before paying a deposit.

Projects and buyer context

Family-oriented accommodation is PARQ Family’s main proposition. The developer advertises 110 villas and 8,000 square metres of amenities for children and parents, while the same sales page includes apartments and townhouses. It currently displays an example of a 23-square-metre apartment at US$59,800, with the payment amount expressed in Indonesian rupiah. That is a website listing, not evidence that the specific unit is still for sale or that the amount is a binding October 2026 quotation.

The page also promotes a 15% annual rental return and forecasts capital appreciation. Neither claim should be treated as a historical net result or an enforceable promise. Management charges, maintenance, local taxes, vacancy, construction timing and the actual availability of amenities can materially change the economics. In a family-oriented development, a delayed school-age activity centre or unfinished common facilities may matter as much to rental demand as a delayed villa.

The brand spans more than one Bali market. PARQ Family is presented as an Ubud-area community in Gianyar, where daily access to schools and services may matter more than proximity to surf beaches. The former PARQ Ubud site at Jalan Sri Wedari No. 24 is a separate location; their shared branding is not evidence of shared land title.

On the developer’s project pages, PARQ Blue is positioned near Melasti Beach, Citadel in the Uluwatu area, SOHO Surfside near Suluban and Ocean City toward Candidasa. These are descriptions of the developer’s promoted locations, not proof that the respective homes or amenities have been completed. Before comparing yields or purchase prices across these projects, a buyer needs the actual land parcel, access arrangements and lawful permitted uses for each site.

Observable track record

The clearest independently documented event in PARQ’s history is the enforcement action at PARQ Ubud. On 20 January 2025 the Gianyar Regency administration reported the closure of the accommodation business at Jalan Sri Wedari No. 24, referring to Regent Decree No. 285/E-09/HK/2025 and breaches of local building-use and business-licensing rules. This is an official decision, not a claim drawn from anonymous reviews.

The property’s subsequent history is just as important. ANTARA reported on 20 June 2025 that investor Sergey Solonin had acquired the former PARQ Ubud site. Local reporting then described the new management company, PT Gold Dragon Management, and the start of removing structures identified as non-compliant. The redevelopment was subsequently discussed under the Onyx Park Resort name. None of this, by itself, confirms how contracts signed before the acquisition were treated or which buildings may now be lawfully occupied.

There is a later operational update, though it comes from a commercial participant. Binaryx, which reports on a particular rental-linked asset at the site, said in May 2026 that some rentals had resumed and that it had entered into a new management arrangement with PT Gold Dragon Management in March 2026. That is useful evidence of claimed activity under the successor operator; it is not a government permit record or confirmation that the old PARQ Ubud inventory remains available on its original terms.

PARQ’s current advertising also lists several other developments. Public presentations establish the projects being offered but do not, without handover records and building approvals, provide a verified count of completed homes or a reliable timetable for every phase.
