Borey Peng Huoth’s own directory separates The Star Diamond from The Star Diamond II and gives the two entries different housing mixes. That supports treating the first phase as its own project rather than filling gaps with neighbouring-phase plans, prices or photographs. The exact phase name, plot and seller documents still need to agree in a transaction.
Nine official house types
The published range spans link houses, shophouses, twin villas and large detached homes. Standard configurations provide three to seven bedrooms and serve different needs, from a family home or home office to staff accommodation or a commercial frontage. The variety is useful, but the actual property matters more than the model label alone.
Inspectable completed stock
The market consists of existing houses, so buyers can inspect the street, neighbours, finish, building systems, parking and shared facilities before committing. That replaces part of the uncertainty of an off-plan purchase with physical evidence. The Star Diamond is Borey Peng Huoth’s first separately named phase on Phnom Penh’s 60M Road corridor. It is not a condominium and it is not a single stand-alone building. The project is a low-rise neighbourhood made up of link houses, shophouses, semi-detached homes and larger detached villas. The developer’s own project directory lists The Star Diamond and The Star Diamond II as different entries and assigns a different property mix to each. This page therefore covers only the project without the “II” suffix. Specifications, asking prices and imagery from the second phase have not been carried across, even where the architecture or broker wording appears similar.
Borey Peng Huoth places the project on Samdech Techo Hun Sen Boulevard, widely known as 60M Road, in Sangkat Chak Angre Krom, Khan Mean Chey, Phnom Penh. The initial queue labelled the area as Chbar Ampov, but the developer, Realestate.com.kh, IPS Cambodia and an ACLEDA location inside the community consistently use Mean Chey. The main geographic fields follow that stronger body of evidence. The map centre comes from an ATM explicitly named after the project, so the radius represents an approximate point within a large community rather than the surveyed boundary of any house offered for sale.

Today, The Star Diamond is best approached as an established residential area with completed homes and an active resale and rental market, not as a fresh launch governed by one current developer price sheet. The official page includes photographs of built villas, IPS documents a rented finished house, and a 2023 report on a Lucky Express branch shows that day-to-day retail was operating inside the development. Public sources do not provide a single verified date on which every part of the wider site was handed over. The completed classification reflects visible finished stock, occupation and live market activity; it does not remove the need to confirm the condition and status of the particular house.
The unusually broad official housing range is one of the project’s most useful features. Borey Peng Huoth lists nine standard types: two link houses, two shophouses, three detached villa designs and two twin-villa formats. The published layouts run to three or four storeys, with three to seven bedrooms and four to eight bathrooms. That makes it possible to search by real household needs rather than by the vague label “villa”: a more compact family home, a commercial-frontage format, a semi-detached house with two parking spaces, or a large private villa with a family area, two kitchens and staff rooms.
That variety also makes careless comparisons risky. The developer labels each dimension simply as “Size” and does not state whether it is the plot, building footprint, gross floor area or another design measurement. Resale properties may have gained awnings, extensions, enclosing walls, replacement interiors or altered room arrangements. Two houses carrying the same model name can therefore differ in physical condition and in the documents supporting what has been built. The 60M Road position works for households whose daily pattern is tied to ISPP, southern Phnom Penh and the large retail destinations developing along this corridor. It is not a compact inner-city neighbourhood built around walking. Most residents will depend on a private car, driver or ride-hailing, and the journey changes with the entrance used, the house’s position inside the borey and traffic conditions. A property close to an active frontage may experience more road and commercial noise. A property deeper inside may feel calmer but involve a longer drive to the gate. Drainage, internal road quality, lighting and practical guest parking deserve their own inspection.
The public market evidence is largely resale evidence. The lowest current asking point found was $250,000 for a shophouse advertised on Realestate.com.kh and checked on August 4, 2026, while other houses—and particularly the larger detached villas—are offered at much higher levels. It would be misleading to turn that spread into one average project price. Model, plot dimensions, corner position, orientation, renovation, furniture, commercial usability, distance from the entrance, document quality and seller urgency can all change the number. Comparable offers should first be aligned on the same set of attributes, with transfer costs and any community arrears reviewed separately.
Buying here means selecting one existing house rather than accepting a standardised unit from a brochure. That has a practical advantage: the façade, rooms, neighbours, parking, noise, building systems and common facilities can be examined before money changes hands. Completion does not eliminate legal or technical due diligence. The seller should match the title and have authority to transact; boundaries, encumbrances, unpaid community charges, alterations and utility condition need property-specific checks. A foreign buyer should obtain independent Cambodian legal advice on a lawful structure for the house and land rather than treating a borey purchase as equivalent to acquiring a strata-title condominium unit.
In practical terms, The Star Diamond suits a buyer who wants a substantial family home in a functioning borey and is prepared to assess it as an individual resale property. The community offers a genuine choice between narrower link-house formats, commercial-frontage shophouses, semi-detached homes and large villas, and it can be judged by everyday conditions rather than by renders alone. It is less suitable for someone seeking a simple, uniform product with one plan, one price and one developer payment schedule. The outcome will depend as much on the selected plot, documents, condition and position within the community as on the project name itself.

Landed property — what this means for a foreign buyer
This is landed housing, not a unit in a co-owned building. Cambodian law does not allow a foreign individual to hold land. Foreign ownership works for an apartment above the ground floor inside a co-owned building, within the foreign quota — that is a different product from this one.
That does not automatically mean the project is closed to you: structures exist, and each carries its own legal and tax trade-offs.
